Smartphone Data Tracks Parolee Job Searches - NIJ Publications Update
Through the National Criminal Justice Reference Service, NIJ has made available the following final technical report (this report is the result of an NIJ-funded project but was not published by the U.S. Department of Justice):
Title: Finding Work: A Smartphone Study of Job Searching, Social Contacts, and Wellbeing after Prison (pdf, 171 pages)
Authors: Naomi F. Sugie
Abstract:
Finding employment after prison is considered a key condition to prevent recidivism; however, these individuals face numerous obstacles to finding work. This study used an innovative data collection method utilizing data from parolees' smartphones. The searching and working experiences of individuals at reentry, the use of social contacts for finding employment, and the association between emotional wellbeing and job searching was analyzed.
Data showed a reentry period characterized by very short-term, irregular, and poor-quality work. In addition, older and less advantaged individuals sustained high levels of job searching throughout the study period.
The study also found that parolees are highly connected to others and feel happier while searching for work. These results indicate that the low employment rates of reentering individuals are not due to person-specific deficiencies.
Reentering individuals remain deeply disadvantaged in the labor market, where they compete for work within a structure of reduced and limited opportunities. These findings challenge the established idea that finding suitable employment in today's labor market is an attainable goal for reentering individuals. Several low-cost recommendations are made to better support parolees in their search for work.
