Membership Updates

The CCAP Human Services Committee has continued to provide JDCAP with an opportunity to communicate our issues and accomplishments with representatives of the CCAP membership. In an effort to further develop this collaboration, the Human Services Committee has sought volunteers to take liaison roles with each of the affiliates.

 

We are pleased to announce that Franklin County Commissioner, David Keller has been identified as the CCAP Human Services Committee liaison with JDCAP.

 

We will extend an invitation to Commissioner Keller to attend our quarterly board meetings and our conference.

 

We hope that you all have an opportunity to meet and share with the Commissioner in these future events.

 
Information Sharing and Updates

News for Nurses

On Tuesday Feb 5, JDCAP hosted a conference call for juvenile facility medical staff with representatives from DPW to discuss medical service access issues for our population. Contact and resource information from this call will be shared soon.

PREA Resources

The National Youth Screening & Assessment Project (NYSAP) has published Risk Assessment in Juvenile Justice: A Guidebook for Implementation. This comprehensive guide draws on years of research and actual experiences implementing risk assessment in juvenile justice settings as part of the John D. and Catherine T. MacArthur Foundation's Models for Change Initiative. It provides practical insights and a structure for jurisdictions, juvenile probation or centralized statewide agencies striving to implement risk assessment or to improve their current risk assessment practices.

Training

Responding to Sexual Abuse of Youth in Custody: Addressing the Needs of Boys, Girls and Gender Non-Conforming Youth

 

June 17-19, 2013

Washington, DC     

         

This will be a 24-hour training covering the national Prison Rape Elimination Act Standards and implications for responding to the different needs of boys, girls and gender non-conforming youth who are sexually abused in custody. The following are the goals of this training:  (1) review the applicable PREA Standards for responding to sexual abuse in custody and their gender impact; (2) review the dynamics of custodial sexual abuse for boys, girls and gender non-conforming youth; (3) identify the components of adolescent development and sexuality and understand their impact on sexual abuse of youth; (4) discuss immediate and long-term medical and mental health care needs of youthful victims of sexual abuse; and (5) identify legal, investigative and other implications and strategies of  responding to custodial sexual abuse. 

 

** Registration will begin March 1, 2013 (application instructions will be announced at that time and will be accepted thru April 10, 2013)

The next JDCAP Standards Committee Workgroup meeting will be held on Wed Feb 13 10AM - Noon at the Montgomery County Youth Center. During this meeting we plan to further review and discuss new standards for Child Rights including Grievances and Appeals. We will also review any changes from prior meeting discussions on searches. Additionally, we will review the Regulatory Compliance Guide which is currently available for public comment. Inspection

  

The next scheduled Standards Workgroup meeting is March 13.

 

The first JDCAP Bylaws Subcommittee meeting is scheduled for Thursday February 14th from 1:00pm-3:00pm at CCAP. During this meeting, volunteers will examine our current bylaws and develop recommendations for revisions as needed.

 

If you are interested in serving on the Bylaws committee, please feel free to contact Drew Fredericks or Wayne Bear. 

 

The next JDCAP Training Committee meeting is scheduled for March 14 at CCAP North Office. The training committee will be sent a proposed agenda in advance of this meeting. We are expecting a full agenda and lively discussion.

 

The Next JDCAP general membership meeting is scheduled for March 28 at the newly constructed Philadelphia Youth Study Center (Juvenile Justice Service Center) which is located at 48th and Haverford Streets. For GPS purposes, the address is 91 North 48th Street, Philadelphia.

Program Seeks To Improve Cross-System Collaboration

Application deadline: March 25, 2013
Funding for the Justice and Mental Health Collaboration Program is now available. The program seeks to increase public safety through innovative cross-system collaboration for individuals with mental illness or co-occurring mental health and substance abuse disorders who come into contact with the justice system. (BJA)

 

BJA Releases Second Chance Act Technology Career Training Funding Opportunity

The Bureau of Justice Assistance (BJA) has announced its Second Chance Act Technology Careers Training Program for Incarcerated Adults and Juveniles funding opportunity. Programs funded under the Second Chance Act of 2007 facilitate successful reentry and promote public safety. Successful applicants will provide career training in technology-based fields to confined youth and/or adults 6 to 18 months prior to their release from confinement. Examples of technology-based fields include green technology-related projects, wireless and broadband deployment, and computer science and programming.

 

NJDC has just released the National Juvenile Defense Standards (attached here). The Standards represent a comprehensive understanding of the role and duties of the juvenile defender in the 21st century juvenile court system, and seek to strengthen and guide the ethical and professional performance of the juvenile defense attorney. The Standards present a national approach to systematizing zealous, competent and diligent defense practice in juvenile court and set out a framework for representation that is anchored in the law, science, and professional codes of responsibility.

 

Youth Violence Prevention Summit Emphasizes Evidence-Based Approaches

Citing findings and recommendations of the Attorney General's National Task Force on Children Exposed to Violence, Congressman Robert C. "Bobby" Scott convened the Youth Violence Prevention Summit on Tuesday, January 22, 2013, in Washington, DC. Sponsored by the House Democratic Gun Violence Prevention Task Force, the summit brought together panelists composed of justice, mental health, education, child development, and law enforcement professionals to discuss ways to identify threats of violence in schools and communities, strategies to reduce violence, and legislative initiatives to empower communities. Speakers emphasized evidence-based programs to reduce violence, including CrimeSolutions.gov and Blueprints for Violence Prevention and, along with task force members, expressed support for the Youth Prison Reduction through Opportunities, Mentoring, Intervention, Support, and Education (Youth PROMISE) Act, legislation introduced by Congressman Scott.
