    JDCAP is hosting our annual Juvenile Justice Conference Sept 24-27 at the Penn Stater, State College PA with special sessions available for 3800 licensed facilities providing services for juvenile justice referrals.

     

    Please share this announcement with all impacted juvenile justice facilities.

     

    In response to the Bureau of Human Service Licensing recent announcement regarding the implementation of PREA Standards for Juvenile Justice Facilities, JDCAP is shifting the focus of our annual conference to offer an agenda focused on PREA implementation in PA. JDCAP is working with the Bureau of Juvenile Justice Services, the PREA Resource Center and DPW to offer sessions designed to address PA specific issues for PREA implementation.

    Important Changes to the GED Test

    Please be aware of significant changes to the General Educational Development (GED)Test that may impact the youth you serve.  Students currently enrolled in a GED course must complete the test by the end ofDecember 2013 or they will have to start the whole process over.

     

    The current 2002 Series GED test will expire at the end of the calendar year and will be replaced with the 2014 Series GED test beginning January 2, 2014.  Those who do not successfully complete all five parts of the current GED course by the end of 2013 will be have to start over again in 2014 with the new GED course in order to receive their high school credential.  Partial scores from the current exam cannot be carried over to the new 2014 test.

     

    The current version is available in both paper and computer-based formats at approved testing centers across the state and cannot be completed online.

    The next JDCAP Training Committee meeting is scheduled for Tuesday August 27, 10AM-2PM at the Lancaster County Youth Intervention Center. The training committee will be sent a proposed agenda in advance of this meeting.

     

    The next JDCAP Standards Committee meeting date and location will be announced shortly. During this upcoming meeting, we will review the Physical Plant standards.

    National Center for Youth in Custody Webinar To Discuss Improving Conditions for Youth in Confinement

    On September 4, 2013, at 2 p.m. ET, the Office of Juvenile Justice and Delinquency Prevention-sponsored National Center for Youth in Custody will present "Putting It All Together: How Juvenile Facilities Can Create and Sustain Improved Conditions for Youth." During the 90-minute Webinar, presenters will discuss how to provide more consistently safe, secure, humane, and therapeutic environments for confined youth.

    American Bar Association Endorses Task Force Recommendations To Address Children's Exposure to Violence, Urges Immediate Implementation

    On August 12, 2013, the American Bar Association (ABA) House of Delegates unanimously approved a resolution supporting the implementation of the 56 policy recommendations set forth in the "Report of the Attorney General's National Task Force on Children Exposed to Violence." The report-commissioned as part of Attorney General Eric Holder's Defending Childhood Initiative-is a blueprint for reducing the impact of trauma on children who witness or experience violence. Describing the recommendations as timely and significant, the ABA stated that the "comprehensive implementation of these recommendations will ensure that federal, state, and local governments are held responsible for the care and well-being of violence-exposed young people, provide a fair legal process and meaningful access to justice, and offer services to improve the lives, rehabilitation, and future of court-involved youth."

     

    Online Brief Provides Resources for Enforcing Underage Drinking Laws Community

    The Office of Juvenile Justice and Delinquency Prevention's (OJJDP's) Underage Drinking Enforcement Training Center (UDETC) has released the August issue of "Resource Alert," an online brief which provides current information and research findings on underage drinking. The current issue includes-
