JDCAP is hosting our annual Juvenile Justice Conference Sept 24-27 at the Penn Stater, State College PA with special sessions available for 3800 licensed facilities providing services for juvenile justice referrals.

 

Please share this announcement will all impacted juvenile justice facilities.

 

In response to the Bureau of Human Service Licensing recent announcement regarding the implementation of PREA Standards for Juvenile Justice Facilities, JDCAP is shifting the focus of our annual conference to offer an agenda focused on PREA implementation in PA.JDCAP is working with the Bureau of Juvenile Justice Services, the PREA Resource Center and DPW to offer sessions designed to address PA specific issues for PREA implementation.

Tentative Agenda 

The 2013 conference agenda will include a number of sessions designed to help administrators and staff successfully implement the standards for the Prison Rape Elimination Act (PREA).

 

We will have guest presenters from the Moss Group co-facilitated by PA state agency experts.

 

Additionally, we are planning to offer content that will engage administrators and front line workers on Brain Trauma, Trauma Informed Care, and the use of Cognitive Behavioral Interventions in short-term settings.

FAQ Additions

The PRC has added PREA standard interpretive guidance, just released from the US Department of Justice (the "Department"), to the PRC website FAQ page. The new guidance includes commentary on the applicability of the standards to different settings, the Health Insurance Portability and Accountability Act (HIPPA), contract monitoring, reciprocal audits, and staffing ratios in juvenile facilities. The PRC will continue to update the FAQ page as additional interpretive guidance is issued from the Department.

The next JDCAP Training Committee meeting is scheduled for Tuesday August 27, 10AM-2PM at the Lancaster County Youth Intervention Center. The training committee will be sent a proposed agenda in advance of this meeting.

 

The next JDCAP Standards Committee meeting is scheduled for Wed August 15 (10:00 AM) at the Abraxas Academy in Morgantown PA. During this meeting, we will review the Physical Plant standards.

 

Additional Information

Through the National Criminal Justice Reference Service, NIJ has made available a series of six final technical reports which describe findings from the National Institute of Justice Study Group on the Transitions between Juvenile Delinquency and Adult Crime.

Webinar To Explore Trauma-Informed Model for Girls in Detention and Residential Programs

On August 7, 2013, at 2 p.m. ET, the Office of Juvenile Justice and Delinquency Prevention's (OJJDP's) National Girls Institute will host the Webinar "A Trauma Informed Effective Reinforcement (TIER) System for Girls." This 90-minute Webinar will review this female-responsive, research-based model, which offers short-term detention and residential programs as effective alternatives to compliance-focused behavior management systems. Presenters will share examples of processes and techniques for establishing a gender-responsive, trauma-informed program culture.

Centers for Disease Control Reports 30-Year Low in Youth Homicide Rates

The Centers for Disease Control and Prevention (CDC) has released a new report finding that homicide rates for youth ages 10-24 in the United States reached a 30-year low in 2010. The findings were seen across all age, racial, and ethnic groups and mechanisms of injury.

 

The report focuses on the critical need for more violence prevention strategies in schools, families, and neighborhoods-particularly alternatives to violence that engage high-risk youth-and encouragement of age-appropriate activities and relationships.

 

Report Assesses Well-Being of America's Children

The Federal Interagency Forum on Child and Family Statistics, of which the Office of Juvenile Justice and Delinquency Prevention is a participating agency, has released "America's Children: Key National Indicators of Well-Being, 2013." The report features statistics on children and families in the United States across 41 key indicators, including family and social environment, economic circumstances, health care, physical environment and safety, behavior, education, and health. The forum's mission is to collect enhanced data on children and youth, communicate it to the policy community and general public, and produce more complete data at the federal, state, and local levels.
