Introducing our Newsletter Editor It is my pleasure to introduce myself to the DCCOA Newsletter readership as your new Editor, (in response to the call published in the first quarter of the year).
My name is Modupe Arubuola a Deercreek resident; my love for reading and writing prompted me to respond to that call and volunteer. I have enjoyed serving on a trial basis in the last few months and will start officially with the September issue. I am excited to work with the rest of the Communications Committee to continue to bring our beautiful newsletter to you in a timely fashion monthly. |

Highlights from the BOD Meeting
On June 27th the Deercreek Homeowners Association met at the Deercreek Country Club with a quorum of six Board members. Representing May Management, Property Manager Richard Curran-Kelly and Andrea Dockery. The meeting was called to order at 7:07 PM and the Board President recognized two guests, Bay Tree residents: Paul Rothstein and Mimi Rosario.
Mr. Rothstein presented the Board with a letter signed by eight residents of Bay Tree Lane. The letter stated that flooding was due to poor drainage in the roadway spanning houses 8214, 8218, and 8222. A resident who is a civil engineer by trade determined that Lake 24A which receives storm water from Bay Tree Lane was higher than the downstream Lake 24B, which indicated the culvert that connects these two ponds was plugged. This information was reported to May Management who hired a company to clean the culvert. Mr. Rothstein on behalf of the residents of Bay Tree Lane thanked the association for responding quickly to the drainage problem by having the culvert cleaned.
The residents believe there may be other fundamental issues, such as the capacity of the system. The narrow shape of Lake 24A where the culvert inlet is located, serves to funnel all the debris into the opening. Besides the debris falling into the lake from the trees, grass clippings from the Golf course being mowed and landscapers taking care of homeowners' properties also end up in the culvert. Therefore the residents requested for cleaning every 24 months or sooner as needed.
In response to the residents' request, the Stormwater Management System Inspection and Maintenance Plan will be updated to include a program that not only inspects and maintains the DCC storm water management system but also provides a plan to resolve the issues identified in the inspection. The plan will include additional inspections and cleanings for those areas that often gets flooded.
Richard Curran Kelley presented the Property Manager's report. In his report he indicated three companies would be bidding on the Storm water Maintenance plan. In a recent inspection the Heather Lakes storm drain had the worst stoppage from tropical storm Andrea. A check with the St. Johns Water & River Management should locate a detailed plan for this area.
Duval Fence repaired the old gate at the McLaurin entrance and put it back up until a new gate is made. Twenty-one properties were also referred to the hearing committee for various violations.
It was further reported that a letter was received from the post office requesting that a couple of mailboxes be moved to different locations. The property manager will discuss with the postmaster on who should pay for the moves and whether the old concrete slabs will be removed. Also there is a request from the common property committee to put pine bark around the mailboxes instead of pine needles.
The treasurer then reported that revenues were up by $2704 as result of increases in collection fees and late fees. Expenses were $305,810 based on a budgeted amount of $315,744. The accounts whose expenses were below budget were guardhouse technology, landscape improvements, irrigation repairs, web communications, utilities and office supplies. Within the next few months there will be planned expenditures for irrigation repairs and landscape improvements. In the last month, the major expenditure was for Pittman landscaping which developed a landscaping plan for two areas in the community. This expenditure of $6,500 came out of the capital reserve account.
The Common property report centered on an issue concerning the timeliness of getting bids from contractors to perform work. The property manager explained the process by which he requests for bids but it appears that only the same set of contractors respond by submitting bids. A discussion took place that any bid under $3,000 does not require two additional bids but board approval would still be needed. The fact that some vendors do not bother to bid because they never get the work was another issue working against obtaining bids. The Board suggested that if there is a 'Preferred vendor', they should be used consistently for a period of six months after which other bids should be sought to see if pricing is still competitive.
The Liaison reported that Pittman would make a presentation at the common property meeting on July 11th 2013, which should cover the landscape, plans for Ashford Crossing. Also the irrigation clock was approved for Ashford Crossing.
The communication committee requested approval to add Modupe Arubuola to the committee. A motion was made and passed appointing her to the committee. She will be responsible for coordinating the Newsletter. Point of contact information will be provided in the August edition.

