It's never too early to start thinking about the spring semester. Set up an advising appointment with your CMVE or Base Rep counselor today to get a head start on next year.
In this month's newsletter you will find critical information on the National Association for Uniformed Services (NAUS) and what they are doing to help protect and expand your benefits and rights as a military member. You will also see important information about college funding workshops, changes in TA, and upcoming military career fairs.
We also want to take the time this month in honor of Veterans Day to thank each and every one of you for your service to our country. At the Center for Military and Veterans Education we are honored to work with service members and their families every day, and it is our goal to help you make the most of the educational benefits you deserve and that you've worked so hard for. Tuition Assistance Policy Change for Clock Hour Programs
A new NAVADMIN announced the change in TA policies for funding for clock hour programs.
Individuals may participate in a clock hour program as of the date of the NAVADMIN (10/11/12) provided they meet at TA eligibility requirements, establish an approved education plan with their Navy College or Virtual Education Center Counselor, and have received an electronic TA voucher prior to enrolling in or attending the first clock hour session.
Non-College Degree (NCD) schools offer a variety of certificate and diploma programs on a clock hour basis rather than through award of semester or quarter hour credits. While all educational institutions receiving TA funds must be accredited by an organization recognized by the U.S. Department of Education, Navy will also use objective criteria established by the U.S. Department of Veterans Affairs (DVA) for approving NCD schools as an additional standard for determining TA funding eligibility. TA for clock hour programs may only be authorized for a DVA approved program. This requirement has the added benefit of providing Sailors with the option to utilize the GI bill top-up program to cover costs that exceed the TA cap for a given fiscal year.
A list of VA approved programs can be found online at http://inquiry.vba.va.gov/. Credentialing following clock hour programs. Certifications and licenses can be researched at www.cool.navy.mil. Contact your local navy college office for assistance with these new requirements.

Funding a College Education - Upcoming Workshops
The Virginia Tidewater Consortium's Educational Opportunity Center (EOC) brings you a briefing that will focus on grants & loans from the federal government, state financial aid programs, surviving scholarship searches, and the overall application process.
The workshop is hosted by the Navy College Office and is open to all military personnel, retirees, family members, and other base employees/personnel. Normal military base access is required.This program includes information that will assist adult students opting to return to college later in life, rising high school JUNIORS & SENIORS, parents of all high school students, and others who may be facing the rising expenses of college in the very near future. Local military scholarship representatives always try to be on hand to provide information on their awards, and they do plan to stay afterwards for your specific questions

TCC CMVE military counselors will be hosting a military-related student discussion group for the Fall 2012 term on Wednesday, November 7th 11:30am to 12:30pm Virginia Beach Campus: Blackwater Building Room CE-111. The purpose of the discussion group is to find out what issues our military related students think are most important, and what recommendations they may have on improving services college wide. National Organization Helps Ensure Veterans Access to Quality Education.
In September, Jack Klimp, LtGen, USMC (Ret), the President of the National Association for Uniformed Services (NAUS), met with Dr. Bruce Brunson, Executive Director of the Center for Military & Veterans Education, along with several of the Center's staff members to talk about the importance of education and better understand how the Association could partner with Tidewater Community College and other institutions of higher learning who deliver quality education to military and veteran students.
NAUS is a nonprofit, nonpartisan advocacy organization that fights on Capitol Hill to protect the benefits of service members, veterans, retirees and their families and survivors. One of its legislative priorities is ensuring that the Post 9/11 GI Bill is fully-funded and remains secure. In addition to General Klimp, the Association has a full-time legislative affairs staff of three to "lobby" lawmakers and Administration officials and educate them - many of whom never served in uniform themselves - about what it means to serve, and what unique challenges face service members, veterans and their families as they work to further their education and find meaningful employment following their military service. With one of the lowest rates of veterans serving in Congress in decades, and difficult budget issues facing Defense and our country, this is a big job.
NAUS is a membership-based organization, and relies on its low annual membership dues (just $25) and contributions from members and supporters nationwide to conduct its legislative advocacy efforts. Membership is open to service members, veterans and retirees from all the uniformed services, all grades and ranks - officer and enlisted - which gives the NAUS legislative team a broad perspective when talking about issues with Congress. Membership includes a subscription to the award-winning Uniformed Services Journal, a bimonthly magazine published for members, and a Weekly Legislative Update E-newsletter. VetSuccess on campus Counselors are here to help you!
The VetSuccess on Campus program is an initiative of the U.S. Department of Veterans Affairs (VA) to help Veterans achieve success by providing outreach and transition services to the general Veteran population during their transition from military to college life.
Through the program, VA provides VetSuccess Counselors to selected higher education institutions. Currently, TCC is among fewer than 30 colleges and universities across the nation selected to participate in the program.
The mission of the VetSuccess on Campus program is to provide on-campus benefits assistance and adjustment counseling leading to Veterans completing their college educations and preparing them to enter the labor market in viable careers.
Who can receive services?
All student Veterans, Active Duty, and Dependents attending TCC or any regional college or university can access the Department of Veterans Affairs through a full time VA counselor.
Services Provided by VetSuccess Counselors:
- On-Campus Outreach to Veterans and Family members
- Adjustment and career counseling services specific to VA benefits
- Referrals for medical and mental health services
- Information workshops for Veterans, campus Faculty and Staff
- Referrals for on-campus academic and career counseling services
- Job placement assistance and coordination with the local Disabled Veteran Outreach Program (DVOP)
- Explain VA organizational structure (Dept. of Veterans Affairs, VHA, VBA, NCA)
- Explain VA Educational Benefits (MGIB 1606 SR, MGIB 1607 REAP, MGIB Ch 30, Post 9/11 GI Bill Ch 33, DEA Ch 35)
- Conduct benefits comparison
- Complete application for educational benefit
- Refer to host university Veteran Certifying Officials (VCO) for certification to RPO
- Explain Vocational Rehabilitation & Employment (VR&E) Ch 31 program
- Explain Veterans Health Administration (VHA) benefits. Assist with enrollment (1010 EZ)
- Explain VHA OEF/OIF Program Manager service, provide contact information
- Explain VetCenters. Offer Readjustment Counseling
- Explain federal financial aid (FAFSA)
- Demonstrate GI Bill website
- Offer vocational testing
- Register for eBenefits.
VetSuccess Counselors work side-by-side with VA and TCC military academic advisers to offer TCC's military student population the best possible services available.
