Justice and Mental Health Collaboration Program Grant Applications

The U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance is seeking applications for funding for the Justice and Mental Health Collaboration Program (JMHCP). This program seeks to increase public safety and improve access to effective treatment for people with mental illnesses who are involved with the criminal justice system by facilitating collaboration among the criminal justice, juvenile justice, mental health treatment, and substance abuse systems. Each grantee is given the opportunity to tailor its programming to the particular needs of its community. Applications are due on March 25, 2013.

Public Policy

Several pieces of legislation have been introduced over the past few weeks with a focus on Child Abuse reporting. Most of the bills include language from the Task Force on Child Protection Report.

 

These bills range in scope from expanding the definitions of child abuse, the definitions of perpetrator, the roles of mandated reporters and the penalties for abuse.

DPW Updates

The Bureau of Human Service Licensing has released a Child Residential and Day Treatment Facilities (3800) Regulatory Compliance Guide (RCG) which can be found half-way down the page under "Regulatory Compliance Guides"  at Regulatory Compliance Guide

 

 

This document is open for public comment and I would highly recommend that each administrator review this and offer comments as appropriate. Please cc any comments to [email protected]

 

 

Additionally, a Regulatory Compliance Guide will be developed specifically for each of the unique program licenses. This means that the document (above) is appropriate for general use and one specifically for juvenile detention will be published for public comment as well.

Membership Updates

The JDCAP Standards Committee met on Feb 13 to review and recommend updates to the JDCAP Standards. In attendance were Marq Temple, Maureen Raquet, Kevin Miller, Mike Albertini, Rob Monzon and Wade Stewart. The group spent a majority of this session discussing Child Rights.

 

The next meeting of the committee is scheduled for March 13 at Montgomery County on the topic of Restrictive Procedures.

 

The JDCAP Bylaws workgroup met on Thursday Feb 14. After exchanging Happy Valentines' Day wishes, the group quickly went to work reviewing and making recommendations to the JDCAP Bylaws. The Bylaws revisions will be presented for discussion at the next Board Meeting on March 28 at the Philadelphia Youth Study Center. In attendance were Drew Fredericks, Sandi Bellis, Gerald Gay and Amy Bitner.

The next scheduled Standards Workgroup meeting is March 13 at Montgomery County Youth Center.

 

The next JDCAP Training Committee meeting is scheduled for March 14 at CCAP North Office. The training committee will be sent a proposed agenda in advance of this meeting. We are expecting a full agenda and lively discussion.

 

The Next JDCAP general membership meeting is scheduled for March 28 at the newly constructed Philadelphia Youth Study Center (Juvenile Justice Service Center) which is located at 48th and Haverford Streets. For GPS purposes, the address is 91 North 48th Street, Philadelphia.

OJJDP Updates Statistical Briefing Book

Developed by the National Center for Juvenile Justice for the Office of Juvenile Justice and Delinquency Prevention (OJJDP), the Statistical Briefing Book offers easy access to statistics on a variety of juvenile justice topics. Its data analysis tools allow users to create custom analyses of juvenile populations, arrests, court cases, and residential placement.

 

In addition to providing intercensal (2000-09) juvenile population estimates, answers to frequently asked questions on the following have been updated:

  • Demographics of this population (living arrangements, teen mothers, poverty).
  • Juvenile arrests and trends in arrest rates (updated to include data from 2010).
  • Data on state statutes (as of the 2011 legislative session).

Webinar To Explore Removing Barriers for Reentering Youth

On February 21, 2013, from 2 to 3:30 p.m. ET, the Office of Juvenile Justice and Delinquency Prevention's National Training and Technical Assistance Center will present the Webinar "Consequences of Juvenile Records: They Are Not Collateral and They Can Be Forever." Presenters will explain how having a juvenile offense record can stigmatize youth and affect their reintegration into society. Participants will learn about challenges reentering youth face, such as continuing their education and obtaining housing and employment, and develop strategies to address these barriers.

 

This Webinar is the first in a series on facilitating the reintegration of system-involved youth.

Guide to Risk Assessment Implementation Now Available

The National Youth Screening & Assessment Project has published "Risk Assessment in Juvenile Justice: A Guidebook for Implementation." The guidebook details the purpose and nature of risk assessment, provides definitions of risk assessment concepts, describes some of the research evidence, and provides in-depth guidance on selecting and implementing an evidence-based tool. Customizable documents, including office policy templates, memoranda of agreement, and presentation slides to educate stakeholders about risk assessment are available on CD-ROM for readers' use.