Despite the heat of our Florida summer, I see many residents walking the highways and byways of Deercreek throughout the day. As you wander, the sidewalks of the community you may notice that in some places the sidewalks are, shall we say uneven. The Association has been trying to identify and repair these areas of the sidewalk on common property, but I need to take this moment to remind everyone that where a sidewalk goes through a homeowner's yard, the homeowner is responsible for repairing that section of the sidewalk. Some of you may recall that a little over a year ago, the Association repaired the common property sidewalks in a number of locations and encouraged homeowners to do the same. Now that time has passed, new sections have developed problems and homeowners need to assess the sidewalks in their yards to see if they need repairs. The rule we use is that if there is a difference of a ¼ inch or more, then the sidewalk needs repairs.
Another thing that one notices while out walking is that tree limbs can be a hazard on the sidewalks. With all of the rain we have had this year, branches have been hanging low and presenting a hazard to those enjoying a quiet stroll or bracing run. Please make sure that you keep the branches at least 8 feet above the sidewalks so that your fellow residents do not have to duck, bob and weave to move safely on the sidewalks.

Common Property

Common Property is currently working with Pittman Landscape Architecture to develop a master plan for the front entrance, the main drive up to the area where Deercreek Club Rd splits into Deercreek Club Rd E and Vineyard Lake Rd N as well as the Ashford Crossing area near the shed and tennis complex. This has been a long process but it continues to move forward. The current landscape has been surveyed and preliminary plans have been drawn. Common property would like to invite all who are interested to join us in reviewing what may be our second to last draft plan, at our August 8th meeting at 7 p.m. at the clubhouse. Action items will have to be prioritized, bids obtained, budgets made and a contractor hired when the Board approves the project(s). We envisage a multi year implementation period. Each year, the Board will approve funding unless there is a ground swell in the community to do it all at once.
Our goals are: to increase beauty and consistency, decrease the amount of brown, increase the amount of color, decrease maintenance requirements and water use, and improve lighting and safety while using the same amount of power or less. |

Betty and Gary Metz
When you think of Betty and Gary Metz, you think of books - BOOKS-A-GO-GO, the organization that they started in 2006 with the help of Deercreek neighbors, to bring books to needy local students. With that modest start, who would have expected that today over 700,000 books have been put in the hands of children in our area and more than 20 countries around the world. But before BOOKS-A-GO-GO, their volunteering began in 1997 when they moved their business to Jacksonville from Pittsburgh. They had met at the University of Pittsburgh, and have been married 40 years. While waiting for their house to be built, Betty began calling on new residents to give them welcome packets of useful information about Deercreek and Jacksonville. That warm, helpful attitude has continued in the many gatherings they have hosted for their Heather Lake neighbors. At that time, Taylor Woodrow was in the process of turning over the community to its property owners, and Gary was part of the Board that worked through the details of that transition. He also was involved during the period when Edgewater was negotiating their relationship with Deercreek. Later, when there was a vacancy on the DCCOA board, Gary again stepped in to fill the position. Betty is a founding member of Deercreek Women's Alliance, and has served a term as Vice President. Betty credits members of the Alliance for the successful early development of BOOKS-A-GO-GO. She also has been President of the Deercreek Ladies Golf Association and is a member of the Board of Governors. As a member of the Deercreek Home and Garden Club, Betty has been very generous in donating her distinctive hand-painted glasses, bowls, and Christmas ornaments for Garden Club Silent Auctions. Betty, a talented artist, began volunteering in art instruction at inner city schools through the Jacksonville Watercolor Society. That led to her work as a Picture Lady, bringing art to schools through the Cummer Museum of Art and Gardens. While bringing art to West Jacksonville Elementary School, she recognized the needs of the students, and began her service on the School Advisory Council, which she has chaired for ten years. During that time she solicited funds that allowed students to take field trips to places they would otherwise never have an opportunity to see, like a bus ride across the bridge to the Cummer Museum and to St. Augustine. She also raised funds for a Garden of Dreams at the school. When the school was threatened with closure, the Advisory Council worked successfully to keep it open as a necessary community resource. With Deercreek friends Neelima Gole, who designed the project, Adele Kunzweiler, Natalie Jackson and her daughter, Anna, the group spent a hot, non-air conditioned summer painting an enormous 40-foot mural to brighten the cafeteria. Deercreek Home and Garden Club is proud to name Betty and Gary Metz winners of the 2013 Golden Acorn Award. The award will be presented at a luncheon at Deercreek Club on August 27 at 11:30 A.M. when Deercreek Home and Garden Club program for the coming year will be presented. All are welcome to come to offer their congratulations. Make a reservation by calling 363-1604.

