Urban Stormwater Basins - Part 2:  Basin Assessment & Issue Avoidance

By the time a resident calls about a stormwater basin problem, that basin likely has already entered the "problem stage."  The problem stage is not a healthy place to be:  prolonged water drawdown, blocked outlet, eroded shoreline, algae blooms, and even odor.   Problem basins are unsightly, potentially unsafe and will be increasingly costly to fix in the future.  The next Insight on Urban Stormwater Basins will address the maintenance and repair of non-functioning basins.  This edition focuses on how you can avoid the problem stage through routine basin assessments.

A routine stormwater basin assessment centers on evaluating basin conditions and health with a goal of catching issues before they result in a complaint from residents.  Basin assessment consists of the following key criteria:  Vegetation Health, Function/Design Problems, Erosion Problems and Resident Encroachment.

New Federal Wetland Regulations Effective on August 28th 
On August 28, 2015 the revised Clean Water Rule published by the USEPA and US Army Corps of Engineers became effective.  The rule revised the definition of "Waters of the United States," including wetlands regulated by the federal government.  The revised definition does not change the activities regulated by the Corps of Engineers, but only the waters or wetlands where the activities are regulated.

If you know - or even suspect - that you have wetlands on your property or development site, now is the time to get them delineated. Because of the permitting process, this is particularly critical if you have any wetland permitting or property development plans in the near future.
