In the last two weeks, JDCAP staff alongside CCAP staff have been advocating with legislators to recognize the outstanding work accomplished within the field of Juvenile Justice service. We are very pleased to announce that the Resolution designating the week of October 20 through 24, 2014 as "Juvenile Detention Centers and Alternative Programs Week" in Pennsylvania passed both in the House (HR 1072 introduced by Ron Miller) and Senate (SR 501 - introduced by Senator Vulakovich).

DPW Updates

BHSL Regulatory Questions and Answers

This announcement has been posted to the DPW website along with a new section called "Regulatory Questions and Answers". Once a month, all general regulatory questions for each licensing chapter under BHSL will be posted with responses. There are already a few posted.

Q&A Policy

 

*IMPORTANT ANNOUNCEMENT*: Effective immediately, the Prevention, Intent, Circumstances, Action and Result (PICAR) method for determining if individual acts of abuse, neglect or restraint constitute regulatory violations, issued on January 4, 2013, is withdrawn. Alternatively, Bureau of Human Services Licensing (BHSL) staff will rely on the statutory definitions of these terms and related regulatory requirements contained in each chapter of licensing regulations to determine when regulatory violations have occurred. Please feel free to contact your BHSL regional director or the BHSL Provider Support Hotline, at 1-866-503-3926, with any questions (September 11, 2014).

Future Conferences and Trainings

Webinar To Discuss Screening and Assessment of Youth in Confinement

On October 22, 2014, from 1:30 to 3 p.m. ET, the Office of Juvenile Justice and Delinquency Prevention in collaboration with the OJJDP National Center for Youth in Custody will present "Screening and Assessment of Youth in Confinement." The systematic use of screening and assessment tools or instruments at key decision points in the juvenile justice system can provide information that is critical for diverting youth who do not belong in confinement to more appropriate services and placements. Screening and assessment tools can also help confinement staff understand how to best serve youth for whom confinement is required. This Webinar will address the purpose of screening and assessment and discuss issues related to appropriate, responsible sharing and use of information obtained from these tools.

Webinar To Discuss Internet Safety and Cyberbullying

On October 30, 2014, from 2 to 3 p.m. ET, the Federal Partners in Bullying Prevention will present "Internet Safety and Cyberbullying: Keeping Kids Safe" in recognition of October as both National Bullying Prevention Month and National Cyber Security Awareness Month. OJJDP will host this two-part Webinar series, which is a collaborative effort by the U.S. Departments of Justice, Education, and Agriculture; the Federal Trade Commission (FTC), the Federal Bureau of Investigation, and the Internet Crimes Against Children (ICAC) Task Force Program. During this first Webinar, the FTC will discuss the principles of good digital citizenship, Internet safety on the go, and aspects of socializing online. Representatives from the ICAC Task Force Program will explore apps that enable predators to prey on children, share recent criminal cases, educate audience members about tools to keep children safe online, and highlight the consequences of cyberbullying.

Federal Advisory Committee on Juvenile Justice Issues 2013 Report

The Federal Advisory Committee on Juvenile Justice (FACJJ) has issued its 2013 Report. This report makes recommendations to the President, Congress, and OJJDP on four areas of major concern to the juvenile justice community:

  • Evidence-based youth justice practices.
  • Youth engagement.
  • Youth justice and schools.
  • Youth justice and disproportionate minority contact.

The report also addresses the need for reauthorization of the Juvenile Justice and Delinquency Prevention Act and affirms the important roles OJJDP can play-providing leadership on critical juvenile justice issues and supporting investments in funding to promote effective practices.

FACJJ is a consultative body established by the Juvenile Justice and Delinquency Prevention Act of 1974, as amended (Section 223), and is supported by OJJDP. To access the 2013 report and learn more about FACJJ, please go to the committee's Web site.

 

CFC Home Page Newly Enhanced

The Mental Health and Juvenile Justice Collaborative for Change is pleased to announce that it has refreshed the home page of its website. In addition to new features, the home page has been reorganized to enhance the usability of its original components. Changes to the site include:

  • A new video featuring Dr. Joseph Cocozza, Director of the Collaborative for Change, discussing changes in the juvenile justice system over the last decade
  • A live Twitter feed presenting the latest news related to youth, mental health, and juvenile justice
  • A list of newly added resources centrally located to provide immediate access to videos, reports, presentations, and other resources
  • A revamped calendar system announcing upcoming webinars, meetings, conferences, funding opportunities, and other news
