Northwest District Association Newsletter
November 2012 Edition
Dear Neighbors,
Please join us next Monday, November 19, for the November NWDA Board meeting. We will discuss a wide range of topics, including updates on the Con-way Good Neighbor Agreement, parking, and work plans for the Transportation and Safety & Livability Committees.
I'm sure you have noticed that there are numerous new apartment complexes under construction in the neighborhood. By our count, there will be at least 600 new units completed in 2013. City data suggests that roughly 75% of residents in these units will own at least one vehicle. Two-thirds of these residents will park on the street. Not counting construction workers, this means that there will be at least 300 additional single occupancy vehicles competing for already limited on-street parking.
NWDA continues to monitor parking issues in the neighborhood and advocate for policies intended to improve the situation. We're hopeful that Mayor Adams will bring his NW Parking Plan to City Council before his term ends. We look forward to working with Mayor-Elect Charlie Hales and City Council on addressing parking problems in northwest Portland.
If you're interested in the City-wide issue of new apartment complexes with little or no parking, please attend a Parking Forum hosted by the Planning and Sustainability Commission on Tuesday, November 13, from 1:30 to 3:30 pm, 1900 SW 4th Ave, Suite 2500A. See you there.
Sincerely,
Ron Walters
Safety and Livability Committee
2012 Tree Inventory Results - During summer 2012, the neighborhood conducted a street tree inventory with
Portland Parks & Recreation Urban Forestry. Seventy-five volunteers contributed 379 hours identifying, mapping, measuring, and assessing every street tree in the neighborhood.
The results are now available here: http://www.northwestdistrictassociation.org/?p=4709
We have over 5,000 trees. However we have too many of a single species (red maple). Roughly 10% of our trees are considered poor or are dead. And, 762 planting spaces are available for planting.
What can be done to overcome the weaknesses of our current street tree population? How do we insure a healthy street tree canopy for future generations? A Neighborhood Tree Group is currently being formed to develop short term and long term strategies and to turn those strategies into actions, which may include:
- Identifying potential Heritage Tree Candidates
- Organizing a neighborhood wide tree planting
- Developing a program to inoculate our elm trees for Dutch Elm Disease
- And more
Join the Tree Group!
The group's first meeting is scheduled for Thursday, November 29, 10am, location to be determined. To learn more and get involved, please contact Mary Ann Pastene, maryann.pastene@gmail.com

Air Quality Committee
The Air Quality Committee is working with Juliet Hyams from the NWDA Board on a Clean Diesel Good Neighbor Agreement with Con-way for the 20 acre (ten year) development going into the north eastern part of the neighborhood. We are hoping to convince future contractors that a neighborhood already high in harmful diesel
fumes should insist on clean diesel during the construction.
The Air Quality Committee will not hold a meeting in December. The next meeting will be on January 14th at the Silver Cloud Inn, Breakfast Room at 7:00 pm.
