ORINDA LOSES A COMMUNITY LEADER
Aldo Guidotti passed away last week on October 7, 2013. Mr. Guidotti was a member of Orinda's first City Council along with Bobbie Landers, Joe Harb, Bill Dabel and Dick Heggie, Orinda's first mayor. There will be a celebration of Aldo's life at the Orinda Country Club on Sunday, 10-27-13, from 1 - 5 p.m. Our condolences go out to his family and his many friends in the community.

Parks and Recreation
The City of Orinda Parks and Recreation department is partnering with St. Mary's College to offer two Orinda Youth Association (OYA) Soccer Days this fall. The first will take place on Sunday, October 13, 2013 when the St. Mary's Men's soccer team plays Santa Clara University. All OYA Soccer players are invited to attend the game that day. The second opportunity will occur on Sunday, November 3, 2013, when the OYA Soccer players will have the opportunity to see St. Mary's College Women's Soccer team play Gonzaga University.
Each OYA player, in uniform, will receive admission to the game for $1 and for each accompanying adult, admission will be $3. These special OYA soccer days includes a pre-game chalk-talk with St. Mary's coaches, each team will be individually recognized on the field and there will be post-game photos and autograph sessions with the members of the St. Mary's Soccer Team.
The Orinda Teen Advisory Council is planning for the upcoming Holiday Bazaar Kids' Corner at the Orinda Holiday Bazaar on November 2, 2013 and the November Teen Movie Night. The next Orinda Teen Advisory Council meeting is scheduled for Monday, November 4 at 4 p.m. at the Orinda Community Center.
The Orinda Senior Services Committee is in the planning stages for Seniors Around Town and Orinda Senior Services Committee's holiday appreciation party on December 9, 2013. A wellness and lifestyle educational workshop sponsored by the Orinda Library and Orinda Parks and Recreation in February or March, and the Lamorinda Health Expo in May.

Seniors from the Lamorinda area had a successful outing on a trip to the Livermore Wine Country. Nineteen seniors traveled to the Livermore Wine Country on Thursday, October 3, for the first Lamorinda Travelers' excursion. The day trip was sponsored by the City of Orinda, City of Lafayette, and the Town of Moraga. Participants tasted wine and lunched at Garre᷄, then headed to Concannon and Bodegas for more first-class wine tasting.

Planning Department
J & J Ranch (Moraga Adobe) Subdivision -
The City's environmental consultant, Lamphier-Gregory will hold a public scoping meeting to solicit public input on the scope of the environmental impact report for the project. The meeting will be held on October 30, 2013, at 6:00 pm in the Sarge Littlehale Community Room located at 22 Orinda Way.
Astoria at Wilder -
Urban Planning Partners has initiated work on the Environmental Impact Report (EIR) for the senior assisted living facility proposed on the 1.1-acre site near the ball fields at Wilder. The Notice of Preparation of an EIR is expected to be distributed in mid-November.
Housing Element -
Staff provided the reviewer at the Department of Housing and Community Development (HCD) an update on the status and the schedule for completion and adoption of the Housing Element and associated environmental review and ordinances. Staff is on schedule to present the 5th Draft and associated environmental review and ordinances to the Planning Commission on October 29, 2013 at 7:00pm in the Library Auditorium located at 26 Orinda Way.
Chase Bank (25A Orinda Way) - Staff solicited proposals from three traffic engineering firms to prepare a Parking and Circulation Study for the Chase bank/retail project proposed on the vacant site across from the library plaza. TJKM was selected to prepare the study (at the applicant's cost) and they are set to begin work on their report October 14-21st.
Orinda Grove -
Staff conducted a final inspection of the four model/sales homes this week and Building Division inspection is anticipated next week prior to the October 19th, 2013 grand opening date. According to Dan Carroll of Pulte Homes, over 400 people have indicated that they will attend the grand opening of the model homes.

Citizens' Infrastructure Oversight Commission (CIOC) - CIOC held their monthly meeting on October 9, 2013. The Commission discussed revisions to the Measure L street selection criteria recommended by Chairman Fay. This revision should simplify the original criteria of March 13, 2013 and introduce the usage of a measure of surface roughness or ride quality into the selection process. The criteria will be brought back to the Commission at the November meeting for final discussion and approval. The Commission then reviewed an informational article prepared by Commissioner Gee that will appear in the Fall edition of the City's Orinda Way newsletter.
Tarabrook Storm Drain - Bay Pacific Pipelines, completed the 25 feet deep jacking pit and lowered the pipe jacking equipment into the bottom using a crane. Approximately 100 feet of 36" diameter pipe have been jacked into place between the pit and the downstream outfall. Outfall improvements including a concrete slab and rock slope protection have been installed on the downstream side. The contractor is starting to jack the pipe to the upstream inlet side to complete the pipe installation. The overall project is expected to be completed in late November.
Miner Road PG&E Rule 20A Undergrounding Project - City staff and PG&E organized a public workshop for residents who live along Miner Road between Camino Pablo and Lombardy Lane. The workshop was to provide information on the potential impacts of traffic control and trenching service connection to residential customer's homes. City staff provided a brief overview of the process and the next steps which will involve City Council re-authorizing an undergrounding district and encouraged the public's input so it can be conveyed in future staff reports. Six local residents attended the workshop to ask questions about the project and provide their input. Generally most residents were in favor with proceeding with the undergrounding of utilities along Miner Road especially to precede a pedestrian path project.
Public Works:
- Completed 2013 Crack Sealing project
- Filled potholes on Tarabrook, Camino Pablo, Charles Hill Road, Ivy Drive and Orchard Rd.
- Issued trim notices on Tarry Lane for low hanging tree branches
- Trimmed trees and brush on Bear Creek Road and Camino Pablo, keeping the trees a minimum of fifteen feet high over the roadway
- Installed new Recycle Garbage Cans
- Trash removal completed on Camino Pablo between Santa Maria and Orinda Way

Police Activity
Orinda Police arrests included 3 arrests for DUI, an arrest for corporal injury to spouse and 3 arrests for commercial burglary and probation violation.
The Investigation Unit packaged and prepared several cases for the District Attorney. They continue to investigate recent residential burglaries. The detectives also assisted the Lafayette Police Department in contacting pawnshops in Oakland. They were able to recover property taken from a Lafayette burglary.
Detective Dennison attended an Emergency Preparedness exercise put on by the cCounty. The exercise was related to an outbreak of food borne illness.
Orinda Police arrested a subject who had stolen items from Lafayette Safeway. The subject was seen entering Highway 24 westbound. He was stopped at Highway 24 and Wilder. The vehicle contained approximately 35 cans of baby formula. Baby formula is a popular item used as a trade for drugs.
Officer Williams was on scene at Wagner Ranch School for an Active Shooter Drill. He observed and assessed the drill and provided feedback for future drills.
Reserve Officer Bryan Walley and retired Chief Dan Lawrence shared their expertise on home audits to residents. This service is a valuable tool for residents to safeguard their homes against burglaries. Please contact the Police Department if you would like for us to come out and examine your home.
