from 10 a.m. to 4 p.m. All ages welcome.
Bags and kibble will be provided, but you are welcome to bring in non-food donations (collars, toys, kitty litter etc.) to be included.

Housing Element Update
At its meeting on November 17, the Planning Commission reviewed the third draft of the 5th Cycle Housing Element and provided a recommendation for the City Council's consideration of preferred sites to accommodate a portion of the Regional Housing Needs Allocation (RHNA). The Planning Commission recommended (5-1, Kosla dissenting) that the Council select Alternative 3 of the associated Environmental Impact Report (EIR) to accommodate up to 50 multifamily residences at up to 20 units per acre. Alternative 3 consists of 1 Orinda Way, and portions of 27 Orinda Way (Rite Aid) and 10 Irwin Way (Orinda Community Church). Among the reasons the Commission recommends Alternative 3 is the proximity of the sites to the Orinda BART station and to the commercial, cultural and recreational services and amenities of the Village and Crossroads. Chair Kosla indicated he preferred Alternative 1 (Santa Maria) and all of the Commissioners noted that the two Moraga Way sites (St Marks and St John's Church sites) are the least desirable due to their relatively distant location from BART. Several Commission members stated a preference for smaller developments spread over multiple site versus accommodating all 50 units on one site.
Ten members of the public spoke at the Planning Commission meeting. Two were in favor of Alternative 3 (although one spoke in opposition to the 10 Irwin Way site), three were in opposition to the Santa Maria site, one was in opposition to Alternative 3 and three were in opposition to the Moraga Way sites. One resident expressed general support for affordable housing but did not state a siting preference. Most who spoke in opposition to a site indicated that they live near the site they opposed for selection.
At its December 9, 2014 meeting the City Council will select a preferred site(s) to insert in the draft Housing Element to accommodate a portion of the RHNA for lower income categories, authorize staff to forward the draft Housing Element to California Department of Housing and Community Development (HCD), and review the project schedule.
The deadline to comment on the Housing Element Environmental Impact Report is 5 PM on December 1, 2014.

Public Works and Engineering Services
2015 Paving Projects - Council awarded the design services contract to CSG Consultants at the November 18 Council Meeting. We are scheduled to have the design work completed by the end of March and begin construction in June of 2015.
Camino Pablo Pavement Rehabilitation - Council awarded the construction contract to Ghilotti Bros., Inc. on November 18. Staff will meet with Ghilotti next month to set a start date and construction schedule.
Crossroads Area and BART Wayfinding Signage - Council awarded the design services contract to Square Peg Design to develop signage to provide directions from/to the downtown areas to BART.

At the November 18th City Council meeting, Police Chief Nagel introduced the topic of using cameras and license plate readers as a tool for the Orinda Police Department to help prevent crime and identify suspects in the event of criminal activity in Orinda. This introduction was the first opportunity for the City Council to hear about the technology and it's use as a tool to reduce and solve crime in Orinda. It was also the first opportunity for the Council to hear from members of the community.
The Chief provided a general overview on the types of technology being used in law enforcement in neighboring cities and described how the cameras work towards identifying vehicles used in crimes. As the City Council and the community delved into the topic, there were additional questions on how this tool would be implemented and used on a daily basis. City staff is tasked with providing additional details and will be returning to City Council in January to continue the discussion.

Try out the attached QR code and find out what has been happening at the Orinda Community Center. If you don't have a QR code scanner you can download one from your App Store by searching QR Code.

Are your old holiday cards or craft supplies piling up? Recycle your old cards to make new ones to send out just in time for the holidays. Join us at Thursdays Together on December 4 and December 11, 10:00am-12:00pm at the Orinda Community Center.
