The Pennsylvania Supreme Court's decision regarding the Department of Public Welfare's use of bulletins to impose reporting and documentation protocols for determining reimbursement rates is attached below. The suit was initially filed in 2010.

 

The Supreme Court upheld the Commonwealth Court decision in that it did not err in concluding that the bulletin contains procedurally invalid legislative regulations.

Webinar Description:
Efforts to improve conditions of confinement for youth can all too easily collapse under their own weight if meaningful systems of internal quality assurance and continuous improvement systems are not established.  Equally important, external oversight can help juvenile justice agencies identify key areas to reform within institutions; the American Bar Association, for example, recently promulgated a resolution calling for the establishment of independent oversight entities for correctional and detention facilities.  While many systems struggle to develop methods to track and reform conditions issues, the good news is that several effective internal quality assurance tools and external oversight models exist.  This webinar, the fifth in the NC4YC series on improving conditions of confinement, will provide strategies for creating, implementing, and maintaining internal quality assurance and continuous improvement systems and external oversight measures, including efforts that value and incorporate input from youth and families.

The next scheduled Standards Workgroup meeting is May 8 at the Abraxas Academy in New Morgan PA.

 

During this meeting, we will finalize the Safety, Security and Control section of the standards.

 

The next JDCAP Training Committee meeting is scheduled for Thursday July 11 10A-2P at the Abraxas Academy. The training committee will be sent a proposed agenda in advance of this meeting. We are expecting a full agenda and lively discussion.

NGI Announces a New Brief on What Works for Girls in Juvenile Justice

In 2011, the National Girls Institute (NGI) conducted listening sessions with over 600 stakeholders (including justice-involved girls, juvenile justice professionals across the continuum, and parents/caregivers) to determine key topics and training needs that would inform NGI's agenda and vision.

This brief, What Works for Girls: Voices From the NGI Listening Sessions
, which is the first in a series, will shed light on what girls said was important or helpful to them, and "what worked" regarding girls' programming. This information is valuable because it comes directly from those who have first-hand experience with the juvenile justice system and its effects.

Webinar To Explore Family-Juvenile Justice System Partnerships

On May 8, 2013, from 2 to 3:30 p.m. ET, the Office of Juvenile Justice and Delinquency Prevention's National Center for Youth in Custody will present the Webinar "Family Comes First: Transforming the Justice System by Partnering With Families." Presenters will discuss findings from the forthcoming Campaign for Youth Justice study of best practices in family-system partnerships, showcase examples from jurisdictions that infuse family voice into their systems, and explore features of a transformed juvenile justice system. Presenters will also introduce the FAMILY Model that jurisdictions can use to assess their own systems from a family perspective.

 

PCCD funding announcement

The Office of Juvenile Justice and Delinquency Prevention in PCCD has announced the availability of funds to non-profit organizations for research-based approaches to prevention, treatment, training, intervention, education services that reduce substance abuse or provide resources to families in accessing these services. While government agencies are not eligible for these funds, the opportunity for collaboration will allow for improved services to kids in your facility. Please pass this on to entities in your community. This announcement to solicit applications for funding is published through PCCD's Egrants System:
