In hopes to better inform juvenile justice service providers about PREA and its implications, Mike Both (Bureau of Juvenile Justice Services, BJJS) is going to compile a list of FAQ's.  If there is anything that you would like to receive further clarification as it relates to implementing PREA in your facility, you may contact Mike directly (see below) or send inquiries to Wayne Bear.  It is our shared goal to offer as much information and assistance as possible to help prepare people in the Juvenile Justice field to become compliant with PREA.

The following is a summary of the latest news, resources, upcoming events, and webinars offered by the National PREA Resource Center (PRC), which is operated by the National Council on Crime and Delinquency through a cooperative agreement with the Bureau of Justice Assistance.

 

Reminder- Competitive Solicitation from BJA

BJA, as part of the US Department of Justice (DOJ) Office of Justice Programs, has released a fiscal year 2014 competitive grant announcement. Titled PREA Program: Demonstration Projects to Establish "Zero Tolerance" Cultures for Sexual Assault in Correctional Facilities, the solicitation is open to states, units of local government, and federally recognized American Indian tribes. The stated goals are to assist facilities in implementing prevention, identification, and response mechanisms that will reduce the incidence of sexual abuse in confinement facilities. Applications are due March 6, 2014. 

 

Though PRC is announcing and publicizing this solicitation, BJA is administering it and will field all questions. See the solicitation announcement here for contact information.

 

New Resource: Sexual Assault Response Team Took Kit

PRC's partner Just Detention International, under a grant from the Office on Violence Against Women, has released a guide aimed to help rape crisis advocates and other victim services providers to support survivors of sexual abuse in detention. You can find this resource here.

 

Note: The PREA: What You Need to Know inmate education video, facilitator's guide, and transcript related to the January 23, 2014, webinar is undergoing final revisions. We will let you know as soon as it is available.

The next JDCAP Training Committee meeting is scheduled for Thursday March 13. The meeting reception will start at 9:00 AM and the agenda will run from 10A-3P at the Lancaster County Youth Intervention Center.

 

Employment Opportunities

The PA System of Care Partnership is currently seeking  applicants for Youth Involvement Specialists  (YIS) for our state wide expansion and implementation of System of Care. The YIS position is a part time position with varied hours involving work taking place on days, evenings and/or weekends. We need young adults to plan, design, organize, implement, coordinate and supervise activities and promote the overall System of Care program goals and objectives.  Project areas include: Work assignments will be project- based focusing on: meaningful engagement/leadership; social marketing; policy development ; funding, and structure /capacity.

 

Project Overview:  Pennsylvania has been awarded  funding  (called the PA System of Care Partnership)  to develop Systems of Care to serve youth ages 8-18 who have complex behavioral  health needs, multi-system involvement and their families.  The four year multi-million dollar System of Care Expansion Implementation Cooperative Agreement will enable Pennsylvania to build on the Cooperative Agreement granted in 2009, and implement the strategic plan developed through the Expansion Planning Grant (2011) to establish systems of care in all 67 counties in the Commonwealth. The PA System of Care Partnership is building on and enhancing efforts that have been underway for many years in Pennsylvania to integrate and more effectively provide services to youth and their families. The Pennsylvania System of Care Partnership will transform the current categorical and fragmented service delivery approach into a comprehensive community-oriented delivery system. In addition, the System of Care will create the infrastructures needed to support youth and families.   State, regional and local opportunities will be created with diverse financial support to ensure that youth and families are able to participate on all levels as equal partners.

Report Explores Responses for Justice-Involved Youth with Mental Health Needs

The Mental Health and Juvenile Justice Collaborative for Change has released "Better Solutions for Youth with Mental Health Needs in the Juvenile Justice System." This report focuses on effective responses to youth with mental health needs in the juvenile justice system. Based on research, as many as 70 percent of justice-involved youth have a diagnosable mental health disorder. The report highlights the scope of the problem, identifies scientific breakthroughs, and encourages community-based treatment interventions that provide more appropriate, effective responses to youth with mental health needs.

 

The Collaborative for Change is a project of the National Center for Mental Health and Juvenile Justice and is supported by the John D. and Catherine T. MacArthur Foundation as part of its Models for Change Resource Center Partnership.
