Common Property

Submitted by
Joseph Cernigliaro

The Deercreek Board has just approved $6500 for the funding of a front entrance front drive and Ashford Crossing Master Plan by Pittman Landscape Architecture. The plan will take at least 5 years to complete and will require funding. Common Property has been neglected during the downtrend but this has an impact on all our enjoyment and property values.

Thank You,

Thank You,

Thank You!

Thanks to everyone for supporting the Women's Alliance Yard Sale!

The weather was perfect for browsing, buying, selling, and mingling with neighbors.

We are again grateful to Watson/NEFAR for allowing us the use of their parking area.

A very big thank you to all the volunteers who gave their time in arranging the Alliance table, to the men who helped with traffic control as well as putting up and taking down signs. This could not have taken place without you.

Y'all are the best!

Highlights from the BOD Meeting

Submitted by: Doug Klippel

The DCCCOA Board of Directors convened on March 28, 2013 for a regularly scheduled meeting. A quorum was established by the presence of BOD President George Partin, Vice-President Doug Klippel, Treasurer Danny Becton, and BOD members Nick Simonic, Margie Blake, Chris Phillips, and Doug Matthews.   Also in attendance were Richard Curran-Kelley and Andrea Dockery from May Management.

After the approval of the Meeting Agenda and the February Meeting Minutes, Richard Curran-Kelley presented the Property Manager's report. Eight (8)) Deercreek Properties were forwarded to the Covenants Enforcement Committee for review, primarily for property maintenance issues. Mr. Curran-Kelley noted that numerous citations were issued to residents who had placed trashcans and/or yard debris curbside early, in violation of Deercreek covenants. Estimates are being received for the replacement of the damaged light pole near the intersection of Deercreek Club Road and Southside Blvd. The BOD approved a bid for restriping of stop sign bars and golf cart crossings on our newly paved road areas, as well as the replacement of a missing Golf Cart Crossing road sign.

Joe Cernigliaro, Chair of the Common Property Committee, appeared and outlined a Committee proposal dealing with the landscape beautification of the front area of our community (Deercreek Club Road to the guard house). The tree and bush canopy on Deercreek Club Road is now blocking sunlight and causing excessive shade, which is causing dead grass and other landscape problems. In addition, there is a general feeling that our front entrance is not up to par when compared to other gated communities in our area. The Committee's recommendation is that beatification of the berm area near Ashford Crossing also be an area of focus, as this property was recently determined to be the responsibility of the Deercreek HOA. The BOD approved the Common Property Committee's recommendation that $6,500 be spent on a multi-year landscape architect design proposal to enhance the appearance of the entrance to our community and the area around Ashford Crossing.

Danny Becton presented the Finance Report and the Legal Report. The BOD voted to accept the Year End Audit that was completed by James Hutchens. February's financials were accepted, which showed a surplus of $7,645 in addition to a balance from 2012 of $26,014.00. The Reserve Study has been completed, and will be presented at the April BOD meeting for approval. The Legal Report included discussions of properties in foreclosure, and a discussion of steps to be undertaken to recover past due quarterly payments, accumulated interest, and any fines levied against property owners. The BOD is aggressively seeking court dates for foreclosed properties. The BOD agreed to a repayment plan for one homeowner whose property is in arrears. With this agreement, the BOD will forego additional legal actions if the proposed repayment schedule is adhered to.

Doug Klippel presented the Access Control Committee report, as well as the Covenant Enforcement Committee Report. The existing 'GateWorks' guardhouse software was replaced by a new system called 'Dwelling Live', which resulted in some implementation issues with both residents and our Allegiance Security staff.   Most of these implementation issues involved residents being unable to access the system, and they have been resolved. The new system is working well, and allows for an improved user interface for residents. The Access Control Committee will be following-up with residents who have not activated their Dwelling Live accounts, in an attempt to maximize system usage. The Covenant Enforcement Committee continues to diligently carry out its assigned duties, visiting properties on the Property Manager's violations list and hearing appeals on citations issued in our community. Doug Matthews will begin serving as the Board Liaison to the Covenants Enforcement Committee, effective from that Committee's April meeting.

Nick Simonic presented the Architectural Review Committee report. The ARB is reviewing existing community policy on trampolines in Deercreek, and will be presenting a recommendation at a future BOD meeting.

