JDCAP Members is actively seeking out new members for 2014.

The Juvenile Detention Centers Association of Pennsylvania (JDCAP) is a professional organization dedicated to supporting its members by: promoting sound policies, advancing best practice standards, and maintaining a continuous learning environment within the juvenile justice system.

Vision Statement

To be leaders in the Juvenile Justice System through the pursuit of excellence.

As an affiliate of the County Commissioners Association of Pennsylvania (CCAP) our members value of the mutual support shared between CCAP and each of our sister Human Service affiliates, the Pennsylvania Children and Youth Administrators (PCYA), the Pennsylvania Association of County Administrators of Mental Health and Developmental Services (PACA MH/DS), the Pennsylvania Association of County Human Services Administrators (PACHSA), the Pennsylvania Association of County Drug and Alcohol Administrators (PACDAA), and The Pennsylvania Association of County Affiliated Homes (PACAH). This relationship allows for a unified and powerful voice when an issue relating to public policy or legislation arises.

Attached your will find two membership brochures. One is for Full Membership, the other is for Professional and Affiliate Membership. These brochures provide an overview of the member benefits. However, some of the highlighted benefits are also described below;

Any JDCAP member may attend our Quarterly Membership Board meetings. During these meetings we routinely hear from our stakeholder friends from the Chiefs' Association, PCCD, JCJC, OCYF, BJJS, and CCAP who provide updates on any pending issues. Additionally, these meetings provide an opportunity for these stakeholders to hear from our membership. However many members report that one of the most valuable benefits to meeting attendance is found through the exchange of information and best practices that occurs naturally and informally between members and guests.

JDCAP also holds five Training Committee meetings each year. During these meetings, members discuss training issues and use the expertise of members and guests to identify opportunities for improvement in both content and delivery.

JDCAP also hosts an annual conference that offers training on the most current hot topics impacting juvenile justice service delivery. All members receive discounted registration.

JDCAP also manages a website that offers public access to a variety of resources. Members receive access to the secure portion of our website. In the secure section, we provide access to agency policies, training materials, and other easily accessed resource information that is more specific to facility operations.

There are three levels of membership within our association structure;

Professional Members are individuals who support our Mission and Vision. Professional Membership in JDCAP allows you to attend meetings, receive conference and training discounts, share updates and/or promote your services in our weekly e-newsletter.

Affiliate Members are organizations or agencies who support our Mission and Vision. Affiliate members in JDCAP receive the same benefits listed above, but can also extend these benefits to three members of your organization. Additionally, as an affiliate member, your organization can sponsor 4 editions of our weekly e-newsletter. This sponsorship is included in your annual member dues payment. The sponsorship allows you to insert your logo and a brief organizational overview in the header of the newsletter. The logo will link to your agency website.

Full Membership is for juvenile detention centers and programs that offer alternative to detention services. Full membership dues are calculated using your licensed capacity as the basis to determine your fee. Full membership allows your agency/facility administrator to have voting privileges in all matters pertaining to the membership. Each year the members vote on our strategic priorities, our elected executive board leadership, and our fiscal plan. Additionally, full members receive conference and training discounts for all employees supporting the operations of your licensed program.

DASH-13: Desistence for Adolescents who Sexually Harm (2013)

"The DASH-13 (Desistence for Adolescents who Sexually Harm; Worling 2013) is a checklist of 13 factors that may be related to the desistence of adolescent sexual offending. Seven of the factors are related specifically to future sexual health (prosocial sexual arousal, prosocial sexual attitudes, hope for a healthy sexual future, successful completion of sexual offense-specific treatment, awareness of consequences of sexual reoffending, environmental controls that match risk to reoffend sexually), whereas the remaining six items pertain to more general, prosocial functioning, and they are based on the limited available research described above (compassion for others, positive problem-solving skills, positive affect-regulation skills, close relationship with supportive adult, emotional intimacy with peers, and prosocial peer activity) ... [it] is presently intended to function as a structured checklist to describe possible protective factors for adolescents who have offended sexually" (p. 2-3). Authored by Worling, J R.ames.
