Certified PREA Auditors

The US Department of Justice (DOJ) has recently certified a number of individuals as Prison Rape Elimination Act (PREA) auditors. These qualified individuals participated in a 40-hour training and passed the cumulative exam at the conclusion of the training. More names will be added as DOJ continues the certification process.

Reducing the Risk of Suicide with Vulnerable Populations

The Office of Juvenile Justice and Delinquency Prevention's (OJJDP) National Center for Youth in Custody (NCYC) will present "Reducing the Risk of Suicide with Vulnerable Populations," the second Webinar in the series "Improving Conditions of Confinement for Vulnerable Populations."

SPEP Question and Answer Session

The Evidenced-Based Prevention and Intervention Support Center (EPISCenter) is presenting a webinar on February 21, 2014 from 11:00 a.m. - 12:00 p.m., providing a brief overview of the Standardized Program Evaluation Protocol (SPEP), which will then become an open forum about SPEP in PA.

 

Dr. Gabrielle Chapman from the Peabody Research Institute at Vanderbilt University and Jeff Gregro, Deputy Chief Probation Officer in Berks County will available to answer questions. Dr. Chapman works closely with Dr. Mark Lipsey to implement SPEP in pilot sites across the U.S., and Jeff Gregro was the first person to complete a SPEP in PA, as Berks County served as the first pilot county. Jeff is also Co-Chair of the Advisory Group that oversees the SPEP roll-out in PA.

 

Attendees are able and encouraged to submit questions in advance and will have plenty of opportunity to ask questions during this webinar. To register, please click here.

ACA Resources on Justice and Health Connect

The Affordable Care Act (ACA) has the potential to impact the health of low income communities that have historically lacked access to health insurance, including those involved in the criminal justice system. The ACA also provides new opportunities to divert people who are struggling with addiction or mental health problems from incarceration to  treatment, but this requires access to timely information to identify those who qualify for alternatives to incarceration programs and design effective treatment plans.

 

"Justice and Heath Connect" is a national resource designed to help justice and health agencies work together to identify new opportunities under the ACA to divert individuals struggling with addiction or mental health issues to treatment.

 

The JH Connect website includes a series of resources on the implications of the ACA for justice

and health initiatives.

PREA Resources

In hopes to better inform juvenile justice service providers about PREA and its implications, Mike Both (Bureau of Juvenile Justice Services, BJJS) is going to compile a list of FAQ's.  If there is anything that you would like to receive further clarification as it relates to implementing PREA in your facility, you may contact Mike directly (see below) or send inquiries to Wayne Bear.  It is our shared goal to offer as much information and assistance as possible to help prepare people in the Juvenile Justice field to become compliant with PREA.

DOJ Letter to Governors

DOJ's Office of Justice Programs has issued a letter to all governors outlining the process for certifying compliance with PREA standards as required by law. The letter explains that the law provides governors with the option of certifying the state's full compliance with the standards, submitting an assurance that no less than 5% of certain federal grant funds will be set aside to pay for the state's compliance with PREA standards, or 5% of certain federal grant funding will be forfeit. The deadline to submit the governor's PREA certification of full compliance or the governor's PREA assurance is May 15, 2014. The forms are attached to the letter.

PREA Compliance News

The Canyon County, Idaho, Board of County Commissioners has announced that the Southwest Idaho Juvenile Detention Center has achieved full compliance with the PREA standards, making it the first PREA-compliant confinement facility in the United States.

The next JDCAP Training Committee meeting is scheduled for Thursday March 13. The meeting reception will start at 9:00 AM and the agenda will run from 10A-3P at the Lancaster County Youth Intervention Center.

 

The next and hopefully last JDCAP Standards committee meeting is scheduled for this Thursday Feb 20 at the Abraxas Academy in Morgantown PA. The meeting will start at 9 AM. If you are planning to attend, please contact Wayne at your earliest convenience. The meeting will go all day. In the AM we will finalize Administrative Standards and in the afternoon we will do a final review of the document in its entirety.

Webinar To Discuss Reducing the Risk of Suicide With Vulnerable Populations

On February 26, 2014, from 2 to 3:30 p.m. ET, OJJDP's National Center for Youth in Custody (NCYC) will present "Reducing the Risk of Suicide With Vulnerable Populations," the second Webinar in the series "Improving Conditions of Confinement for Vulnerable Populations." Suicide is the second leading cause of death among youth ages 10-18 and the leading cause of death for youth in confinement. Risk factors for suicidal thinking and behavior-much more common for youth in the juvenile justice system-include psychiatric and substance abuse disorders, physical abuse, neglect, and trauma. This Webinar will focus on methods for identifying risk for suicide among youth in custody and effective prevention and intervention strategies for responding to suicidal behaviors.