Margie Blake presented the Communications Committee report. Three residents have volunteered to serve as newsletter editor, and will be approved at a future BOD meeting. A revised policy on newsletter submissions was presented to the Board, but was rejected pending suggested modifications. A new Welcome Packet has been prepared for new residents, and will begin to be distributed. There will be a follow-up with the Club on the recent survey conducted of Club members, so as to identify possible areas of focus to better our community.

In other business, Margie Blake was appointed Acting Secretary in place of Bill Beitz, who is on hiatus until later in the year. Doug Klippel agreed to prepare this written summary of the meeting for the newsletter.

There was a brief discussion about the new trashcans that are going to be issued by the City later in 2013. These new trashcans are 80 gallons in size, and are designed for automated pick-up by a trash truck. Each resident will be issued two trash barrels, one for recyclable materials and one for non-recyclable materials. There was a brief discussion of some potential issues associated with these cans (maneuverability, storage, etc.), and a broad consensus was reached that the BOD and various HOA Committees will need to further investigate these potential concerns.

As a separate issue, it is noted that several BOD members attended a separate Board of Directors Training Meeting that was conducted by a representative from May Management. This meeting covered legal obligations of serving as a Board Member, best practices for HOA officers, and emerging legal issues impacting HOA's. This training meeting was held immediately prior to the March BOD meeting, and underscores the BOD's commitment to providing the best possible service to our community.

The meeting was adjourned at 9:07 PM. The next BOD meeting will be on Thursday, April 25 @ 7 PM at the Clubhouse.

Thank You

Deercreek for making the annual DWA Shamrock Scramble an incredible success! The ladies, lads and leprechauns who played in the St. Patrick's Day event were so lucky to have a perfectly beautiful day. Due to the overwhelming generosity of the sponsors along with ticket and raffle sales, the DWA was able to raise "a pot of gold" ($6,440) to support local charities!

American Flag

The Jacksonville Exchange Club will once again offer Deercreek residents the opportunity to participate in our 2013 Flag Project. Participating residents can choose to have the Exchange Club place a US Flag in their yards on the Memorial Day, Independence Day, and/or Veterans Day holidays. These flags are approximately 3 foot x 4 foot in size, and are mounted on 5 foot poles. Exchange Club members will place the flag in your yard a day or two before each holiday, and will remove the flags a day or two following each holiday.

The National Exchange Club is one of America's oldest service organizations. The local Jacksonville Exchange Club was founded in 1923, and engages in community service projects that foster Americanism and serve the youth of our community. All monies raised by our Flag Project are used to support the Exchange Club Family Center of Jacksonville, a local organization working to prevent child abuse. We ask for a $25 donation per holiday to participate.

To participate in the Flag Project, simply complete and return the order form below. Indicate which holidays you would like to have a flag placed in your yard ($25 each), or sign up for our PATRIOT SPECIAL and have a flag in your yard for all three holidays ($70 total).

Direct any questions about the Flag Project to Doug Klippel at 904-502-5322.

Deercreek Home and Garden Club

By Rita Allen
Looking Back, Looking Forward

April was an eventful month in our gardens and in the Garden Club. Now with the Annual Fashion Show Luncheon only a happy memory, and the Appreciation Lunch for those who maintain Deercreek behind us, it is time to thank the hard working Deercreek Home and Garden Club members who have brought us a joyful year, and look to the future.

Members will gather at Deercreek Club at 11:30 A.M. on Tuesday, May 28 to install Officers and Board Members for the coming year. The luncheon menu will feature tomato basil soup, a half turkey wrap and salad, with strawberry shortcake for dessert. Reservations can be made by calling or emailing Deercreek Club.

Officers for the coming year are:
 President: Charlotte Johnson
 Vice-President: Cary Flynn
 Secretaries: Adele Kunzweiler and Rita Allen

 Treasurer: Marie Smith

Spring Fiesta, April's Fashion Show Luncheon, provided a delightful time for members and guests, as well as funds that can be used to further beautify our community. Many thanks to the Deercreek models recruited by Eileen Katibah, to Dillard's for the fashions and makeup, and to Charlotte Johnson for her tireless planning and inspiration. Thanks also to countless others who contributed their ideas, efforts, and time.

The Program Committee of Mary Louise Selzer, Faye Hyken and Jill Mountan enlivened the year with a varied list of speakers and field trips. Fortunately, they will continue to work together for the coming year. If you have suggestions for a speaker or subject, please contact one of them with your thoughts.

The May luncheon is the deadline for submitting nominations for the Golden Acorn Award. Members have received an emailed form, but it is not necessary to use the official form. Members may email their nominations to [email protected].

