NPJS Board of Directors, Friends, and Colleagues
Attached you will find the Call-for-Workshops for the 19th annual National Symposium on Juvenile Services being held in Louisville, KY next October 20-24. As a member of NPJS, I am asking that you consider submitting a proposal. Second, you should distribute the forms to all of your networks not only to solicit workshops, but also to start promoting the Symposium. We had a very successful Symposium in Las Vegas and we plan to build upon that success with an even bigger and better event next year. In order for that to happen, we need your support and involvement.

PREA Resources
The National PREA Resource Center ("PRC") has a full slate of webinars and regional trainings for correctional professionals and other interested parties. The following is a summary of upcoming events and webinars offered by the PRC. Due to the upcoming holidays, the PRC will distribute its weekly event blasts on Monday, December 17, 2012 and then not again until Wednesday, January 2, 2013.
Competitive Grants to Establish "Zero Tolerance" Cultures for Sexual Abuse in Local Adult and Juvenile Detention Facilities
Reminder that the request for proposals for grants to city, county or tribal agencies that operate jails, lock-ups, community confinement and/or juvenile detention facilities is open and accepting applications until January 15, 2013.

The following is information about news and events taking place outside the PRC.
Department of Homeland Security PREA Standards
On December 6, 2012, The Department of Homeland Security announced the release of their proposed Standards to Prevent, Detect, and Respond to Sexual Abuse and Assault in Confinement. You can find these standards on the DHS website here . DHS Secretary Janet Napolitano announced in a press release that she signed these standards on December 6, 2012 and sent them to the Federal Registry for official publication. Once the proposed rule is published in the Federal Register, there will be a 60 day opportunity for public comment.
The New Prison Rape Elimination Act Regulations: What Lawyers Need to Know
Date: December 17, 2012 (1:00 - 2:30 pm EST)
This webinar presented by the Corrections Committee of the American Bar Association will focus on training for defense lawyers, including public defenders, private criminal defense, and civil rights attorneys who come into contact with incarcerated people. We will also discuss advocacy opportunities for lawyers working on behalf of sexual abuse survivors in the community as the PREA regulations mandate a greater role for community-based organizations in combatting sexual abuse in prison and assisting victims. The webinar is for ABA members only.

| Membership Updates | |
On Thursday, December 13, JDCAP held our last quarterly meeting of the year. This meeting was extremely well attended as we had some impressive guest presentations. In addition to representatives from our member facilities in Allegheny, Erie, Centre, Franklin, Lancaster, Montgomery, Chester, Philadelphia, Delaware, Bucks, Lehigh, Tioga, and Berks counties, we also had some of our Affiliate and Professional members present as well as other juvenile justice stakeholders.
Presentations were offered by Rita Reynolds (CCAP IT Department) on the Unified Case management program that has been developed as a solution for pilot District Attorneys, Prisons, and Adult Probation offices. Rita offered some comparisons between the proposed software solution and the current software program being used currently by several counties.
In the afternoon, DPW representatives provided an overview of the SORNA responsibilities that will be effective December 20. Resources will be included in future editions of this newsletter and the JDCAP website.
JDCAP members approved our 2013 budget and Strategic Plan and identified a committee to review and update the Association Bylaws.

NCJFCJ To Host Family Law Conference
On February 24-27, 2013, the National Council of Juvenile and Family Court Judges (NCJFCJ) will host its annual national conference, "Judicial Institute: Family Law" in San Antonio, TX.
Judicial and national experts will provide advice and best practices on cutting-edge family law topics, such as property distribution and finance; military service and families; the role of technology and social media; and issues in divorce, custody, and visitation. The Judicial Institute: Family Law provides the most current information and tools to family and domestic relations judges to improve case processing and outcomes for children, youth, families, victims, and communities with whom they work.

Attorney General Emphasizes Prevention of Online Child Sexual Abuse
On December 5, 2012, Attorney General Eric H. Holder, Jr., addressed the Global Alliance Against Child Sexual Abuse Online ministerial in Brussels, Belgium. The newly launched alliance aims to promote a unified, global approach to identifying and assisting victims and to prosecuting the perpetrators. The Attorney General highlighted the ways in which the U.S. Department of Justice and its partners have combatted the sexual exploitation of children and prosecuted sex offenders, including the work of Project Safe Childhood, the National Center for Missing & Exploited Children, and the Internet Crimes Against Children task force program, and he emphasized the shared commitment of the members of the alliance.
Report on Effects of Solitary Confinement on Youth Now Available
The American Civil Liberties Union and Human Rights Watch have released "Growing Up Locked Down: Youth in Solitary Confinement in Jails and Prisons Across the United States." The report, which details the physical, psychological, and developmental harm that solitary confinement causes youth incarcerated in adult jails and prisons, is drawn from interviews and correspondence with youth and detention officials.
