DPW Updates

The passage of Act 111 of 2011 and Act 91 of 2012 brought Pennsylvania into compliance with the Sex Offender Registration and Notification Act (SORNA) provisions of the federal Adam Walsh Child Protection and Safety Act of 2006 (Public Law 109-248), which was enacted "to protect the public from sex offenders and offenders against children."  SORNA provides minimum standards for sex offender registration and notification in the United States, in an effort to strengthen the network of sex offender registration and notification programs in the 50 states, the District of Columbia, U.S. territories and federally recognized Indian tribes. 

  

Act 111 of 2011 and Act 91 revised the registration and community notification requirements for sexual offenders under Pennsylvania's Megan's Law.  Youth who are adjudicated delinquent in Pennsylvania for rape, involuntary deviate sexual intercourse, aggravated indecent assault, or the attempt, solicitation, or conspiracy to commit any of these offenses, committed when the youth was age 14 or older, fall within the definition of "juvenile offender" at 42 Pa.C.S § 9799.12 and are required to register, verify and update their information.  This may impact youth who are placed at Youth Development Centers (YDCs) and Youth Forestry Camps (YFCs) operated by the Department, at child residential facilities licensed by the Department under Title 55 Pa. Code Chapter 3800, and in foster family homes approved by Department-licensed county children and youth agencies under Title 55 Pa. Code Chapter 3130 and foster care agencies under Title 55 Pa. Code Chapter 3700.  This bulletin provides a basic explanation for programs and agencies that provide care for children, of the registration process for juvenile offenders.  Juvenile offenders who are subject to registration should consult their own counsel on their individual registration requirements.

New Bulletin OMHSAS-14-04: Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition (DSM 5)

The purpose of this bulletin is to provide information to mental health service providers and to business partners of the Office of Mental Health and Substance Abuse Services (OMHSAS) regarding the changes associated with the Diagnostic and Statistical Manual of Mental Disorders, fifth edition (DSM-5), released by the American Psychiatric Association (APA) in May 2013.

Purpose:

This announcement is to notify certified trainers that beginning Friday, October 10, 2014, at 5:00 pm, the online Student Course will be unavailable in order to complete updates to the online tests in the course. Therefore, beginning Friday, October 10, 2014, at 5:00 pm, the online Student Courses for Medication Administration will be unavailable in order to complete updates to the online examinations that students complete as part of the course.  Services will be restored by Tuesday, October 14, 2014 at 8:00 am.

Please note:  This interruption of service does not impact the online, Train the Trainer Course for trainer candidates or recertifying trainers.

On September 22, 2014, from 3 to 4:15 p.m. ET, OJJDP's State Training and Technical Assistance Center will present "Civil Citations in Juvenile Justice: An Alternative to Punitive Sanctions." This Webinar will explore civil citations as an alternative to arresting low-risk, first-time youth offenders. The Webinar will highlight the success of the Florida Department of Juvenile Justice Civil Citation initiative. Participants will learn how to overcome challenges in their jurisdictions when implementing a civil citation model to improve youth outcomes, increase public safety, and reduce costs.

On September 25, 2014, from 2 to 3:15 p.m. ET, the National Association of Counties will present "Using Juvenile Justice Receiving Centers to Improve Safety & Outcomes." This Webinar will provide an overview of the benefits of receiving centers for youth status and misdemeanor offenders. The Webinar will highlight examples of receiving centers in Calcasieu Parish, LA, and Tulsa County, OK.

Bulletins from OJJDP's Beyond Detention series are now available in EPUB and MOBI formats. This series details the findings of the Northwestern Juvenile Project, the first large-scale longitudinal study of drug, alcohol, and psychiatric disorders in a diverse sample of juvenile detainees. Series topics include the prevalence of suicidal thoughts and behaviors, posttraumatic stress disorder, and trauma among juvenile detainees; functional impairment after detention (at work, school, home, or in the community); psychiatric disorders in youth processed in juvenile or adult court; barriers to mental health services; violent death among delinquent youth; and the prevalence of psychiatric disorders in youth after detention.
