Village Roadway Construction Projects
Rockwell Street Surfacing Project

This coming week you will be seeing a lot of activity on the roadways of Rockwell Place as the Village works to complete the roadway improvements which were left incomplete when Kirk Homes filed for bankruptcy.
As most of you know, the Village is currently engaged in a lawsuit against two bond companies that provided performance bonds for Rockwell Place Subdivision. The bonds were intended to insure that the improvements within the subdivision were completed in the event that the developer was unable to complete the work. The Village made a timely claim on the bonds, however the bond companies denied any liability, leaving the Village no choice but to file suit against them. The litigation has been ongoing for more than 18 months. From all appearances, it will continue in litigation for another 12 to 18 months.
The Village's engineers have inspected the unfinished roadways within the subdivision and concur with the Village's opinion that the roads are continually deteriorating. If the roads remain incomplete, it is likely that the entire roadway will need to be replaced. Therefore, in an effort to prevent additional deterioration, the Village is moving forward to install the final lift of asphalt on the roadways.
It is unfortunate that the residents of Rockwell Place have had to endure an unfinished subdivision for the last four years. It is the Village's hope that completion of the roadways followed by resolution of the lawsuit will encourage the proper completion of the remainder of the subdivision. While the Village will not be accepting the public improvements in the subdivision at this time, we anticipate that this action will move everyone closer to final resolution of the issues.

2013 Motor Fuel Tax (MFT) Roadway Resurfacing Project


Village of Lakemoor is about to make another public improvement to your community. This project incorporates the removal and replacement of asphalt and concrete pavements. In addition, storm sewers will be constructed on Sheridan Road, Valley View Drive and Venice Road to improve intersection and pavement drainage.
The Motor Fuel Tax is imposed on the privilege of operating motor vehicles on public highways and recreational watercraft on waterways in Illinois. It is paid by distributors and suppliers, who collect the tax from their customers and pays the taxes to the State of Illinois. The State of Illinois pays it share to the the municipalities based on population. These funds are restricted only for these types of roadway projects.
The contract has been awarded to Peter Baker & Son and is expected to start withing the next few days. Completion of this project should be by October 31, 2013

Ports of Sullivan Lake Community Development Block Grant (CDBG)(2012) Roadway Resurfacing Project
Village of Lakemoor in partnership with Lake County and the Ports of Sullivan Lake HOA is about to make another public improvement to the community. This project incorporates the removal and replacement of asphalt pavements and other miscellaneous items of work.
The CDBG Grant program provides annual grants on a formula basis to entitled cities and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.
HUD awards grants to entitlement community grantees to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services.
The contract has been awarded to Guske and is expected to start withing the next few days. Completion of this project should be by October 31, 2013

General Details On These Roadway Projects
Construction activities will be limited to 7:30 am to 8:00 pm Monday - Saturday.
All Project are estimated to be completed by October 31.
Cars parked on the street during this time may be towed at the owner's expense. There is to be no parking at any time during the period of construction, even if there appears to be no construction taking place on your street. This will allow the engineer/inspector and the contractor to paint road markings and work unimpeded. Please ensure that all of the below steps have been completed before continuing to park your vehicle in the street.
1) Pavement Milling: The existing roadway will be milled to a depth specified by the contract. This will in effect lower the road temporarily. Access will be granted at all times, but we advise that you take special care when entering your driveway.
2) Curb and Gutter Removal: A limited amount of failing concrete curb and gutter will be removed and replaced as part of this project. If access to your driveway is restricted, please park on adjacent street. Do not park in front of removed curb at any time.
3) Pavement Patching:You are permitted to park on the street until access is restored.
4) Tack Coat Placement: A layer of tack coat will be placed immediately prior to the placement of new asphalt. This tack coat can be very difficult to remove if it happens to get splashed onto your vehicle. Avoid driving on the tack coat when at all possible. If unavoidable, drive with caution.
5) Pavement Surfacing: Following the completion of the above items, a final lift of asphalt will be placed.
