JDCAP is hosting our annual Juvenile Justice Conference Sept 24-27 at the Penn Stater, State College PA with special sessions available for 3800 licensed facilities providing services for juvenile justice referrals.

In response to the Bureau of Human Service Licensing recent announcement regarding the implementation of PREA Standards for Juvenile Justice Facilities, JDCAP is shifting the focus of our annual conference to offer an agenda focused on PREA implementation in PA. JDCAP is working with the Bureau of Juvenile Justice Services, the PREA Resource Center and DPW to offer sessions designed to address PA specific issues for PREA implementation.

PREA Resources

Audit Information 

Just a reminder that the PRC website has an Audit section, which includes information about the audit instrument, audit process, auditor qualifications, list of certified auditors, and auditor trainings. This section will continue to be updated as new information is made available. 

PREA Resources - Which to Use? 

The PRC and collaborating partners produce trainings, curricula, and tools that seek to support agency compliance. However, the Prison Rape Elimination Act (PREA) standards do not require usage of any specific vendor or curriculum, including those produced by the PRC. Agencies evaluating training products should complete an independent evaluation of whether the training product will meet training requirements as specified by PREA standards.

LGBTI Policy Guide

The Project on Addressing Prison Rape, in collaboration with the National Institute of Corrections, has released the Policy Review and Development Guide: Lesbian, Gay, Bisexual, Transgender, and Intersex Persons in Custodial Settings.This policy guide aims to assist correctional administrators, medical and mental health staff, training coordinators, line staff, and policymakers as they craft policies to address the treatment of lesbian, gay, bisexual, transgender, and intersex (LGBTI) individuals in custodial settings. In addition, it may assist agencies that are paying greater attention to the needs of LGBTI individuals as they work to implement PREA standards, which require correctional agencies to safely screen, classify, and house LGBTI individuals.

The next JDCAP Training Committee meeting is scheduled for Wednesday November 13, 10A-2P at the Philadelphia Juvenile Justices Services Center. The training committee will be sent a proposed agenda in advance of this meeting.

 

The next JDCAP Standards Committee is Wednesday Sept 11 at 10:00 AM at the Abraxas Academy in Morgantown PA. During this upcoming meeting, we will review the Food Service standards.

 

Employment Opportunities

Harrisburg based statewide association (www.pacounties.org) has an opening for a Developer I position and is looking for a .NET developer. This position requires an individual to have a good mix of technical skills with team leadership abilities. The ability to work independently and in a team environment with minimal supervision while mentoring junior staff is essential.

 

Applicants should be proficient in developing applications and integration with Visual Studio and C# .NET. A minimum BA or BS in computer science or related field is required, with three years minimum work experience. Preferred experience includes, but is not limited to SharePoint, Microsoft Dynamics CRM, Fetch XML, OData, Team Foundation Server, SQL Server and SQL. Candidate should have a full understanding of the deliverables throughout the SDLC and be able to conduct/demonstrate technical reviews, testing, and quality assurance best practices.

MacArthur Foundation To Fund Juvenile Justice Resource Center Partnership

The John D. and Catherine T. MacArthur Foundation has announced their commitment of an additional $15 million to juvenile justice reform, part of which will establish the Models for Change Resource Center Partnership. The Partnership will fund four resource centers that will provide technical assistance, training, and resources to juvenile justice practitioners, policymakers, mental health and social service agencies, and advocates working to advance juvenile justice reform nationwide. The resource centers are scheduled to be operational by the end of 2013.

SAMHSA Toolkit for Community Conversations About Mental Health

The Toolkit for Community Conversations About Mental Health is designed to support communities interested in holding conversations about mental health using consistent information and approaches. It includes three parts: an Information Brief, a Discussion Guide, and a Planning Guide. The toolkit will help communities and individuals start a conversation about mental health and help identify innovative and creative next steps to address the mental health needs of our Nation.

PBS recently aired a special titled "Fixing Juvie Justice" that examines alternatives to the U.S. juvenile justice system, which over-relies on incarceration. The show explores restorative justice approaches originating in Maori communities that have been successfully implemented in New Zealand; and follows one organization's attempt to implement those principles in communities in Baltimore. Read more about the special or watch it online

 

Child Welfare Outcomes Report Available Online

The Children's Bureau of the U.S. Department of Health and Human Services' Administration for Children & Families has released Child Welfare Outcomes 2008-2011: Report to Congress. This report informs Congress and child welfare professionals about state and national performance on outcome measures for children served by child welfare systems. The outcome measures used in the report focus on seven categories, including children's safety, well-being, and the permanency of family and living situations.

 

OJJDP Fact Sheet Highlights Findings From 2011 National Youth Gang Survey

The Office of Juvenile Justice and Delinquency Prevention (OJJDP) has published "Highlights of the 2011 National Youth Gang Survey." This fact sheet presents findings from the National Gang Center's National Youth Gang Survey, which collects data from a large, representative sample of local law enforcement agencies to track the size and scope of the national youth gang problem. The fact sheet discusses trends in gang activity, factors influencing local gang violence, and anti-gang measures.
