Membership Updates

JDCAP held our quarterly meeting on April 2 at the CCAP Office with 9 of the remaining detention centers present, two affiliate members and several professional members.

 

Following a brief welcoming reception, we entered into a very involved business agenda. First and foremost, JDCAP elected Rich Gordon (Westmoreland County) as our Vice President and Sandi Bellis (Tioga County) as Treasurer. Following elections, Brinda Carroll Penyak (CCAP Deputy Director) provided an update on legislative activities and the mechanisms for engaging CCAP support by providing input into the CCAP Platform and through legislator education.

 

Stakeholder reports were provided by the following; Ethan Davis (BJJS) - provided updates on their system enhancement processes, PREA preparations, and data systems improvements.

 

Dave Mueller (Chief JPO Liaison) provided an update and materials on JJSES processes and collaborations with stakeholders.

 

Laura Cipriane (BHSL) and Ellen Whitesell (OCYF) provided information and led discussions on the recent Search and Seizure Bulletin. Follow up discussions on facility protocol are likely to occur.

 

Cindi Horshaw (OCYF) provided an update on changes to the Child Protective Services Law.

 

After these presentations, Wayne Bear provided an update on JDCAP activities to include the following; Unified Case Management Update , PREA Audit Contracting, PREA Training, Succession Planning, CCAP Best Practices Awards criteria, 3170 DPW Waiver approval notification, and the Juvenile Act Study.

 

Additionally, some discussion occurred about New Member initiatives.

 

Wayne also provided an update on JDCAP Training Committee activities and specifically talked about collaborations with JCJC on the MHJJ training, BJJS on the PREA Training.

An overview of best practices was provided with a focus on implementing the Carey BITS in juvenile detention and alternative programs. JDCAP will explore avenues for offering Training for Trainers on these interventions.  

                                             

Lastly, the committee was provided a brief overview of the JDCAP Standards which are ready for publication. After facility administrators provide a sign-off on the document, it will be published and circulated for members and stakeholders.

In this webinar, PREA Resource Center Co-Director Michela Bowman will describe the audit cycle, instruments, and key phases of a PREA audit. Steve Jett of the Southwest Idaho Juvenile Detention Center - the first juvenile facility in the United States to be certified as compliant with the PREA standards - will then discuss how he prepared his facility for the audit, hired an auditor, what happened during the actual audit, and what steps he took during the corrective action period. Director Jett will share the lessons he learned along the way and recommendations for other practitioners embarking on a PREA audit.

PRC Frequently Asked Questions Announcements

PRC has posted new interpretive guidance from the US Department of Justice (DOJ) on the Frequently Asked Questions (FAQ) web page. The additions include FAQs 1 - 2 under Audit and Compliance, FAQ 1 under Applicability of the Standards to Individual Settings, and FAQ 1 under Cross-Gender Supervision.

Webinar To Discuss New Suicide Prevention Resources for Juvenile Justice Professionals

On April 17, 2014, at 1:30 p.m. E.T., the National Action Alliance for Suicide Prevention will present "Preventing Suicide Among Justice-Involved Youth: Newly Developed Tools, Recommendations, and Research," designed for juvenile justice and mental health professionals serving this vulnerable population. The 1-hour Webinar will focus on new suicide prevention resources that the Alliance's Youth in Contact with the Juvenile Justice System Task Force developed and discuss suicide research findings and recommendations. The resources contribute to the National Strategy for Suicide Prevention, which guides efforts to prevent suicide nationwide. Register for this free Webinar.
