ENGAGE with CNY Arts this Fall

CNY Arts serves as the arts council for a 5500 square mile region across six counties of Central New York, with a population of over a million people. As you may imagine, engaging and connecting with such a significant and culturally diverse area presents unique challenges. To help understand and serve this culturally diverse region, CNY Arts conducted a regional assessment, ENGAGE, and created the ten year cultural plan. Now, with the assistance of some wonderful partners, we have begun to implement the plan with two of the strategies developed to help us forge connections with, and between, the arts and culture providers in our region.

Satellite Office Hours

CNY Arts program staff will hold satellite office hours every other week in Utica and Oswego to better connect with the eastern and northern portions of our region. Through the generosity of the City of Utica, the Rust to Green Urban Planning Studio is sharing its office space in Utica's City Hall, so that CNY Arts program staff can meet with constituents about CNY Arts grants making, collaborative marketing, or other programs. Staff will be there every other Wednesday. The County of Oswego is generously donating space, initially in the Oswego County Office Building. In the months ahead the County will provide other locations through the large county to ensure all stakeholders have access to CNY Arts staff in their locality.

This office sharing arrangement is a crucial step in implementing ENGAGE CNY. Having office space in Utica and Oswego counties will allow us to better unite our region, and support artists and arts, culture, history, and heritage organizations.

CNY Arts will keep a listing of satellite office locations, dates, and times on cnyarts.org.

Higher Education Consortium

Another key aspect of the ENGAGE cultural plan is building and enhancing valuable relationships with the many institutions our region possesses. Among our many assets, Central New York is home to 17 institutions of higher learning, all of which have visual or performing arts departments and arts programming. Later this month, CNY Arts will host a meeting with representatives between these schools to discover ways to foster better communication, to better promote events on campus (and between campuses and the community), and to explore ideas, both for the coming year and long-term. The goal of this group is to forge a consortium that will work to maximize access to their cultural offerings, coordinate planning with other higher education institutions and work with CNY Arts on creating opportunities for students and young graduates to work in the region in their chosen fields.

Planning and support services for this Higher Education Consortium have been made possible with a grant from the John Ben Snow Foundation.

Legislation Surrounding Timely Payments to Nonprofits Moves Forward

State Senator John A. DeFrancisco (R-I-C, Syracuse) has announced that the State Senate and the State Assembly have passed his bill (S6482), which would require state agencies to pay interest for money owed on state contracts within 30 days.

Current law requires that interest be paid on late contracts for grants, but it does not include public benefit corporations or establish when that interest must be paid. This legislation would amend the law to require that interest be paid within 30 days of any payment required by contract, or as soon as monies become available, whichever is earlier.

"There is often a substantial delay between the date that a not-for-profit begins providing service and the date on which that organization receives payment from the state. In some cases, not-for-profits have been forced to take out loans to cover their expenses," said Senator DeFrancisco.

"This bill would help organizations manage their cash flow by creating a predictable 30-day turnaround time," concluded Senator DeFrancisco.

The bill awaits action by the Governor.
