TMA Europe East European Event Recap
TMA Europe held its first ever conference for Central and Eastern Europe (CEE) in Bucharest on 15 May, which brought together more than 100 attendees from the big law firms, the Big Four accountancy firms, and the central banks, to work together to find a solution for the banking crisis.
The conference was the brainchild of Lukas Fecker, who is currently working with Ernst & Young's pan-European bank restructuring practice. The meeting's theme was "After the Apocalypse: Rebuilding Strong Financial Platforms for the Upturn in Central Europe" and was generously hosted by the National Bank of Romania.
It was fitting that the Romanian central bank played such a role, since it is one of the most progressive forces in finance in the region and aspires most closely to Western concepts and standards of governance. This is significant, given the recent entry of Romania into the European Community and its difficult exit from Communist rule in 1989.

Fiscal deterioration impairs, if not destroys, a municipality's ability to provide essential services for the health, safety, and welfare of its constituents and a fundamental education for its children. Providing clean water, lighted streets, blightless neighborhoods, and police presence are only part of its sine qua non.
When a municipality can no longer deliver a suitable quality of life to its citizens, should a new "sheriff" be brought in to clean up the town? Michigan's Public Act 436 of 2012 allows for just such an appointment and gives that sheriff a bigger and brighter badge to wear. But does replacing an elected official with an appointed manager create order from chaos or simply more chaos?
