DPW Updates

Budget Packets for Public Facilities

In August 2012 the Department of Public Welfare's Office of Children, Youth and Families (OCYF) announced the implementation of a two-year budget review and approval plan for of eligible Out-of-Home Pre-Contractual Budget Documentation. After careful consideration, OCYF has chosen to accept the two year budget approval process for all Public Run Residential Facilities. This includes public run group homes, shelters, and detention centers. Those Public Run Residential Facilities will not be required to submit the Out-of-Home Pre-Contractual Budget Documentation for Fiscal Year 2013-2014. The submitted and OCYF approved FY2012/13 Public Group Home/Institutional budget packets will stay in effect until June 30, 2014.  

  • Counties may decide to submit documentation for FY 2013-2014 if the following scenarios arise: Add a new program for which a new packet is necessary.
  • Make changes to an existing program packet which will cause a change in the maximum approved and authorized amounts of state and federal financial participation (i.e. change in certificates, bed counts, etc).
  •  Experience a significant financial change by the agency which will greatly change the expenditures and thus need a change in the maximum approved rates.

Please notify your facility medical staff about this important invitation to participate in this upcoming conference call.

 

In mid 2012, DPW announced their plans to expand Health Choices for physical health services.

 

Since that time, a few operational questions have been posed by our facility medical departments.

The next JDCAP Standards Committee Workgroup meeting will be held on Wed Feb 13 10AM - Noon at the Montgomery County Youth Center. During this meeting we plan to further review and discuss new standards for Child Rights including Grievances and Appeals. We will also review any changes from prior meeting discussions on searches. Additionally, we will review the Regulatory Compliance Guide which is currently available for public comment;

The first JDCAP Bylaws Subcommittee meeting is scheduled for Thursday February 14th from 1:00pm-3:00pm at CCAP. During this meeting, volunteers will examine our current bylaws and develop recommendations for revisions as needed.

Marion Superior Court 

The Marion Superior Court in Indianapolis, IN currently has a vacancy for a Superintendent of its 96-bed Juvenile Detention facility.

 

Under the general supervision of the Supervising Judge and Marion Superior Court Judiciary, provides a safe and secure environment for a 96-bed Juvenile Detention Center. Assists with the overall planning, organization, operation of the juvenile detention facility including staffing and supervision of personnel and facilities.

The position is located at ACA Headquarters in Alexandria, Virginia and a brief job description is available below.

Position Description
Serves as the Association's principal contact with correctional agencies in the states assigned. Furnishes audit materials, provides standards interpretations, schedules audits and develops and maintains records relating to standards and accreditation business. May also serve on various grants or contracts with governmental and/or private agencies as described in the grant awards. Typically, the duties involve the management of new accreditation contracts and the completion of contracts. Serves as the principal manager of the accreditation process from the initial agency inquiry through contract completion. Coordinates meetings for Standards Committee and Commission on Accreditation for Corrections.

Essential Job Functions:
* Furnishes audit materials, provides standards interpretations, schedules audits and develops and maintains records relating to standards and accreditation.

* Provides technical assistance and consultation with local, county, state and private sector correctional practitioners in matters concerning accreditation and grant related programs.

* Plans, coordinates and participates as a moderator/trainer for various program activities at ACA conferences and department meetings.

* Serves as a principal staff person at accreditation hearings for candidate agencies from assigned states.

Position Requirements:
Education: Requires a Bachelor's degree in appropriate discipline; some degree requirements may be satisfied by completion of a career development program that includes work-related experience, training or college credits at a level of achievement equivalent to a Bachelor's degree.

Skills: Broad management skills in dealing with agency officials; a sound knowledge of marketing professional services; and the ability to translate general instructions and policies into specific actions. Must possess excellent public speaking skills to communicate to a variety of audiences; and the ability to provide general guidance to administrative staff with sufficient detail in order for them to accomplish the task in an expedient and efficient manner.

Relevant Experience: A minimum of two years work experience in a field relating to corrections and/or accreditation is desirable; related administrative experience and demonstrated management and leadership ability.

Program Seeks To Improve Cross-System Collaboration

Funding for the Justice and Mental Health Collaboration Program  is now available. The program seeks to increase public safety through innovative cross-system collaboration for individuals with mental illness or co-occurring mental health and substance abuse disorders who come into contact with the justice system.
