BHSL Regulatory Questions and Answers

This announcement has been posted to the DPW website along with a new section called "Regulatory Questions and Answers". Once a month, all general regulatory questions for each licensing chapter under BHSL will be posted with responses. There are already a few posted.
  
  

*IMPORTANT ANNOUNCEMENT*: Effective immediately, the Prevention, Intent, Circumstances, Action and Result (PICAR) method for determining if individual acts of abuse, neglect or restraint constitute regulatory violations, issued on January 4, 2013, is withdrawn. Alternatively, Bureau of Human Services Licensing (BHSL) staff will rely on the statutory definitions of these terms and related regulatory requirements contained in each chapter of licensing regulations to determine when regulatory violations have occurred. Please feel free to contact your BHSL regional director or the BHSL Provider Support Hotline, at 1-866-503-3926, with any questions (September 11, 2014).

PRC Reminder: Reaching Certified PREA Auditors

If your facility or agency is seeking a US Department of Justice (DOJ)-certified PREA auditor, you can click here to access the current DOJ list and send a message to any auditor via an online email contact form. If you are interested in forwarding a PREA audit request for proposal (RFP) to all certified auditors, PRC is happy to forward that document to the group. To distribute a solicitation through the PRC, please forward the solicitation or RFP to Sarah True at strue@nccdglobal.org; she will ensure that the request is forwarded to all DOJ-certified PREA auditors.

 

Prison Rape Elimination Act FAQ: Did you know?

PRC and our DOJ partners would like to highlight a particular FAQ that was recently added. FAQ 16 in the Audit and Compliance section, added September 23, 2014, contains important information about video monitoring requirements in the PREA standards. The FAQ explains whether or not auditors can require facilities to install video cameras as part of a corrective action plan. We encourage you to follow the link below and review the information in this FAQ.

Improving Outcomes for Court-Involved Youth with Co-occurring Disorders

Many juvenile drug court professionals are struggling with the challenge of addressing court-involved youth with co-occurring substance use and mental disorders. Please join the National Center for Mental Health and Juvenile Justice (NCMHJJ) for a webinar on October 24, 2014 from 2:00 - 3:30 P.M. (ET). Participants will have an opportunity to continue the conversation in follow-up Ask-the-Expert sessions.

The presence of co-occurring mental disorders among court-involved youth with substance use disorders creates unique challenges for juvenile drug treatment courts. Given the growing recognition that most youth who come in contact with the juvenile justice system experience co-occurring disorders, the NCMHJJ and the National Council of Juvenile and Family Court Judges recently released a series of three briefs:

This webinar will offer an overview of the three briefs and provide guidance on improving policies and programs. The presenters will offer one-on-one interaction in greater depth during the Ask-the-Expert sessions to be held in subsequent weeks.

Earn to Learn PACTT 2014 and Beyond Working to Improve Outcomes Through Data-Driven Decision Making

This webinar will provide a glimpse into the evolution of PACTT, from the program's background and history to the vision for the future.   Research for Action, our research partner, will shed some light on the role they play within PACTT and the data collection work that is currently being done.  Our new database will be discussed.  One of our affiliates will share their perspective on PACTT and the impact it has made in their program.

 

The Pennsylvania Academic & Career / Technical Training (PACTT) alliance was started in 2008 through the leadership of the Pennsylvania Council of Chief Juvenile Probation Officers as part of the MacArthur Models for Change juvenile justice reform initiative.  PACTT has officially transitioned over to the Pennsylvania Department of Public Welfare's Bureau of Juvenile Justice Services this year.  Under the leadership of PACTT's executive steering committee, we are working towards continuing the mission of PACTT.  

We will provide recent news on PACTT, such as our mini-grants and new initiatives that are in the beginning stages.  We hope you will participate in our PACTT webinar to learn about our past, present, and exciting future.
