Implementing an Adolescent Developmental Approach in Juvenile Justice
Over the past decade, research has given us a new understanding of adolescent brain development. In 2013 and 2014, the National Academy of Sciences (NAS) released groundbreaking reports examining the implications of this research, proposing a developmental approach in juvenile justice, and outlining the role of the federal government in implementing reforms. This webinar will briefly describe the key findings from the original NAS report and explore strategies and policies to effectively reform the juvenile justice system.

| Membership Updates | |
JDCAP is an association of juvenile justice service professionals joined together by shared experiences and goals for organizational improvement. Members have identified a number of strategic goals for 2015. The rationales associated with these goals are discussed below;
In order to improve, our facilities must be positioned to examine what it is we do well and in what areas do we need to improve. In order to accomplish this, our facilities must be positioned to closely examine our interventions and their associated outcomes. Our staff and members will be gathering research and identifying tools designed to help us gather data to better inform our practice. Some of the projects within this category include; the Traumatic Brain Injury project (currently piloting in Bucks County and Montgomery County) designed to screen for and better intervene with youth exposed to brain injury; Standards for Secure Detention and Alternative Programs designed to establish best practice standards for service providers; and our Juvenile Delinquency Center - Unified Case Management Program which is a grant project through PCCD to roll out a web-based case management and incident tracking software application. Another identified project (not yet formalized) will be designed to support our educator and academic staff support.
To better accomplish the aforementioned projects, JDCAP will be offering numerous opportunities for staff development/training. This being said, the primary goal is to develop the tools and resources to improve the quality of our training programs starting with a foundation built upon Transfer of Learning principles and practices. All leadership staff and trainers will be encouraged to learn these principles and subsequently weave them into facility practice. Transfer of Learning practices will need to be incorporated into management practices to best ensure learning is applied with consistency. JDCAP trainers and managers will be encouraged to participate in a series of Training Manager sessions. These sessions will offer content that addresses adult learning principles, evidence-based practices, and offer tools and resources that improve the learning environment.
Public policy often drives practice trends. Our members will become more actively involved in engaging policy makers in order to educate them about the needs of our field. In many instances, public policy is influenced by major media events often times results in unintended consequences. Through membership participation, JDCAP intends to offer policy makers the perspective of experts in the field which promotes for informed rather than reactive decision-making. Some of the areas of concern for 2015 include PREA policies impacting Youthful Offenders, balancing the rights of individuals within facilities against the protection of youth and communities (isolation/searches), as well as legislation increasing or decreasing the numbers of youth entering the juvenile justice system.
Lastly, our association has undergone an organizational change in 2014, expanding our membership to be more inclusive of all juvenile justice serving organizations and individuals. During 2015, we will be increasing our marketing efforts to better inform the field about the benefits of JDCAP membership and broadening our efforts to respond to the needs of juvenile justice serving agencies beyond our traditional focus on secure detention. One of our primary short term goals include the revamping of our website to improve our information sharing resources. We will also be taking full advantage of our new affiliation with our National Association and the resources available through the Institute of Applied Juvenile Justice Services (IAJJS).

The Desktop Guide to Quality Practice for Working with Youth in Confinement is the product of a major collaboration between the National Center for Youth in Custody (NCYC), the National Institute of Corrections (NIC), and the National Partnership for Juvenile Services (NPJS). Its content covers a variety of topics essential to providing and maintaining quality care to youth in Juvenile Justice.

This Webinar will address the scope of sexual victimization in U.S. juvenile correctional facilities according to recent surveys and provide breakdowns by victimization types, demographics, and other variables. Prevention and response strategies for this targeted population will be discussed.
