My Brother's Keeper Initiative

The President launched the My Brother's Keeper Initiative on February 27th, 2014 which established an Executive Taskforce that was commissioned to send him an assessment of programs and policies that work to help young men of color.

 

Recently, the My Brother's Keeper Task Force released its 90-day report. This report includes key indicators that will provide a comprehensive view of the environments and outcomes for boys and young men of color and their peers. It also contains recommendations on steps our society can take to begin to expand opportunity for all in areas including:

 Entering school ready to learn;

  • Reading at grade level by third grade;
  • Graduating from high school ready for college and career;
  • Completing post-secondary education or training;
  • Successfully entering the workforce;
  • Reducing violence and providing a second chance.

Department of Public Welfare Releases 2013 Child Abuse Report:  Link to 2013 Child Abuse Report

Harrisburg - The Pennsylvania Department of Public Welfare released its 2013 Annual Child Abuse Report today, which shows more reports of suspected child abuse in 2013 than any other year on record, but a decrease in substantiated reports from 2012.

 

Over the past year Governor Corbett has worked with the legislature to enact new laws and amend others that will help ensure that the children of Pennsylvania are better protected in their homes and communities. The new laws expanded the definition of child abuse and perpetrator and streamlined and clarified the mandatory child abuse reporting processes.

 

"We believe the increased awareness on the issue and information available on where to go to report suspected abuse has successfully empowered people to speak up," Department of Public Welfare Secretary Beverly Mackereth said. "Protecting children requires a partnership between the child welfare community, its partners and citizens to ensure child abuse and neglect are identified, reported and ultimately prevented."

 

The annual report provides statistical data on child abuse cases in Pennsylvania and on continued efforts to better protect children from abuse and neglect.

 

"One case of child abuse and neglect will forever be one case too many. The effects of child abuse and neglect can last a lifetime," Mackereth said. "Today, more Pennsylvanians are aware of the warning signs and are taking active steps for prevention. This report provides a picture of the challenges we face in Pennsylvania to eradicate child abuse and neglect.

 

"We have listened to the Pennsylvania Task Force on Child Protection and acted on their recommendations to improve our state laws and procedures to better prevent, detect and respond to child abuse and neglect."

 

The report showed that in 2013, ChildLine, Pennsylvania's child abuse hotline, registered 26,944 reports of suspected abuse or neglect, an increase of 280 reports from the previous year. Pennsylvania substantiated 13 percent, or 3,425 reports of child abuse in 2013.

 

There were 38 substantiated child abuse related child fatalities in 2013, five more than the previous year. Every child fatality is closely examined by a child fatality review team to determine what, if any, risk factors may have contributed to the child's death with an eye toward preventing future child fatalities.

"Successfully protecting all of Pennsylvania's children requires a total team effort.

 

Pennsylvania's child welfare community, its partners, and all its citizens must work together in order to protect our children from abuse and neglect," Mackereth said.

Membership Updates

JDCAP held our quarterly Board/Membership meeting on June 19.Member representatives from Allegheny, Erie, Westmoreland, Centre, Geo, Lancaster, Tioga, Bucks, Chester, Philadelphia, Montgomery and Delaware were present as well as guests/presenters and our affiliate (Bradley Center).

 

During the meeting, Adrienne Hodson (CCAP legislative staff) provided an update on the budget process and legislative efforts underway, JDCAP staff talked about efforts to address the youthful offender population as defined by PREA. Lois Huling (BJJS) provided on update on the PACTT initiative and an update on their PREA compliance efforts. Maureen Raquet provided an update from PCCD's Juvenile Justice and Delinquency Prevention Committee.

 

A new Detention Workgroup is being established under the auspices of the System Enhancement Subcommittee (JJSES) to discuss issues relating to the decreasing numbers of secure detention centers / beds in PA. Maureen Raquet has agreed to chair the workgroup, and Drew Fredericks, Ted Rice and Wayne Bear have been asked to participate.

 

The members of JDCAP then engaged in a very thorough discussion relating to sustainability. The voting members unanimously agreed to re-write the Bylaws to define membership as follows:

Full Membership - Eligible members include secure detention programs, juvenile justice programs as well as alternative programs designed to provide balance and restorative justice.

 

Subsequently, the Board voted to revise the dues structure to make membership more inviting for interested organizations.

 

And yet to come, the Board will be undergoing a renaming/re-branding process in July with the goal to hold a grand opening of our new association brand in August.

