This week, MSB was informed that the Department of Health and Human Services issued a letter on February 11, 2013 with regard to the transition to their new Medicaid Management Information System (MMIS), known as Health Enterprise. This letter indicated that districts will have the opportunity to elect to receive a Transition Payment for the three week blackout period, as well as weekly Contingency Payments should the blackout period extend past April 1, 2013.

 

Some important things to note about these payments:

  • The Transition Payment received during the three week blackout period, will be recouped over a four week period once the new system is operational
  • The payments are calculated by the Department based on past claims history
  • By signing the NH Medicaid Provider Payment Agreement for the MMIS Transition form, you are waiving your right to appeal the amount, duration and recoupment method of the payments
  • Justification to the Department for financial support via these payments is required per the application
  • Electing to receive these payments DOES NOT guarantee or entitle you to receipt of payments

 

To Elect to Receive a Transition Payment:

  • You must be fully enrolled with Health Enterprise
  • The NH Medicaid Provider Payment Agreement for the MMIS Transition form must be completed and returned by February 25, 2013 (MSB can assist you with completing this form)

 

To Elect to Receive Contingency Payments ONLY:

  • You must be fully enrolled with Health Enterprise
  • The NH Medicaid Provider Payment Agreement for the MMIS Transition form must be completed and returned by April 1, 2013

 

To Elect to Receive BOTH a Transition Payment AND Contingency Payments:

  • You must be fully enrolled with Health Enterprise
  • The NH Medicaid Provider Payment Agreement for the MMIS Transition form must be completed and returned by February 25, 2013 (MSB can assist you with completing this form)

 

Districts will need to assess whether or not financial necessity would require these payments. Districts are not obligated to elect to receive either type of payment.
