JDCAP Reorganization Update!
The members of (JDCAP) are inviting you to join us as we celebrate our renaissance transformation into an association now representing all juvenile justice serving programs.
Given the rapid changes in this environment and the increasing value seen in collaboration and information sharing, effective immediately, the JDCAP acronym shall be the logo of the rebranded organization renamed Juvenile Detention Centers and Alternative Programs.
Please join us on Wednesday August 27 at our CCAP Headquarters (directions attached) for an open house to learn more about our association directly from our members and stakeholders. Please notify Wayne Bear wbear@pacounties.org if you are planning to join us for this event.
Over the last few years, JDCAP through its members have extended support, training and resources to all juvenile justice system stakeholders. During this time, we have also experienced a rapid decline in utilization resulting in facility closures and facility repurposing. Currently most of our member facilities offer an array of services including detention alternative programs, shelter and residential services.
Interpreting the term "detention" to be inclusive of any custodial setting for pre and post adjudicated youth, our association has opened full membership to all juvenile justice service providers.
With this change in identity, we are formally reaching out to ALL JUVENILE JUSTICE SERVICE PROVIDERS to invite you to join us as we continue our Mission and Vision.

On July 10, 2014, Governor Tom Corbett signed House Bill 278, Printer's Number 3930, now known as Act 126 of 2014, which granted the Department of Public Welfare the legal authority to extend the current contract review process to determine federal and state participation of out-of-home placement provider's costs for Fiscal Year (FY) 2014/15.
The Office of Children, Youth and Families (OCYF) is committed to streamlining the current process for FY 2014/15 as we look toward future discussion on the recommendations put forth by the Rate Methodology Task Force. With that in mind, in FY 2014/15 OCYF will be:
- Extending the existing approval of the calculation of federal and state participation of costs for public and private providers who received a two year approval for State Fiscal Year (SFY) 2012/13 and SFY 2013/14.
- Extending the approval of the calculation of federal and state participation of costs for many of the providers who were granted a one year approval for SFY 2013/14.
- Requesting that the following providers submit documentation to support federal and state participation of their costs:
- Providers who do not have SFY 2013/14 approved documentation for out-of-home placement services;
- Providers initiating new services that have not been reviewed;
- Providers with changes to an existing program that will create a serious change in the approved federal and state participation of costs (i.e. change in certificates, bed counts, etc.);
- Providers experiencing a significant financial change which impacts the agency's expenses; and
- Providers with technical assistance needs and those whose budget documentation did not support the activities/costs of the agency in FY 2013/14.
- Streamlining the existing process to expedite the reviews of the provider's submission by eliminating the upfront county review of allowable costs. Provider submissions will be submitted to OCYF for review and the resulting maximum participation amounts shared with both the County Children and Youth Agencies (CCYAs) and providers. The CCYA will continue to negotiate contracted rates with the provider and complete their own reasonableness review.
- Collaborate with members of the provider community, on a volunteer basis, to pilot a standardized time study process to determine the portion of time spent on allowable activities. A standardized time study process supports the direction received from the Administration of Children and Families (ACF).
- Participating in the reimbursement of county-negotiated rates for services up to the state maximum allowable reimbursement amount regardless of whether another county had negotiated a lower rate for the same services (per the existing waiver of Title 55 PA Code §3170.84(a)(2)).
Providers who are eligible for an extension of their current approvals may choose to resubmit their budget packet to reflect current costs in order to obtain a more accurate federal and state participation calculation. OCYF has requested that those providers notify us of their intent to resubmit prior to August 8, 2014. Once the information has been collected, OCYF will provide a listing of all providers and their review status for FY 2014/15. This information will be shared with counties as soon as it is available. CCYAs are encouraged to speak directly with their providers in the meantime.
As stated above, provider budget submissions will be sent directly to OCYF for review. The participation amounts will be posted to Docushare upon completion of the review. CCYAs should continue to complete their own reasonableness review and engage in negotiations with the provider.

SAMHSA ADS Center Webinar: Diverse Promising Practices for Engaging Youth Before and During Times of Emotional Distress: Youth, Family, and School Perspectives
Wednesday August 6, 3:00 - 4:30
How do we create safe and supportive communities that engage youth? How can parents build relationships with their children in which their children perceive their guidance as respectful and contributing to their intellectual and emotional growth? How can a school district build strong relationships with families and students that teach resiliency and culture while improving students' health, well-being, and academic performance?
These questions and others will be explored as we hear diverse perspectives on creating communities where youth feel safe and accepted. Presenters will share their successes in creating opportunities for youth to learn how to maintain their wellness; take good care of themselves; make good decisions; and feel connected to their family, peers, and larger community.

Webinar To Address Health Equity in Violence Prevention
On July 31, 2014, from 2 to 3:30 p.m. ET, the Prevention Institute, in collaboration with OJJDP, Futures Without Violence, and the Native Streams Institute, will present the Webinar "All Communities Are Not Created Equal: How a Health Equity Approach Enhances Violence Prevention Efforts." This Webinar will explore how violence prevention strategies can better address disproportionate health outcomes based on race, class, sexual orientation, and ability. The Webinar is based on the Centers for Disease Control and Prevention report "A Practitioner's Guide for Advancing Health Equity: Community Strategies for Preventing Chronic Disease."
Webinar To Explore Leveraging Social Security Title IV-E To Support Juvenile Justice Programs
On August 21, 2014, at 3 p.m. ET, the Coalition for Juvenile Justice will present "Using Title IV-E for Juvenile Justice: The Multnomah County Experience." This Webinar will focus on how jurisdictions can leverage Title IV-E of the Social Security Act to support home- and community-based programs and services in their juvenile justice system. Participants will learn what programs and services are eligible for Title IV-E reimbursement, explore ways that stakeholders can support implementation of Title IV-E programs in their communities, and gain insights from Title IV-E implementation in Multnomah County, OR.
