Stolen Vehicles - Heads Up
By Chief Scott Haggard

In speaking with other city Police Chiefs lately,  there has been a spike in vehicle thefts.  Although there does not appear to be a trend in Orinda, we have had two cars stolen in the past week. I thought it would be a good time to discuss how thieves steal cars and to provide information on preventing your vehicle from being stolen.

When traveling or even in town, never leave your car running or your keys in the ignition at convenience stores or gas stations. These are vehicle "hubs" and thieves may be loitering around waiting for such an opportunity. This scenario occurred in Orinda last week. The vehicle was recovered in San Francisco and the suspect was arrested.

I have arrested many people who possess sets of "shaved keys." These are keys from different makes and models of cars that are shaped to rough fit in ignitions. They work especially well in older vehicles where the ignition may be worn down from use. Some thieves jam a screwdriver into the ignition and break the ignition and start the vehicle with a large set of vice-grips. As the colder months come our way, leaving your car running to warm it up in the morning may lead to a theft. Late model vehicles have developed better anti-theft technology which makes them much more difficult to steal.

I'd like to advise you to get in the habit of setting the alarm whenever you are away from your car in public places. If you do not have an alarm, lock your vehicle.  As always do not leave any valuables in plain view. This invites "smash and grabs" even during the day. This often happens at gas stations when you go inside. It takes just a few seconds to do and the loss can be devastating if it is a wallet, purse or computer.

Orinda Grove - Construction of Pulte's Orinda Grove project is moving forward at a rapid pace.  The four model homes are nearing completion and according to Dan Carroll of Pulte Homes, they have tentatively scheduled the opening of the model homes for October 19.   Curbs and gutters for the roadways are near completion and the loop road through the development is scheduled to be paved this week.  Dan reports that they have over 2,000 names on their interested buyer's list.

Once the project is completed, there will be 73 homes, of which 8 will be below market rate at the moderate income level. Details of the affordable housing program, the process to select the buyers, and the administration of the program are being discussed by the City's Affordable Housing Subcommittee. Recommendations will go to the Orinda City Council later this fall however, a date has not yet been set.

The roads crack sealed last week were, Bates Drive, Wanda Lane, Crane Court, Katrina Court, Southwood Drive and Bryant Way.

City of Orinda is good at disposal!

One of the services that the Central Contra Costa County Solid Waste  (CCCSWA) authority provides to our city is submission on an annual report to CalRecycle on the diversion and disposal rates for our city and the other communities that are included in the Authority.  As a regional agency, the CCCSWA satisfied and exceeded the per capita diversion weight of 4.7 pounds which is the "Target Achievement".  In the recent reporting of 2012 rates, the annualized per capita disposal rate was 3.4 pounds/person/day (PPD)!  That is the equivalent percentage diversion rate of 66% well over the 50% goal.  The rates for each community in the authority is included in the calculation, and Orinda's diversion rate is calculated at 66% which is among the highest of the individual member cities!

The Public Works department recently purchased and installed five new Recycling cans throughout the downtown area. The cans were purchased with funds from the Beverage Container Recycling Grant which the City receives annually. Please look for the cans when you are in the downtown area for disposal of your recyclable trash.
