Today the Department of Human Services (DHS) is releasing a Request for Information (RFI) and we want your input. We are soliciting information that will assist with the development of a Request for Proposal (RFP) for a HealthChoices Physical Health services procurement. The overall goal of which is to explore new innovative approaches to the delivery and payment of health care services that reward quality and increase access within the Medicaid program.  

HealthChoices is the name of Pennsylvania's managed care programs for Medical Assistance (MA) recipients. Through Managed Care Organizations (MCO), recipients receive quality medical care and timely access to all appropriate physical health services, whether the services are delivered on an inpatient or outpatient basis. DHS has three simple goals for HealthChoices:  improve access to health care services for MA recipients, improve the quality of health care available to MA recipients, and stabilize our MA spending.

 

 As DHS looks to make improvements to Pennsylvania's HealthChoices program, we are interested in ideas and approaches we should consider to accomplish the following:

Promote the achievement of the Triple AIM (better health, better care, lower cost)

  • Improve care coordination between physical and behavioral health services
 
  • Promote the expansion of value based purchasing of health care services
 
  • Promote the expansion of team based approaches to care delivery (for example- patient centered care medical homes)
 
  • Promote community based public health initiatives
 
  • Increase consumer access to needed services, especially in rural and underserved areas of the Commonwealth
 
  • Improve the efficiency of the HealthChoices program
 
  • Improve the provider experience with the HealthChoices program

Future Conferences and Trainings

PREA Training for PA Providers

Through collaborative efforts between the Bureau of Juvenile Justice Services (BJJS), the Bureau of Human Services Licensing (BHSL), Pennsylvania Commission on Crime and Delinquency (PCCD), The Pennsylvania Council of Children, Youth & Family Services (PCCYFS) and the Juvenile Detention Centers and Alternative Programs (JDCAP), we would like to announce some upcoming training opportunities for juvenile justice service agencies/providers on PREA.

 

We need your assistance in passing this information on to impacted service providers.

 

Three regional training sessions will be held to offer more detailed information.

If you are interested in enhancing your agency's training efforts, here is a great opportunity. This is a training opportunity that was rescheduled.

 

Our state association (JDCAP) members have identified a need to strengthen the skills and increase the resources for agency trainers who must offer staff development programs in a manner that also increases staff performance. Through our partnership with our National Association, we are offering a 1-week training at an extremely low price. (refer to the attached brochure/registration form). JDCAP members and members of the Institute of Applied Juvenile Justice Services (IAJJS) will be eligible for discounted rates.

 

Additionally, all attendees may use the room block for reduced lodging rates. Just mention JDCAP when making reservations. Room block rates will be honored until June 13.

 

During this week, we will use 10 new NPJS training curricula as the content and weave adult learning instructional techniques to enhance overall trainer competencies.

Medication Administration Training

Please see the attached Office of Developmental Program (ODP) communication announcing that Temple University Harrisburg will be managing the Medication Administration Program beginning June 1, 2015.

 

Transition activities are currently in process and are detailed in this communication.  Information regarding the transition to the new vendor and upcoming training dates that have been scheduled are also included in the announcement.

Partnering to Serve Youth in Confinement: Building Staff Capacity

DESCRIPTION

Staff training and professional development has always been viewed as an important tool for maintaining a relevant workforce, but seldom funded at the level needed or delivered using effective methodologies to maximize effectiveness and insure transfer of learning.  In 2013, then doctoral candidate Christopher Spriggs approached the National Partnership for Juvenile Services (NPJS), an alliance of Educators, Trainers, Detention, Corrections, Residential Treatment and Community Based professionals in juvenile justice, to conduct research on the effectiveness of staff training.  Among other things, the research found that staff perception of the amount and quality of training they receive is closely related to their levels of engagement (Spriggs, 2014). In response to this research, the NPJS is pleased to introduce Best Practice In Performance Improvement & Learning, one of several new resources available through the NPJS Institute for Applied Juvenile Justice Services.  Whether you are a direct care staff providing training in a juvenile confinement facility, the director of a group home with eight employees, a human resource director responsible for the training function, a team leader charged with evaluating and making recommendations for the organization's training function, or a training manager responsible for a training unit and hundreds or thousands of organizational employees, this Webinar will provide critical information and resources to assist your efforts.

Juvenile Law Center Paper Addresses Reducing Length of Stay in Youth Facilities

The Juvenile Law Center has released "Ten Strategies to Reduce Juvenile Length of Stay." This paper highlights recommendations for states to reduce the length of stay of youth in juvenile facilities and to expand the availability of community-based placement, including services for youth living at home. The paper cites research findings indicating that lengthy juvenile confinement is costly, largely ineffective at reducing recidivism, and potentially harmful to youth and communities.

OJJDP Bulletin Presents Findings from Evaluation of Juvenile Drug Courts

OJJDP has released "Juvenile Drug Courts: A Process, Outcome, and Impact Evaluation." This bulletin provides an overview of an OJJDP-sponsored evaluation of juvenile drug court intervention programs, their processes, and key outcomes. The authors examined the effectiveness of nine juvenile drug courts in reducing recidivism and improving youth's social functioning and determined whether these programs used evidence-based approaches.
