Information Sharing and Updates

PREA Resources

The following is a summary of resources, upcoming events, and webinars offered by the National PREA Resource Center (PRC), operated by the National Council on Crime and Delinquency through a cooperative agreement with the Bureau of Justice Assistance.

 

Federal Government Shutdown and PRC Operations

The PRC will continue to operate during the federal government shutdown. However, anything that might require approval from the Office of Justice Programs will be on hold until the government reopens. While the PRC website will continue to function, content will not be updated until the shutdown concludes. The PRC is also prevented from releasing any new publications. We thank you for your patience.

 

Youthful Inmate Implementation 

The PRC has released web content on implementation of the youthful inmate standard. The content was developed by The Vera Institute of Justice, a PRC partner, as part of the PREA in Action series to supplement two youthful inmate webinars (now archived on the PRC website). The content describes implementation approaches utilized by three jurisdictions ranging from physical plant modifications to changes in criminal justice policy/law. New FAQ on Audits 

The PRC has posted one new FAQ to its website, question #1 in the Audit and Compliance section dated October 4, 2013. This addition addresses a governor's ability to issue an assurance to use no less than 5% of DOJ grants for prison purposes to adopt and come into compliance with the PREA Standards regardless of whether an audit was completed. Reminder: Competitive Solicitations

The deadline for all submissions to the open PRC competitive solicitations is not impacted by the federal government shutdown and remains Tuesday, October 15, 2013, at midnight PDT.
 

The first solicitation is to support PREA implementation as part of the PRC's core service provision through direct training and technical assistance (TTA) to corrections and detention agencies, law enforcement professionals, and stakeholder organizations. The PRC will issue up to three sub-awards, with a minimum award of $400,000; the total available is $1,500,000. Click here to read the TTA solicitation. Click here to watch the archived webinar.
 

The second solicitation is focused on special projects and innovative services to support implementation of the PREA standards. Become a Certified PREA Auditor

DOJ and BJA are seeking applications from qualified individuals who are interested in becoming certified as Prison Rape Elimination Act (PREA) auditors. DOJ will train and certify selected individuals to conduct PREA audits using the PREA audit instrument. PREA Auditor Qualifications and Application

 

FACILITATORS GUIDE NOW AVAILABLE: END SILENCE: Youth Speaking Up about Sexual Abuse in Custody

The Project developed a series of graphic novel series for youth in custodial settings entitled  THE END SILENCE: Youth Speaking Up about Sexual Abuse in Custody.  While those books (5 in total) were completed in 2012, the facilitators guide for the books has been a work in progress. However, it is now complete in both a PDF version as well as a webinar recorded version and  is online for all of you to use.

The next JDCAP Standards Committee is Wednesday October 9at 10:00 a.m. at the Abraxas Academy in Morgantown PA. During this upcoming meeting, we will review the Therapeutic Services standards.

 

The next JDCAP Training Committee meeting is scheduled for Wednesday November 13, 10 a.m - 2 p.m. at the Philadelphia Juvenile Justices Services Center. The training committee will be sent a proposed agenda in advance of this meeting.

New Resources for Creating Trauma-Informed
Juvenile Justice Systems   

A series of briefs addressing key elements of a trauma-informed juvenile justice system is now available online from the National Child Traumatic Stress Network (NCTSN). Funded by the Center for Mental Health Services within the Substance Abuse and Mental Health Services Administration, NCTSN seeks to raise the standard of care and improve access to services for traumatized children, their families, and communities throughout the United States.
