The County Commissioners Association and its affiliates will be holding a Human Services Local Work Week from April 1 through April 5 to advocate for funding for human services. Counties have a significant impact on the budget process by lobbying for human services programs, including mental health and intellectual disabilities, children and youth, drug and alcohol, tobacco prevention and cessation, juvenile detention, county nursing homes and other human services programs.

 

This year, CCAP has established a Human Services Local Legislative Work Week to maximize that impact by:

  • Setting aside an entire week, rather than just a day, to make a concentrated grassroots advocacy effort with Senators and Representatives;
  • Asking counties to hold a local event or meetings for legislators that demonstrate the potential impacts of the FY 2013-2014 budget on your mutual constituencies while they are home in their districts during the week of April 1; and
  • Providing an opportunity for as many counties as possible to be involved, as we understand there may be travel restrictions for a trip to the Capitol given how tight local budgets are at this time.

Event Description:This will be a 24-hour training covering the national Prison Rape Elimination Act Standards and implications for responding to the different needs of boys, girls and gender non-conforming youth who are sexually abused in custody.

The next scheduled Standards Workgroup meeting is March 13 at Montgomery County Youth Center.

 

The next JDCAP Training Committee meeting is scheduled for March 14 at CCAP North Office. The training committee will be sent a proposed agenda in advance of this meeting. We are expecting a full agenda and lively discussion.

 

The Next JDCAP general membership meeting is scheduled for March 28 at the newly constructed Philadelphia Youth Study Center (Juvenile Justice Service Center) which is located at 48th and Haverford Streets. For GPS purposes, the address is 91 North 48th Street, Philadelphia.

National Juvenile Defender Center Releases Juvenile Defense Standards

The National Juvenile Defender Center has released "National Juvenile Defense Standards." The standards provide comprehensive information about the role and duties of the juvenile defenders in the modern juvenile court system and provide a framework for representation anchored in law, science, and professional codes of responsibility.

OAH Announces Pregnancy Assistance Fund Grant Opportunity

The Department of Health and Human Services' Office of Adolescent Health (OAH) has announced the availability of fiscal year 2013 funding for the development and implementation of programs to support pregnant and parenting teens, women, and their families. OAH's Pregnancy Assistance Fund (PAF) grant programs provide access to continuing education and health care, improve pregnancy planning and parenting skills, reduce repeat teen pregnancies, and raise awareness of resources among expectant and parenting teens.

 

Applications are due by 5 p.m., ET, on April 10, 2013.

 

NC4YC Webinar To Address Mental Health Needs of Confined Youth

On March 13, 2013, at 2 p.m. ET, the Office of Juvenile Justice and Delinquency Prevention's National Center for Youth in Custody (NC4YC) will present the Webinar "Creating Healthy Environments: Supporting the Mental Health of Youth in Confinement Facilities." During this one-and-a-half hour Webinar, presenters will showcase safe, effective, evidence-based approaches to addressing the mental health needs of confined youth and demonstrate the impact of ineffective practices.

 

Guide to Risk Assessment Implementation Available

The National Youth Screening & Assessment Project has published "Risk Assessment in Juvenile Justice: A Guidebook for Implementation." This guidebook details the purpose and nature of risk assessment, defines risk assessment concepts, describes some of the research evidence, and provides in-depth guidance on selecting and implementing an evidence-based tool. OJJDP Bulletin Highlights Study on Detained Youth

"The Northwestern Juvenile Project: Overview " is the first Beyond Detention series bulletin. It introduces the Northwestern Juvenile Project, the first large-scale, prospective longitudinal study of drug, alcohol, and psychiatric disorders in a diverse sample of juvenile detainees. This bulletin describes the project's goals, sampling and interview methods, areas of measurement, and selected findings. (OJJDP)
