JDCAP Reorganization Update!

The members of (JDCAP) are inviting you to join us as we celebrate our renaissance transformation into an association now representing all juvenile justice serving programs.

 

Given the rapid changes in this environment and the increasing value seen in collaboration and information sharing, effective immediately, the JDCAP acronym shall be the logo of the rebranded organization renamed Juvenile Detention Centers and Alternative Programs.

 

Please join us on Wednesday August 27 at our CCAP Headquarters (directions attached) for an open house to learn more about our association directly from our members and stakeholders. Please notify Wayne Bear wbear@pacounties.org if you are planning to join us for this event.

 

Over the last few years, JDCAP through its members have extended support, training and resources to all juvenile justice system stakeholders. During this time, we have also experienced a rapid decline in utilization resulting in facility closures and facility repurposing. Currently most of our member facilities offer an array of services including detention alternative programs, shelter and residential services.

 

Interpreting the term "detention" to be inclusive of any custodial setting for pre and post adjudicated youth, our association has opened full membership to all juvenile justice service providers.

 

With this change in identity, we are formally reaching out to ALL JUVENILE JUSTICE SERVICE PROVIDERS inviting you to join us as we continue to pursue our Mission and Vision.

 

Mission Statement

The Juvenile Detention Centers and Alternative Programs is a professional organization dedicated to supporting its members by: promoting sound policies, advancing best practice standards, and maintaining a continuous learning environment within the juvenile justice system.
 
Vision Statement

To be leaders in the Juvenile Justice System through the pursuit of excellence.

 

JDCAP offers ongoing access to training by national leaders in the field, is developing a web-based case management software application that will be designed to meet state PREA data analysis requirements, holds quarterly business meetings with featured presenters from OCYF, BJJS, BHSL, the Juvenile Chiefs' Association, PCCD and JCJC as needed. In addition, our association holds an annual conference during which time we offer presentations on the most current findings, applications and approaches impacting our field. Members get a discount rate for conference registration.

 

During our Aug 27 open house, we will have a brief formal presentation at 1:00 PM with guest speakers from CCAP staff and members who will talk about the benefits of affiliation with our CCAP organization.

 

But we encourage you to invite potential members to come at any time during the day. Please let me know if you are able to join us soon as you can, as we will plan to have hors d'oeuvres available throughout the day.

JDCAP is once again hosting a PA Juvenile Justice Services Conference

 

This year's conference theme is Learning and Sustainability; Bridging the Gap Between Learning and Performance

 

The conference will be held at the Lancaster Marriott at Penn Square  September 24 - 26, 2014

PREA Resource Center Announcements

Auditor Certification Change

DOJ has amended the certification protocol for PREA auditors. The new protocol consists of certification as an adult facilities auditor, a juvenile facilities auditor, or certification for both types of facilities where experience warrants. With an adult facilities certification, an auditor is certified and able to audit adult prisons, jails, community confinement facilities, and lockups. With a juvenile facilities certification, an auditor is certified and able to audit all facilities whose primary use is for the confinement of juveniles pursuant to the juvenile justice system or criminal justice system. This change is retroactive and all current auditors' certifications will be modified on the PRC website to reflect this change. PRC will provide continuing education to existing and future auditors about auditing in different facility types: differences in the standards, challenges that arise in different settings, and any differences in the audit process in the various facility types covered by the standards.

 

DOJ has also recently certified a number of individuals as PREA auditors. These qualified individuals participated in a 40-hour training and passed the cumulative exam at the conclusion of the training. More names will be added as DOJ continues the certification process.

Audit Appeals Process

The US Department of Justice (DOJ) has finalized and released the process for facilities to appeal the results of their official Prison Rape Elimination Act (PREA) audits.

Final PREA Auditor Instrument Posted
PRC, via its cooperative agreement with BJA, has released the audit instrument for lockup facilities. Instrument drafts have been revised and edited based on a beta test of the instrument and feedback from the field and our partners.

 

The instrument includes a pre-audit questionnaire, the auditor compliance tool, instructions for the auditor facility tour, six interview protocols for staff and detainees, and a template for the auditor's final report. In addition, a process map and documentation checklist are available to assist agencies in preparing for an audit.

Edits to Interview Protocols
PRC, in conjunction with the Department of Justice (DOJ), has made edits to the interview protocols for random staff and for inmates, residents, and detainees in each of the audit instruments. Specifically, the recommended introductory language for auditors beginning these interviews has been edited.

New Curriculum Available
PRC has added a new curriculum to the Curricula page on the PRC website. The curriculum-developed by The Moss Group, Inc.-is titled, PREA Employee Training.

 

Note that curricula use, either in part or whole, does not guarantee that a facility "meets standards." Rather, auditors take curricula use into consideration as part of their overall determination of compliance.

New Resource: Third Party Reporting Fact Sheet
PRC, along with Just Detention International, has released a Third Party Reporting fact sheet. This informational resource describes the key differences between the inmate reporting requirements included in standards §115.51 and §115.53.

PRC Frequently Asked Questions Announcements
PRC has posted new interpretive guidance from the DOJ on the Frequently Asked Questions (FAQ) web page. The additions include FAQ 10 under General and FAQ 3 under Screening.

Technology Training Specialist

CCAP is seeking applicants for a new position that would serve as a trainer for criminal justice software as well as for technology related end user software including Microsoft Office and CRM. Responsibilities include onsite customer training in a group environment, conducting remote training sessions, creating and conducting training pre and post assessments and assistance with training materials development and testing. Undergraduate degree in technology or related field is required, with three years minimum training experience. Salary of $42,000 - $45,000 with benefits. CCAP is an EOE Employer. Webinar To Discuss Desktop Resource for Youth in Confinement Practitioners

On August 27, 2014, at 2 p.m. ET, the OJJDP-sponsored National Center for Youth in Custody will present "The Desktop Guide to Quality Practice for Working with Youth in Confinement Facilities." This 90-minute Webinar will discuss a resource guide for computers and mobile reading devices to help facility leadership and staff meet the needs of youth in custody. Presenters will explain the guide's content, how to navigate its Web site, and ways to use it as a training and education tool.

New Publications Available To Support Juvenile Reentry

The National Reentry Resource Center, a project of the Council of State Governments (CSG) Justice Center, has released two publications to help state and local governments reduce recidivism and improve outcomes for youth in juvenile justice settings. NIJ and OJJDP Release Latest Bulletin in Justice Research

The National Institute of Justice (NIJ) and the Office of Juvenile Justice and Delinquency Prevention (OJJDP) are pleased to announce the availability of the latest in their new, co-produced Justice Research series. The series reports on findings form join NIJ and OJJDP research on youth in the juvenile justice system.

 

"Changing Lives: Prevention and Intervention to Reduce Serious Offending" focuses on the highest quality evaluation studies and research reviews, grouped by program focus, to assess early childhood, juvenile, and early adulthood programs that have demonstrated impacts on offending in early adulthood or up to age 29.
