Call for partnerships to support the education reform in Vietnam

British Council Vietnam has advertised opportunities within the Skills for Employability programme. We are seeking three new bilateral Partnerships for Skills Development for a twelve month duration focusing on engaging business in the development of vocational education in Vietnam.
This theme is central to the Vietnamese Skills reform agenda plus there is a growing interest in the UK model of apprenticeships. The British Council in Vietnam has been working with the General Department of Vocational Training (GDVT) - Ministry of Labour, War Invalids and Social Affairs to share UK expertise and to facilitate best practice in the sector.
Aims and objectives
The grant is to support bringing these two policy objectives together by providing matched funding to vocational partnerships between the UK and Vietnam. The partnerships should be capable of generating high levels of impact from the project with clear links to business, and/or build on these links through a programme of apprenticeships and work-based learning. We would particularly welcome models that demonstrate impact through the following:
- Instrumentally (so as to directly influence performance and results)
- Conceptually (so as to change thinking and have a bearing on policy)
- Capacity building (influence through awareness campaign or similar to change/raise perceptions of the Skills sector)
The Partnerships will pilot approaches which if successful will allow GDVT to develop recommendations to scale up the initiative nationally. The fund will seek to further build on the Vietnam - UK vocational partnerships launched in 2011.
