Bike to Work Day - 2013!
A number of employees, members of the OIS Green Team and the Mayor participated in the annual event by either bicycling to (and from!) work or by setting up and staffing the energizer station that was located downtown at the base of the St. Stephens bike trail.

Police Activity
Orinda Police arrests included an arrest for petty theft and probation violation and an arrest for D.U.I. In addition, the Investigations Unit is continuing the investigation of a child molestation case. The identification of a possible suspect on a burglary case was filed for prosecution with the District Attorney last week in addition to a D.U.I., drunk in public and two cases for drug possession.
A farewell luncheon was held for Chief Jeffrey Jennings as he announced his retirement from the Contra Costa County Office of the Sheriff effective May 17, 2013. City staff, Councilmembers, friends and family members wished him well.

Chief Jennings has done an outstanding job for the Orinda community and the City organization and he will be greatly missed. Chief Jennings will begin a new career adventure as a Deputy Chief with the Bay Area Rapid Transit (BART) Police Department. We look forward to good things happening at BART!

Citizens' Infrastructure Oversight Commission (CIOC) - The CIOC met last Wednesday to continue the discussion of selection criteria for roads that will be repaired with Measure L funds. Several residents of the Lost Valley neighborhood were in attendance and participated in the discussion of the criteria. Vijay Pulijal from Harris & Associates made a presentation on how the Pavement Condition Index (PCI) of a road is measured in the field and how index numbers are calculated. The Lost Valley residents have expressed concerns with the accuracy of using the PCI as one of the selection criteria. The Commission acknowledged that the PCI may not be the best measure of road condition and will continue to look into its use and as selection criteria. Given that it may be a few more months before accurate PCI's and a complete list of traffic counts will be available, the Commission discussed the development of a one year program that will assign roads for repair now as the criteria is being refined.
After discussion the Commission approved a motion that a recommendation be made to City Council to (1) repair Charles Hill Road from Honey Hill to Soule Road, (2) repair Lost Valley from the PG&E station at least as far as the next two road segments and (3) defer a recommendation on a 10 year Measure L funded improvement plan and final selection criteria until later in 2013 when more complete selection data will be available.
