Four Iowa Educators Named Emerging Leaders by ASCD
ASCD announced this week "Emerging Leaders" from around the world. Four of those announced are from Iowa and will be in a two-year program with ASCD. Our Iowa educators receiving this honor include the following:

ASCD has designed the Emerging Leaders program to prepare younger, diverse educators for potential influence and ASCD leadership. A new cadre of emerging leaders is selected annually.
This leadership program equips new leaders to

- Strengthen ASCD's voice for influencing policy and practice.
- Become involved in ASCD governance.

Delivering on the Promise: The Education Revolution
Delivering on the Promise is "must" reading for those exploring and implementing competency-based education!
Delivering on the Promise is propelled by the story of one school district's journey to develop and implement a new approach to  schooling - one that represented a dramatic shift in education for which the district won the coveted Malcolm Baldrige National Quality Award in 2001.
The RISC Approach to Schooling is a standards-based system that educates all students to the highest levels, empowers them to own and lead the learning process, helps them realize their dreams and equips them with the knowledge, skills, and abilities to succeed in a rapidly changing world. In a RISC system, students move at their own pace through developmental levels in standards, rather than age-based grade levels. Students also must meet an acceptable level of performance, but the RISC approach requires much more of students than the traditional approach to K-12 education. Motivation, engagement, and shared leadership - and clarity that every child can learn - are the pillars of RISC's whole-child model.
The authors describe the process of transformation from a time-based to a performance-based system, the structure of the RISC Approach to Schooling, and issues with replication, including successes, lessons learned, and suggested action steps. They also share the inspirational stories of students' lives and futures transformed with this revolutionary approach.

The Iowa Department of Education and Iowa ASCD are collaborating on the second annual Competency-Based Education Conference: Define! Design! Deliver! on June 23-24 at the Iowa Events Center.

My Brother's Keeper Task Force Provides Progress Report to the President
For decades, opportunity has lagged behind for boys and young men of color. But across the country, communities are adopting innovative approaches, opening doors, strengthening supports, and  building ladders of opportunity for young people, including boys and young men of color, to help put them on the path to success. The ChallengeDespite our advances as a country, boys and young men of color, in the aggregate, continue to face persistent challenges:
- 23.2% of Hispanics, 25.8% of Black, and 27% of American Indians and Alaska Natives (AIAN) live in poverty, compared to 11.6% of White Americans.
- Black, American Indian, and Hispanic children are between six and nine times more likely than white children to live in areas of concentrated poverty. This compounds the effects of poverty, and further limits pathways to success.
- Roughly two-thirds of Black and one-third of Hispanic children live with only one parent. A father's absence increases the risk of their child dropping out of school. Blacks and Hispanics raised by single moms are 75 percent and 96 percent respectively more likely to drop out of school.
- We see significant high school dropout rates-as high as 50% in some school districts-including among boys and young men from certain Southeast Asian and Pacific Islander populations.
The Opportunity
As President Obama has said, "we are stronger when America fields a full team." Improving life prospects and outcomes for young people, including young men of color, is the right thing to do not just for those individuals, but for our economy as a whole.
As the Baby Boom generation reaches retirement age, a key economic imperative is increasing the size of the labor force. Over the next thirty years, the working age (16-64) population is projected to grow less than half as fast as it did over the preceding thirty years. Increasing labor force participation by enabling our young people, including young men of color, to join with workforce with needed preparation and skills is one way to mitigate the profound demographic challenges that we face and grow the economy's potential.
Adding to economic growth and opportunity will help with America's long-run fiscal challenge, expanding the tax base and reducing costs. Additional investment in education can more than pay for itself over the long-run. One famous study tracked Black children who were provided with high-quality pre-school. By age 40, each initial dollar per participant spent on preschool returned more than $16 relative to a control group. A large portion of the return was public savings, reflecting reduced crime and greater tax receipts from higher employment and earnings, among other factors.
Helping today's youth become better parents will also help future generations, expanding opportunity and increasing mobility. Studies have consistently found that the environment children are raised in during their first years has a major impact on their cognitive

ASCD Executive Director Dr. Gene R. Carter Announces Retirment
ASCD, a global community dedicated to excellence in learning, teaching, and leading, has announced that Executive Director and CEO Dr. Gene R. Carter will retire after a 22-year tenure as the association's leader. Dr. Carter will step down effective June 30, 2014, and will assume the title of Emeritus Executive Director. During his tenure, Dr. Carter led ASCD's international expansion, advocating for the whole child and healthy school communities on a worldwide level. Additionally, under Dr. Carter's leadership, ASCD grew the association's professional development programs, products, and services, including publishing capabilities, conferences and institutes, and digital offerings. "On behalf of everyone in the ASCD community, I want to thank Dr. Carter for his time served and for all of his contributions to the education field," said Becky Berg, ASCD's President. "Dr. Carter's visionary leadership over his 22-year tenure has strengthened ASCD's position as a valuable resource for educators around the world and a model for associations everywhere." A native of Staunton, Va., Dr. Carter earned his bachelor's degree in history from Virginia State University and his master's degree in educational administration from Boston University. He earned his doctorate in instructional and curricular practice in 1973 from Teachers College, Columbia University. Before joining ASCD, Dr. Carter served for nine years as the superintendent of schools in Norfolk, Va. "Although I have thoroughly enjoyed my tenure at ASCD and especially the opportunity to work with countless committed individuals o ver the past 22 years, I am anxiously looking forward to assuming the status of Emeritus Executive Director and, most of all, beginning the next chapter in my life with my family, friends, and colleagues," said Dr. Carter. The ASCD Board of Directors met and appointed Judy Seltz to the position of Acting Executive Director. Seltz previously served as Chief Constituent Services Officer and Deputy Executive Director and will lead ASCD during the transition period. |
