REDUCING RACIAL AND ETHNIC DISPARITIES IN JUVENILE JUSTICE CERTIFICATE PROGRAM
The Center for Children's Law and Policy is partnering for the first time with the Center for Juvenile Justice Reform at Georgetown to offer a new certificate program in reducing racial and ethnic disparities. The program will take place September 23-27, 2013. Information and an application may be found here.
NC4YC Partners with Georgetown's Center for Juvenile Justice Reform on Youth in Custody Certificate Program.
Applications are now available for an exciting professional development opportunity for leaders in the juvenile justice field! NC4YC has partnered with the Center for Juvenile Justice Reform (CJJR) at the Georgetown Public Policy Institute, along with the Missouri Department of Social Services' Division of Youth Services and the Council of State Governments Justice Center, to develop the Youth in Custody Certificate Program.
The Youth in Custody Certificate Program offers leaders the opportunity to develop capacity, effectuate change, and sustain and build on system improvements over time. Specifically, this program shines a brighter light on serving the high-risk juvenile offender population with an emphasis on youth in post-adjudication custody. Modules in the training curriculum include:
- Culture Change and Leadership;
- Family and Youth Engagement;
- Assessment;
- Treatment, Services, and Reentry; and
- Expert Panel of Leaders (Providing Real-Life Examples of Reform).
The program takes place August 19-23, 2013 in Washington, D.C. Applications are due April 23, 2013. While individuals may apply, applicants are encouraged to apply in teams to increase their ability to implement reforms to the system upon completion of the program. The CJJR Certificate Programs are periods of intensive study that utilize a multi-systems and multi-disciplinary approach in focusing on policies, programs and practices that improve outcomes for youth. Information on other CJJR training programs, including the Multi-System Integration Certificate Program and the Reducing Racial and Ethnic Disparities in Juvenile Justice Certificate Program, is available online at: CJJR.

Audit Tool Regional Trainings
The PRC is pleased to announce regional trainings to introduce the tools that will be used to audit the PREA Standards. Each 1.5 day event will address the PREA audit process and how agencies and facilities can most effectively prepare. The PREA audit tool for prisons and jails will be discussed, as well as an overview of the draft tool for juvenile facilities. Specific information on audit expectations and processes will be disseminated. The events are not auditor trainings.
OJJDP Welcomes Administrator Robert Listenbee, Jr. 
On March 25, 2013, Robert L. Listenbee, Jr., JD assumed the role of Administrator of the Office of Juvenile Justice and Delinquency Prevention. Mr. Listenbee, a graduate of Harvard University and the Boalt Hall School of Law at the University of California, Berkeley, is a highly respected public defender and juvenile justice system reformer.
Mr. Listenbee served on several committees, including the Juvenile Justice and Delinquency Prevention Committee of the Pennsylvania Commission on Crime and Delinquency, which advises the governor on juvenile justice policy.
In 2011, Mr. Listenbee was appointed to the Federal Advisory Committee on Juvenile Justice, which advises the President, Congress, and the OJJDP Administrator on juvenile justice policy. As co-chair of the Attorney General's National Task Force on Children Exposed to Violence, Mr. Listenbee was instrumental in the development of recently released recommendations for a national response to address children's exposure to violence.
Before joining OJJDP, Mr. Listenbee was a trial lawyer at the Defender Association of Philadelphia for 27 years and chief of the Juvenile Unit for 16 years. In 2011, the MacArthur Foundation's Models for Change initiative honored Mr. Listenbee with a Champion for Change award for his contributions to juvenile justice reform in Pennsylvania.

Save the Dates
The next scheduled Standards Workgroup meeting is April 10 at Montgomery County Youth Center.
During this meeting we will finalize the Child Rights section of the Standards and begin to work on Safety, Security and Control.
The Next JDCAP general membership meeting is scheduled for March 28 at the newly constructed Philadelphia Youth Study Center (Juvenile Justice Service Center) which is located at 48th and Haverford Streets. For GPS purposes, the address is 91 North 48th Street, Philadelphia.
Representatives from the Bureau of Human Services Licensing will be providing information on licensing practices.
The next JDCAP Training Committee meeting is scheduled for April 24 at CCAP North Office. The training committee will be sent a proposed agenda in advance of this meeting. We are expecting a full agenda and lively discussion.

Webinar To Address Sexual Abuse of Youth in Detention
On April 3, 2013, at 2 p.m. ET, Just Detention International (JDI), with support from the Office on Violence Against Women, will present the Webinar "One in Eight: The Reality of Sexual Abuse in Youth Detention." This Webinar, designed for youth advocates, service providers, and others in the victim services field, will focus on the crisis of sexual abuse of youth in juvenile detention facilities. Presenters will discuss the offenses that most often result in the incarceration of young people, types of juvenile detention facilities, and the Prison Rape Elimination Act, as applied to these facilities. Community advocates and survivors of sexual abuse in detention are featured speakers.
This Webinar is the first in a three-part series on providing services to survivors of sexual abuse in juvenile detention.
