ACA and Temps  
Some Mandates Apply to All Employers  

The employer mandate may have been put off till after the 2014 elections, but there are still demands practically all employers face from the new federal healthcare law (ACA) beginning next month. 
We are following events closely to be sure that we are in compliance to protect both you, our clients, and ourselves.
One of the things that the Department of Labor is mandating in October is notification to all employees of their healthcare options. We will be in full compliance October 1.
Please be sure you are too.
The notification mandate applies to "any business regulated under the Fair Labor Standards Act..."  Follow the link for more information. In short, if you have at least one employee and $500K in annual revenue, you must comply with the employee notification requirements.
On the half full side of the things, remember as you plan for the full implementation of the law, that "variable hour" (read: temp agency) employees you may have on board count against the agency's headcount, not yours'. This is especially important if you are close the the 50 employee magic number.
Minimum Wage Rising 

 

Governor Brown is supporting legislation to raise the minimum wage in California. Current proposals indicate that we'll see $9 per hour on July 1, 2014 and increasing to $10 in 2016.

 

In the North Bay, we expect to see the biggest impact on production and logistics personnel. In manufacturing operations, especially in the wine industry, if you're developing your 2014 budget you will no doubt need to factor in a 12.5% increase in your labor rates for minimum wage level positions whether for agency personnel or your own employees. By 2016 that will be 25% over current labor rates.

 

We expect this rising tide will raise labor rates across the board.