The Deercreek Home and Garden Club-
-where no one is a stranger for long!
Runner in the dark

Attention Walkers, Runners & Joggers -  USE THE SIDEWALKS!

The DCCOA Board and Access Control Committee are increasingly concerned about the safety of people walking, running or jogging on the streets of Deercreek as there have been a number of near misses between moving vehicles and these individuals.

Vest Running or walking along the roads is especially dangerous after dark and either at dusk or near dawn. Many times the people running or walking during these times wear dark clothing, which makes it more difficult for drivers to see them. Even wearing reflective clothing or carrying a flashlight is no guarantee of safety. Some other people walk or jog in broad daylight but choose to stay near the middle of the lanes or even walk with the traffic instead of against it!

We strive to be a family friendly community, but safety will always be our number one concern and right now, we are deeply concerned about the unwillingness of some individuals to use sidewalks. A number of alternatives are being considered to get more people using the sidewalks, though we hope reminders such as this will have the desired effect.

William & Caroline Ramsay

8202 Bay Tree Lane

We know spring arrived when we saw these beautiful red amaryllis flowers in the front yard of William & Caroline Ramsay's home. These flowers have actually been passed down from William's grandmother's garden. Several hundred bulbs were dug up and transported, some arriving at this location. They show off their brilliant color for several weeks. There are also potted pink and yellow Kalanchoes that adorn each side of the entranceway along with a Sago palm. Other plants include knock out roses, golden lantana, azaleas, Aztec grass and Tea olive shrubs. Along with an oak tree, there are crepe myrtles and maple trees.

Diaper Drive for Wolfson Children's Hospital

May 10 - 20

Diaper Baby

Wolfson Children's Hospital does not turn anyone away. Because of this many migrant workers, families without insurance, etc. bring their children to us for care that they would otherwise not receive. Often times the babies and toddlers have severe diaper rashes due to not being kept as clean as they should be and not being able afford disposable diapers. Once the Women's board found this out we decided to have diapers available at the hospital to be given to anyone needing them. We recommend that the parents come back for more diapers if the diaper related problem persists.

The Wolfson Children's Hospital Women's Boards started collecting diapers for the hospital on a regular basis in 1995. Our drive is always in the spring and the Women's Board members usually donate around 400 packages of diapers. The Deercreek Women's Alliance has been donating money and diapers to the hospital for almost ten years. Last year the Deercreek community donated over 200 packages of diapers.

We usually run out of the larger size diapers (1-4 years) first. We also need all sizes of the pull up type of diapers. They can be any brand, but must be unopened. If you do not have time to purchase the diapers, I would be glad to do that for you. Just drop off your money donation to me at my home.

Drop off the diapers at the Guard House or at Mary Stelbrink's home at 7917 McLaurin Road North.

Thank you from all the little ones who will benefit from your generosity.

~~~~~~~~~~~~~~~~~~~~~~~~~~~~
If you are not yet a member of the Alliance and would like to be "part of the heart" of Deercreek, please call Sian Lawrance at 363-1723 or email her at [email protected].   Membership is $20 a year.
You don't have to be a member of DCC to be a member of the DWA.
Susan Beauchamp
By Brian Mountan
Susan Beauchamp
Deercreek resident, Susan Beauchamp, has been involved in sports her whole life - but in a different way. Mrs. Beauchamp was a sports statistician for football. She became interested in sports when she was young. She watched sports with her dad, and learned more about the game after dating football players in high school and at the University of Tennessee. While she was teaching in Evanston, Illinois, she became friends with the head football coach, who was formerly an assistant coach at Notre Dame University. He brought her into his program as a sports statistician. When she began, there were no computers to use on the sidelines, so she did everything by hand. Keeping the stats helped her to get to know the players, and she enjoyed mentoring many of them.
She also attended Big Ten Coach's Clinics where she met such legends such as Lou Holtz, Hayden Frye, Dennis Green, Duffy Daugherty, Bud Wilkinson, and Lee Corso. She even provided stats for the Chicago Tribune and Sun Times. One of her favorite sports memories was attending a party with players and coaches during the Boston College vs. Miami game when Doug Flutie through a Hail Mary to win.
Mrs. Beauchamp is the creator of a local program for youth called Commit-to-be-Fit-Kids which promotes nutrition, hydration, and physical activity. She has also been interviewed on HBO Real Sports by Frank DeFord for her commitment to physical education in our public schools and concern over the obesity problem in children.