PACE for Girls

PACE Center for Girls is a Florida-based, nationally recognized not-for-profit organization that provides non-residential, prevention, intervention, and diversion services for girls and young women of middle and high school age.
PACE uses a comprehensive and holistic model that integrates social services, education and career readiness in a safe, gender-responsive environment that reflects an understanding of the lives of girls and responds to their strengths and challenges.
Their mission is to provide girls and young women an opportunity for a better future through education, counseling, training and advocacy.
The Deercreek Women's Alliance chose PACE for Girls as one of our charities this year. There are many volunteer opportunities at the center. However, our main focus is on "The Clothes Closet". Since these girls come from low-income homes, The Clothes Closet provides a way for the girls to "buy" items with points they've earned through grades, good deeds, and class attendance. The Clothes Closet is held generally every six weeks or so. Donations needed are - age appropriate clothing, shoes, accessories such as jewelry, nail polish, and body wash. Please note that these items are for teenagers.
Several of the Alliance members had the opportunity to tour the PACE facility. We were impressed with the girls we met, the classrooms, and the staff. We had the pleasure of helping on sorting day for the Clothes Closet. This is a BIG undertaking and requires many helping hands. We had approximately two hours to go through all the donated items, sort and display, organize by size and category. The next day is "buying" day for the girls. This is a very exciting and much anticipated event for them.
We are very happy to be donating $750.00 to this wonderful organization. If you would like to learn more about PACE for Girls, you can go to their website at www.pacecenter.org.

The Golf Corner
Six ladies from the DLGA participated in the Ladies Club Championship on Saturday 29th and Sunday 30th June, hosted by Tom Maxwell, Head Pro at the Club.
For their entry fee, the ladies received participation gifts, lunch and beverages. The weather was hot, hot and even hotter. The ladies prevailed both days.

The 2013 "21" CupJeff Bernard is the 2013 winner of the "21" cup. The "21" Cup is a putting contest played on the practice green in front of the clubhouse over several weeks. The winner of the contest is declared "The Best Putter in the Club" for the year. Congratulations to Jeff Bernard. The Junior Golf team recently organized by Kathy Nyman, LPGA Golf Instructor. Deercreek is part of the PGA Jr. League which has 15 area clubs participating in "little league" style matches for golf held during the months of May and June.
The team consists of boys and girls, ages 7 to 13 that are learning the game of golf. Kathy teaches a clinic every Thursday from 4 - 5:30 with additional practices during the season. The teams in this region are Brentwood, TPC Sawgrass, Amelia National, Hidden Hills, San Jose North and Deerwood North. The South teams are Palencia, Deerwood South, South Hampton, Palatka, San Jose South, Fleming Island and Sawgrass CC. Each region held nine hole inter club matches to earn points for the season. Deercreek finished fourth behind Brentwood, TPC and Amelia National. T.J. Tillo earned a spot on the North All-Star Team to play against the South All-Star Team in hopes of going to Nationals representing North Florida.
