February 29 - Deadline for MU Notice of Intent to Submit Data to Public Health Registries!

Trish Harkness, CISSP, CHPS, is Synōvim Healthcare Solution's Senior Information Systems Security Services Consultant. The information in this Update was taken from a Synōvim publication prepared by Trish in support of the achievement of Meaningful Use in 2016.
To meet MU objectives in 2016, eligible professionals must attest to 2 of 3 public health measures - immunization registry, syndromic surveillance registry and specialized registry.

All eligible professionals must submit a notice(s) of intent to submit data to public health registries within 60 days of the start of the reporting period.

Because the reporting period for 2016 is a full year,
the notice(s) must be submitted no later than February 29, 2016.

Please note that if you submitted a notice of intent during a prior reporting year, a new notice does not need to be submitted for each reporting year.

 

If your health center is waiting in queue to begin submitting data, be sure to maintain a dated copy of the notice of intent and an acknowledgement from the registry in your supporting documentation for each reporting year until your health center begins testing and validation or sending data to the registry's production environment.

Selecting a Specialized Registry:
  • KDHE offers an Infectious Disease Registry. Click HERE for the form needed to submit your intent to KDHE.
  • Contact your EHR vendor to determine if they have partnered with any registries. Their relationship with the registry may mean a lower connection cost and/or a more efficient connection.

- eClinicalWorks is partnering with DARTNet's Performance Registry.

- Greenway is partnering with three registries sponsored by the American College of Physicians - Genesis Registry, Diabetes Registry and Adult Immunization Registry.

  • Check with any specialty society with which you are affiliated to determine if the society maintains or endorses a specialized registry.
- The American Board of Family Medicine supports the PRIME Registry.
- The American College of Physicians supports the Genesis Registry.
- The American Academy of Ophthalmology supports the IRIS Registry.

Note: If at the beginning of January, there were no specialized registries accepting data that are applicable to the data you generate, you may claim an exclusion on the specialized registry measure for that reporting year. Synōvim highly recommends that you maintain documentation of your efforts to determine specialized registries available to you; the documentation should be dated prior to February 29, 2016 to illustrate due diligence prior to the submission deadline.
Attention Specialists:
 
If you do not provide immunizations, you must attest to meeting two specialized registry measures (Elizabeth Holland at CMS has confirmed this).

You may meet the specialized registry measure twice through reporting to:
  • Two registries maintained by a public health agency
  • Two registries maintained by one or more specialty societies
  • One registry maintained by a public health agency and one maintained by a specialty society
  • One registry maintained by a public health agency and one exclusion
  • One registry maintained by a specialty society and one exclusion
  • Two exclusions
Based on the above criteria, if an eligible professional does not diagnose or treat any disease or condition associated with, or collect relevant data that is required by, KDHE's Infectious Disease Registry, he/she may claim an exclusion for one of the specialized registries.