 

An overview of staff activities was provided which included updates on ; CCAP's efforts to provide the PACTT alliance with access to a web-based data management system, adding a new JDCAP award category for volunteers, the PREA audit MOU, the (Senate Resolution 304) Juvenile Justice Act Advisory Committee, proposed National Partnership position statements (NPJS), and the recently released DPW bulletin on Search and Seizure.

 

JDCAP training efforts include avenues to access funding to support a mini-conference on the use of the Carey BITS. Additionally, JDCAP is planning to facilitate Training for Trainers during the next twelve months. This training will be available for facility trainers and managers who need to assure staff development efforts are sustained.

 

This year's Juvenile Justice Conference hosted by JDCAP will focus on staff development to enhance youth development. Please watch www.jdcap.org for updates.

 

And finally, JDCAP recognized Lancaster County Youth Interventions and Central Counties Youth Center for winning CCAP County Criminal Justice Committee Best Practices Awards. For information on each of the award winners please visit the CCAP webpage.

Cross Action Network Meeting

In May, Wayne Bear attended the MFC Cross Action Network Action Meeting on behalf of JDCAP. This meeting, supported by the John D. and Catherine T. MacArthur Foundation, brought together representatives from the Mental Health/Juvenile Justice Action Network, the Disproportionate Minority Contact Action Network, and the Juvenile Indigent Defense Action Network

 

The presentation by Dr. Laurence Steinberg of the Department of Psychology at Temple University, on Should the Science of Adolescent Brain Development Affect Juvenile Justice Policy and Practice?, was of particular interest given PA's efforts to use evidence to respond to the criminogenic needs of young offenders.

 

National Center for Youth in Custody Webinar To Discuss Positive Youth Development

On June 25, 2014, at 2 p.m. ET, the OJJDP-sponsored National Center for Youth in Custody will present "Positive Youth Development," the next Webinar in the series "What Works? A Practitioner's Response to Theory and Evidence." During the 90-minute Webinar, presenters will discuss a framework, based on principles of Positive Youth Development (PYD), with which to design effective interventions for justice-involved youth that capitalize on their strengths and meet their developmental needs. Examples of successful implementation of PYD principles in facility programs also will be discussed.

OVC Releases Online Guide on Responding to Transgender Victims of Sexual Assault

In recognition of Lesbian, Gay, Bisexual, and Transgender Pride Month, the Office for Victims of Crime (OVC) has released "Responding to Transgender Victims of Sexual Assault." This online guide offers victim service providers, first responders, and health care providers tools to promote understanding and support and respond to transgender victims of sexual assault.

New NCCD Research on the State of Risk and Needs Assessments

The National Council on Crime and Delinquency completed a national, multi-site study of juvenile justice risk assessments, funded by the Office of Juvenile Justice and Delinquency Prevention. This study addresses concerns raised by juvenile justice practitioners and researchers about some of the actuarial risk assessments used to classify juvenile offenders by their likelihood of future delinquency. The study compares the predictive validity, reliability, equity, and cost of eight assessments currently in use in the field.

 

NCCD also released a report titled Beyond Risk and Needs Assessments. This report continues the discussion of the evolution of risk and needs assessments, including a detailed description of the approach NCCD has used to create valid and useful risk, needs, and supervision assessment systems that can effectively classify individuals who enter the juvenile or criminal justice systems.

New Tool for the Identification of Victims of Human Trafficking

Developed over the last seven years by the Vera Institute of Justice in collaboration with 11 victim service organizations in California, Colorado, New York, Texas and Washington, this NIJ-funded tool has been validated with a diverse sample of potential victims of trafficking and found reliable in predicting labor and sex trafficking.

 

The researchers have created a long and short version of the tool for victim service providers and other professionals to use in identifying victims of human trafficking. Vera has also developed a guide to provide users with recommendations on how to build trust with potential victims, maintain confidentiality, and use the tool correctly.

BJS Releases 2013 School Crime and Safety Report

The Bureau of Justice Statistics, in collaboration with the National Center for Education Statistics, has released "Indicators of School Crime and Safety: 2013." This annual report provides the most recent data on school crime and student safety. The indicators in this report are based on a variety data sources, including national surveys of students, teachers, principals, and postsecondary institutions. Topics covered include victimization at school, teacher injury, bullying and cyberbullying, school conditions, fights, weapons, availability and student use of drugs and alcohol, and student perceptions of personal safety at school.
