Public Works
The City of Orinda will be performing pavement rehabilitation work throughout the month of September and into October. The City has contracted with Ghilotti Bros., Inc. to complete the pavement work on various streets within the City. Generally the work to be performed involves first repairing base failures (potholes) then grinding the top surface of existing pavement, followed by paving an overlay of new hot mix asphalt or a slurry seal surface treatment, and finally replacing traffic striping.
2014 Paving Project
Last week the work moved to El Toyonal where pavement repairs were made prior to placing the slurry seal. This week work will move to Tara Rd.
The tentative schedule for the coming weeks is as follows:
Week of September 1st:
- Tara Road between Overhill Road and Nonie Road - base failure repairs, grinding, paving
Week of September 8th:
- Charles Hill Road between Honey Hill Road and uphill of Soule Road - Base failure repairs, grinding
Week of September 15th:
- Charles Hill Road between Honey Hill Road and uphill of Soule Road - Grinding, paving
Week of September 22nd:
- Lost Valley Road between Don Gabriel Way to 20 Lost Valley Drive - Grinding, lower utilities
Week of September 29th:
- Lost Valley Road between Don Gabriel Way to 20 Lost Valley Drive - full depth recycle, paving
- El Toyonal between Chapparal Place and Loma Vista Drive (west) - Slurry Seal
- Orindawoods Drive between Altarinda Road and Graystone Terrace - Slurry Seal
- Rheem Blvd between Glorietta Blvd. and Hall Drive - Slurry Seal
Week of October 6th:
- Traffic striping on all streets
The scheduled work is subject to change. Construction area signs and letters to property owners will advise motorists of planned work in advance. Motorists can expect minor delays and may need to use alternate routes.

 PG&E Gas Line Hydrotesting
Over the next two months PG&E will be testing their existing gas line in Lombardy Lane, Dalewood Drive and Sundown Terrace.

 Pine Grove Park Ribbon-Cutting
Date Set for September 30 at 5:30pm
The Orinda City Council cordially invites members of our community to participate in a community celebration and ribbon-cutting for the City's newest public park on September 30. Pine Grove Park has been under construction as part of the Pulte Orinda Grove project and will be open for sports play at the beginning of September. The new park includes upgraded sports turf, restrooms, and a tot lot. Pine Grove Park is located on Altarinda Road adjacent to the new Orinda Union School District building. Planning Department
5th Cycle Housing Element
Planning Commission review of the First Draft of the 5th Cycle Housing Element is scheduled for September 9 with City Council consideration of the Commission's recommendations on the First Draft scheduled for September 30, 2014. In the meantime, the City's consultant, PMC is preparing the associated Draft Environmental Impact Report (DEIR). The DEIR will include detailed analysis of alternative sites to accommodate a portion of the City's Regional Housing Needs Allocation at 20 units per acre. After the DEIR is published and circulated for public comment, the City Council will select a preferred alternative to include in the Draft Housing Element before it is approved for submittal to the California Department of Housing and Community Development (HCD). The September 9, 2014 Planning Commission Staff Report will be available on the City's website and will contain details regarding the schedule to consider the Housing Element and a summary of the organization and contents of the First Draft Housing Element.

Orinda Grove Below Market Rate Homes
Below Market Rate Home Workshop
Approximately 35 prospective applicants for the four remaining affordable homes in the Orinda Grove subdivision attended an informational workshop on August 27, 2014. Together with representatives of Pulte Group, the City presented information regarding the homes, the eligibility criteria, ownership and resale restrictions, the application process and financing options.

 Emergency Preparedness
The City of Orinda is responsible for providing emergency operations and response to our citizens in the event of natural or man-made disasters. This includes protecting the health and safety of citizens and the preservation of lives, property and the environment from the effects of the emergency. Local government agencies in the Lamorinda area have developed plans and are maintaining appropriate levels of readiness for disaster preparedness. The City's Emergency Operations plan is tested annually by activating the Emergency Operations Center and utilizing hands-on exercises to simulate an emergency and working to obtain, schedule and disperse resources to each community as needed. The Emergency Operations Center (EOC) for Orinda is located at City Hall. In addition, the City works with the Red Cross to identify shelters and to assign evacuation centers based on the location of the disaster. The Red Cross recommends that each family have a Disaster Preparedness Plan in place for making sure you are able to contact and find one another.  The "Community Emergency Response Team" has scheduled all-hazard training courses. The courses are part of FEMA's Citizen Corps program. This valuable course is designed to help you take care of yourself, your family, your neighbors and your neighborhood in an emergency situation. CERT is a positive and realistic approach to emergency and disaster preparedness where citizens learn to take independent actions that are critical to their safety. Many people will respond to others in need without training but the CERT course is designed to help them do so safely and effectively. You can take CERT training at the Orinda Library beginning Thursday, September 11, 2014 from 6:30 - 9:30 pm the 6 classes and a drill are presented by Lamorinda CERT, a FEMA accredited program. "Share your bright idea to help keep Contra Costa moving"
What's your transportation vision for Contra Costa? What programs should we invest in? Should we extend BART, put more buses on the road, fix local streets, create more bike lanes, make our streets more pedestrian friendly, or improve our highways?
All these questions and more are part of an outreach effort by the Contra Costa Transportation Authority (CCTA) and we'd like to hear your ideas to keep Contra Costa moving. CCTA is responsible for maintaining and improving Contra Costa's transportation system by planning and funding key projects, like the Caldecott Tunnel Fourth Bore, Highway 4 widening, and BART system extensions. The agency also helps maintain local streets, reduce traffic congestion, and make Contra Costa safe for bicyclists and pedestrians. Our work helps you get where you need to go!
The Contra Costa Transportation Authority is updating our Countywide Transportation Plan (CTP) in collaboration with Contra Costa municipalities, local agencies, and input from the public. The CTP is a plan for the next 25 years of transportation investment in Contra Costa that outlines a vision, and establishes goals, strategies, and other actions to help make projects and programs a reality.
Our agency wants to know what transportation issues you think are important so we can prioritize where to spend valuable time and resources - BART? Buses? Highways? Local roads? Pedestrian paths? Bicycle routes? Do you have new ideas? You tell us. This is your chance to participate in setting the priorities for our transportation system and suggest your own bright ideas for new projects and programs in Contra Costa.
There are many ways you can participate:

Cal Swim Teams host an Event Benefiting
Orinda Parks and Recreation
On September 28, the swim teams at Cal will participate in a unique event to benefit the Orinda community, "Swimming with the Stars". The event will feature Cal Head Women's Swim Coach Teri McKeever and Cal Head Men's Swim Coach Dave Durden and members of current and past Cal Swim and Water Polo teams. Coaches and athletes will provide insight into becoming an elite swimmer and encourage young athletes to strive for personal and academic success. Tickets include lunch, meet and greet, autographs, and demonstrations by the Cal athletes. Children in 7th grade and below can purchase a VIP ticket for an exclusive in the pool session with current and former Cal athletes. Tickets are limited and can be purchased at www.oprfoundation.org.
