The school property ownership transfer bill, Senate Bill 236, has been turned into a local bill that will apply in the following 12 counties: Alexander, Beaufort, Davie, Guilford, Harnett, Iredell, Lee, Rockingham, Rowan, Wake, Wayne, and Yadkin. If this bill becomes law, ownership and responsibility of all school buildings will be turned over to Boards of County Commissioners.
Originally, this was a statewide bill, but just today we were notified it is now a local bill. I had a conversation with Senator Andrew Brock this afternoon and asked if he requested that Davie County be included. Senator Brock took responsibility for including Davie, Rowan, and Iredell Counties in this bill. I respectfully asked that he remove Davie County from the bill, but he indicated that he would not.
Senators need to understand that school property ownership and maintenance are integral components of school system administration and operations and must therefore remain with local school boards, the bodies legally established to run school systems.
