Dear Friends,

 

There are several meetings and training sessions on the horizon that you won't want to miss.  Listed below is information on meetings being sponsored throughout the state by the PPMA divisions as well as PPMA's AWDI course being offered at the end of February.  PPMA's Board of Directors is also holding its annual legislative day in Harrisburg on February 12.  All members are invited to participate but must notify the PPMA office if planning to attend.

 

Applications are being accepted for this year's Salino Scholarship awards for fall 2013 enrollment of college-bound students.  Applicants must be sponsored by PPMA member companies and the deadline for submitting them is March 15.   

 

 

The full General Assembly returned to session this week and both bodies have completed their committee rosters.  For information on the makeup of various committees, go to www.legis.state.pa.us or contact the PPMA office at (800) 842-9090 and I will send you a list of committee members.

PPMA Legislative Day
  
The PPMA Board of Directors will hold its annual legislative day in Harrisburg on Tuesday, February 12 beginning with a breakfast meeting at 8:00 a.m. at the Crowne Plaza in Harrisburg.  Following a presentation and discussion with John Breitsman, Dave Scott and Andy Beck from the Bureau of Plant Industry, members will proceed to the Capitol building for visits with the senators and members of the House of Representatives who represent their districts.  Legislative Day participation is open to all PPMA members.  If you would like to come to Harrisburg to participate in these legislative visits, please contact Debbie at the PPMA office at (800) 842-9090 or dchappell@versantstrategies.net.  The deadline for registering to participate (no cost) is Monday, January 28th.

February 20 - 21 Delaware Pest Control Short Course at University of Delaware State recertification credits will be issued for Pennsylvania, Delaware, New Jersey, Maryland, District of Columbia, Virginia, West Virginia, and OHIO. Salino Scholarship Opportunity
  
It's that time of the year when seniors in high school are beginning to prepare for graduation and are making plans for continuing their education. It's also time to begin the application process for receiving a 2013 Salino Scholarship award.

 

The Salino Scholarships are awarded annually by the Pennsylvania Pest Management Association to high school students who have been accepted as full time students at an accredited 4-year college or university or enrolled in a 2-year associated degree program leading to an Associate Degree and/or Bachelor's Degree.  Applicants must be sponsored by a Pennsylvania Certified/Registered Applicator and/or an owner or employee of a pest control company which has maintained active membership in the PPMA for a minimum of 4 years.  Applicants must also meet two of the following requirements:

 

          1. "B" high school grade average or GED equivalent;

          2. minimum of 900 combined SAT score (critical reading and math scores only);    

          3. if now attending college, minimum of 2.8 cumulative college GPA. 

 

Documentation and other application information are required (see specific requirements on enclosed application form).  Previous winners are not eligible for a second award.

 

 All entries must be received at the PPMA office at 116 Pine Street, 5th Floor, Harrisburg, PA  17101 by March 15, 2013.

It was a busy week for Gov. Tom Corbett, and it began early. Instead of waiting for the Senate Finance Committee to hold a hearing Monday on his plans to privatize the Pennsylvania Lottery, he pushed ahead in executing a contract for Camelot Global Services to manage the lottery for 20 years. Corbett contends that private management will produce a larger and more predictable revenue stream benefitting elderly Pennsylvanians. Those expressing concern and/or opposition include the union representing lottery employees, most Democratic lawmakers, a few Republican lawmakers, and state Treasurer Rob McCord and newly elected Auditor General Eugene DePasquale, both Dems.
 

Yet to weigh in on the contract is the newly sworn third Democrat now occupying the statewide row offices, Attorney General Kathleen Kane, who gets to have the final okie-dokie within the next 30 days. House and Senate Democratic leaders urged her to reject the deal, contending that it usurps the authority of the General Assembly and violates federal law. Oh, by the way, welcome to Harrisburg, General.

 

Before the week was out, there were reports that Corbett was working behind the scenes to resurrect the move to privatize Pennsylvania's liquor stores as well http://www.pennlive.com/midstate/index.ssf/2013/01/gov_corbett_to_renew_push_for.html. Liquor privatization was abandoned last year for lack of legislative support, but proponents are hopeful that Corbett's leadership will help move it forward this time.

 

This brings us to our Happy Hour Question of the Week: Which of the following events has the greatest probability?

  1. Winning the lottery.
  2. General Kane approving the lottery contract.
  3. The General Assembly privatizing liquor stores.
  4. Lance Armstrong winning another Tour de France.

Well, as Yogi Berra says, it's hard to make predictions, especially about the future, but one thing that seems to be gaining momentum is a transportation funding initiative. The Associated Press reported that the governor intends to roll out his funding proposal next week. Its centerpiece, the AP said, is removing the cap on the Oil Company Franchise Tax.

Making the funding plan look ever more likely is the support it's receiving from a diverse coalition of transportation advocates. For example, the president and CEO of the Greater Philadelphia Chamber of Commerce joined two Philly labor leaders in calling for a comprehensive funding solution.

 

This week's installment of We Can't Make This Up sets a new standard for bizarre. Usually when someone says, "Hey, nobody died," it's considered good news. Not so for Notre Dame linebacker Manti Te'o. During the season, the story emerged that his girlfriend died of leukemia within six hours of the death of his grandmother, spurring him to an inspired athletic performance. As it turns out, his girlfriend was imaginary, and he said he had been the victim of a cruel hoax. By the end of the week, the cruel hoax explanation seemed to be gaining credibility. Some went so far as to suggest that the football career of this prospective first-round draft choice is in ruins. Dude, not unless he tackles ball carriers in the pros like he did in the national championship game.

 

PennDOT and Carnegie Mellon University are exploring how to regulate self-driving vehicles, a technological advancement that will enable motorists to pay even less attention to the road than they do now. The one-year study will examine public policy implications of autonomous vehicles, including their impact on infrastructure investment decisions.

 

 

Although two-thirds of the public believe that people who have disabilities can lead fulfilling lives, some three-quarters say there's a great deal of prejudice toward them. Project Stigma, an initiative funded through a grant from the Pennsylvania Developmental Disabilities Council, is seeking to "erase the stain of prejudice," according to Lynn Keltz.

 

Our week just wouldn't be complete without stirring everyone up by mentioning guns. At the national level, President Obama took a number of actions designed to ease gun violence, but he urged Congress to act on toughening background checks and reinstating a ban on assault weapons.

Back in Pennsylvania, the firm that brings us the Eastern Sports and Outdoors Show said it would ban the display and sale of assault weapons at this year's event. Gun-control advocates lauded the move, while POed gun owners promised to stay away in droves.  Se la vie.
