CIVHC Celebrates Five Year Anniversary and New Staff

 February 13th marked five years since Governor Ritter signed the Executive Order to develop the Center for Improving Value in Health Care. In those five years since CIVHC was merely an idea born out of the Blue Ribbon Commission for Health Care Reform, much has changed for our organization and our state as a whole. The future of health care in Colorado looks bright, and I'd like to take this opportunity to introduce several new staff and highlight some new resources we made available this month in support of Colorado efforts.

Getting Patients to Chose a Honda Over a BMW

It was spurred by a recent study in Health Affairs revealing that patients would typically select a higher cost service like an MRI over a lower cost CT scan even after being educated on the marginal difference between the results. Spotlight on CO Innovation: SHAPE Program Pilots Paying for Integrated Behavioral and Physical Health |

Through an innovative partnership between an academic institution, a national organization, and a not-for-profit health plan, the SHAPE (Sustaining Healthcare Across integrated Primary care Efforts) program aims to address one of the most significant problems facing the field of integrating behavioral health and primary care: financial sustainability. An issue brief by SHAPE indicates that primary care either directly or indirectly manages a large percentage of patients with mental health, behavioral health, or substance abuse disorders. Additionally, primary care providers are uniquely positioned to support behavioral interventions that will address broader public health problems, such as obesity - even when no mental health diagnosis is present. Integrating care for these patients could garner positive impacts including improved access, satisfaction, treatment adherence, cost effectiveness, and clinical outcomes.

2012 Colorado APCD Annual Report Now Available
| On an annual basis, the Colorado All Payer Claims Database administrator (CIVHC) and the APCD Advisory Committee are required to submit an APCD report to the Governor's office and General Assembly. This third annual report includes historic information describing the need and unique value of the CO APCD, oversight and governance, privacy and security and milestones achieved since 2010. The report also provides anticipated milestones for 2013 and beyond including a timeline for adding additional health insurance payers and planned enhancements to publicly available reports on www.cohealthdata.org.

Colorado Receives Funding to Refine Physical and Behavioral Health Integration Plan |
 | Click map to view on CMMI site. | In February, the Center for Medicare & Medicaid Innovation (CMMI) announced Colorado as one of 25 states awarded funding to modify, develop or test a statewide health care innovation plan. Colorado received a "pre-testing" award that will provide assistance and funding to enhance the initial plan submitted in September to CMMI.
The Innovation Center created the State Innovation Models initiative for states interested in planning, designing, testing, and supporting evaluation of new payment and service delivery models in the context of larger health system transformation.
