A warm thanks to all who came out on the (then) coldest night in two years for our first MCCPTA Delegates Assembly of 2013. Packing the Carver Cafeteria, delegates were updated on the many efforts and programs underway in MCCPTA, approved a budget amendment, and added a few new planks to our MCCPTA 2013 Legislative Platform.
MCCPTA officer and committee chair Richie Yarrow announced that he is running for Student Member of the Board of Education; per our bylaws, his candidacy requires that Richie step down as Recording Secretary-Delegates Assembly. We will miss him. Many thanks to Richie for his dedication to PTA and MCCPTA; his candidacy does not require him to step down as co-chair of our Student Involvement Committee and we look forward to his continued work in this capacity.
Please note the time change for next month's DA. We will begin at 6:30 pm and the meeting will run for only one hour. Our Operating Budget Forum, featuring Board of Education, County Council, and MCPS leaders will begin at 7:30 pm that evening.

Featured Business
MCCPTA committee chairs and officers briefed out on the many upcoming advocacy opportunities, workshops, and student programs now being planned and organized, reports included:
- MCPS Operating Budget and Capital Improvements Program (CIP) Budget state of play;
- Education-related legislation in Annapolis and advocacy opportunities;
- Curriculum Information Night, Math K-12;
- MCCPTA Membership Challenge;
- Nominating Committee update and opportunities;
- MCCPTA Performing Arts Festival;
- Reflections program participation and status; and
- Student Involvement Committee call for student volunteers.
Delegates also voted to consider and then to approve two new items--support for the Governor's increased support of the Meals for Achievement program and for efforts to correct Dream Act language that inadvertently discourages participation in MCPS high school programs for college-ready students. A revised Legislative Platform will be posted shortly on our MCCPTA website.
We also attended to PTA housekeeping issues. Standards of Continuing Affiliation (SoCA) requirements were discussed; to be in good standing, all local PT(S)As must meet all nine requirements by March 31, 2013, and units participating in Reflections must meet those requirements by February 1. Delegates also approved an amendment to our MCCPTA budget covering unanticipated expenses and a new allowance to facilitate participation in the Maryland PTA Summer Convention.

Delegate Cards
We had to turn away some delegates who came to pick up cards because MCCPTA dues had not yet arrived in our office. We regret the inconvenience and ask that PTA presidents and treasurers please check their records to ensure dues have been paid and their checks have cleared. Contact Pam Loebach, MCCPTA Office Administrator, if you have any question as to whether your PT(S)A has remitted dues to MCCPTA.

MCCPTA Performing Arts Festival
MCCPTA Outreach Events Chair Dave Lechner detailed the planning for the 2nd Annual MCCPTA Performing Arts Festival, scheduled to be held in both Rockville and Silver Spring Town Centers on April 20-21.
More information will be coming out soon, and we encourage you to solicit parent and student volunteers ready to help with the planning and organization, as well as to solicit participation from the student performance groups in your schools.

MCCPTA Membership Challenge Unveiled: Does Your Unit Measure Up?
In order to engage and advocate effectively, we are challenging all local PTAs and PTSAs to work in the next two months to grow their membership at least to the level they reached during the past school year. Over 60 PT(S)As have met the challenge, but that means we have over 100 who need to take the challenge to win!
