Change in Seasons Offers Fresh Perspectives

I was shocked this week to see a few leaves turning signaling the first signs of fall, especially only a few short days following 90-plus degree weather. This time of year always seems to sneak up too quickly with school back in session, cooler nights and the hours of daylight diminishing. At the same time, the crisp night air and brisk mornings are a welcome change to the summer heat and I'm reminded again of how privileged I am to live in Colorado where with each change in season we're surrounded by a new, unique perspective.

Seeing things in a new light enables us to view our world differently and can result in creative new approaches to the status quo. I see the evolution of data in the Colorado All Payer Claims Database in a similar vein as it opens up new perspectives by highlighting opportunities we might not have thought of or identified before.

Spotlight on Innovation: Colorado Daylight Partnership

Roughly 26.9 million Americans over the age of 18 report trouble hearing while 42.5 million adults across the nation have some form of mental illness. For those that fall into both categories, it can be challenging to find treatment simply due to communication barriers. 

The Colorado Daylight Partnership connects deaf and hard of hearing individuals needing care with behavioral health providers specially trained to meet their communication needs.
APCD Data in Action: Colorado Optometric Association Increases Access to Vision Care
When the Colorado Optometric Association (COA) requested data from the Colorado All Payer Claims Database in 2013, Colorado Medicaid vision codes had not been reviewed in over 40 years. Medicaid reimbursed optometrists roughly 19 percent of care expenses, making it financially difficult for many doctors to accept Medicaid patients. Some of those who did accept patients had to severely restrict the number they treated, causing an access to care problem especially in rural Colorado.

On Friday, June 26th Healthy Transitions Colorado held its very first symposium: Building Transformation from the Inside Out. The symposium was the first in a series of three with a complementary learning series titled Cultivating the Network of Care. Thank you to everyone who made the event such a success! Over 70 partners came out for networking and learning more about how to prepare their facilities for community-based care.

Free Webinar About Self-Insured Rule Change
In June, CIVHC and HCPF proposed a rule change to expand the definition of "private health care payer" in the APCD statute to include self-insured employer-sponsored health plans. The rule was promulgated by Executive Director Birch on June 29th, 2015 and barring any difficulties, the first self-insured claims will be submitted in early 2016.
