DPW Updates

Recognizing that many of the children and families that are served by county and private children and youth agencies and juvenile probation officers may be receiving public benefits, I wanted to take a moment to let you know that the Department will be transitioning it's Electronic Benefits Transaction Vendor.  Therefore, the EBT system will be down temporarily beginning March 23 at 11 p.m. through March 24 at noon and recipients will not be able to use the cards to make purchases or access account information during this time.  I have included a link to information on the 

Department's website and a flyer related to the transition that may be helpful in the event that staff receive questions from families your agency is serving.  A persons benefit will not be changing and Medical Assistance will not be impacted while the system is down.

Announcing the 2013 Certificate Programs at the Center for Juvenile Justice Reform

The Center for Juvenile Justice Reform at Georgetown University's Public Policy Institute is proud to announce its 2013 Certificate Programs.  In addition to the weeklong certificate programs in multi-systems integration, CJJR now offers shorter certificate programs of intensive study in information sharing, youth in custody, and reducing racial and ethnic disparities in juvenile justice. 

 

CJJR programs target public and private sector leaders working in the juvenile justice, child welfare, judiciary, behavioral health, education and other systems that serve youth in, or at-risk of becoming involved in, the juvenile justice system.

 

Certificate programs at CJJR take a multi-systems and multi-disciplinary approach to policies, programs, and practices that improve outcomes for this population -- including a focus on "crossover youth"--i.e. youth known to both the child welfare and juvenile justice systems.

Participants apply the knowledge they gain by completing a capstone project-a practical reform agenda they implement in their organization or community for positive change.

 

Applicants from the same jurisdiction should apply as teams to enhance cross systems change efforts after returning from the program.

 

Individuals are also welcome in most programs.

Webinar: The Impact of Isolation Practices in Confinement Facilities

The Office of Juvenile Justice and Delinquency Prevention (OJJDP) in collaboration with the National Center for Youth in Custody invites you to a two-part webinar exploring the impact of solitary confinement on youth and efforts to strictly limit isolation in confinement settings: The Impact of Isolation Practices in Confinement Facilities.

 

Webinar Description

According to some estimates, more than 200,000 youth under age 18 are held in juvenile residential placement facilities, adult jails and adult prisons across the United States.  Many of these facilities employ a range of isolation practices to manage children in their custody.  There is a growing body of evidence that isolation is harmful and traumatic for youth and counterproductive in managing behavior, providing services and treatment, and rehabilitating young people.  This webinar will explore the impact of these practices, discuss the challenges facility administrators face in addressing the issue, and highlight opportunities for reform.  Panelists include advocates, experts, and administrators who have personal and professional experience with the isolation of youth in confinement facilities.

Medication Administration Training

The Department of Public Welfare, Office of Developmental Programs is initiating a new training model to help teach medication administration to unlicensed staff.   The Medication Administration Train the Trainer program will retain its existing strategy, but delivery will now be via the "clicks and bricks" model.  This new model for teaching medication administration combines online computer training with face to face classroom sessions.  The classroom sessions will provide additional training, presentations, skill development, and resources related to the Medication Administration Train the Trainer course.

PREA Resources:

Audit Tool Regional Trainings

The PRC is pleased to announce four regional trainings to introduce the tools that will be used to audit the PREA Standards. Each 1.5 day event will address the PREA audit process and how agencies and facilities can most effectively prepare. The PREA audit tool for prisons and jails will be discussed, as well as an overview of the draft tool for juvenile facilities. Specific information on audit expectations and processes will be disseminated. The events are not auditor trainings.  

PCAR Resources available to juvenile justice facilities 

Across the state there are resources available to youth who have experienced sexual violence.

 

The Pennsylvania Coalition Against Rape (PCAR) has contracts with 50 rape crisis centers to provide sexual assault services in all 67 counties of Pennsylvania. These services include:

 

 Free and confidential crisis counseling 24 hours a day

 Prevention education programs

Services for the victim's family, friends, partners or spouses

Information and referrals to other services in your area

 

Advocates from some rape crisis centers are available to accompany victims of sexual violence, rape or incest to the hospital or to other medical facilities, to the police station, and to court.

The next scheduled Standards Workgroup meeting is April 10 at Montgomery County Youth Center.

 

The Next JDCAP general membership meeting is scheduled for March 28 at the newly constructed Philadelphia Youth Study Center (Juvenile Justice Service Center) which is located at 48th and Haverford Streets. For GPS purposes, the address is 91 North 48th Street, Philadelphia.

  

Representatives from the Bureau of Human Services Licensing will be providing information on licensing practices.

 

The next JDCAP Training Committee meeting is scheduled for April 24 at CCAP North Office. The training committee will be sent a proposed agenda in advance of this meeting. We are expecting a full agenda and lively discussion.

OVC Video Series Addresses Children's Exposure to Violence

The Office for Victims of Crime (OVC) has released "Through Our Eyes: Children, Violence, and Trauma," an online video series to address the needs of children exposed to violence and victimization. The series includes a public awareness video in which victims discuss the effects of the violence and trauma they experienced; and three topic-specific videos detailing evidence-based treatment, child advocacy strategies, and community-based approaches to help those affected.

OJJDP Announces Internet Crimes Against Children Funding Opportunity

The Office of Juvenile Justice and Delinquency Prevention (OJJDP) has announced the fiscal year 2013 Internet Crimes Against Children Program Support funding opportunity. Through this program, OJJDP will select an awardee to provide services and support to the OJJDP-funded Internet Crimes Against Children (ICAC) task force program. Activities of the multiagency, multijurisdictional ICAC task forces include preventing, investigating, and prosecuting technology-facilitated child sexual exploitation and Internet crimes against children. Applications are due by 11:59 p.m. ET on May 7, 2013.

 

Words Unlocked: A Literary Exploration by Young People Held in Juvenile Facilities

In the spirit of National Poetry Month (April), and in an effort to encourage literary exploration by young people held in juvenile facilities, CEEAS (www.ceeas.org) is sponsoringWords Unlocked, a month-long initiative that includes practitioner-ready curricular materials, a nationwide competition, and publishing venues for student work.

 

All materials for the initiative are available at our wiki site, Words Unlocked. The wiki has a robust set of tools available for public use: daily lesson plans and teacher-ready classroom materials, rubrics and assessments, teacher tips, and more. It includes both a seven-day and a month-long poetry curriculum. Handouts and classroom materials are available in SMARTBoard, ActivBoard, MS Word, and PDF formats. 

 

CEEAS is encouraging schools to start the initiative on April 1 and is posting materials now to help teachers plan and prepare for National Poetry Month.

 

Words Unlocked includes a nationwide poetry competition open to any youth held in a secure facility. Poets R. Dwayne Betts and Jimmy Santiago Baca will serve as the lead judges. In addition, we will engage the public in the judging by running a nationwide poll using Twitter.

 

Webinar To Examine the Use of Restorative Justice Practices in School Discipline

On March 20, 2013, at 4 p.m. ET, the U.S. Departments of Justice, Education, and Health and Human Services will present "Stemming the School-to-Prison Pipeline: Applying Restorative Justice Principles to School Discipline Practices." This one-and-a-half hour Webinar, fourth in a series from the Supportive School Discipline Initiative, will address how school districts and schools can apply restorative justice principles (conflict resolution, fostering understanding and empathy, and building stronger relationships in schools and communities) to school discipline practices to stem the school-to-prison pipeline.
