Common Property Report

We sent out over ten requests for proposal to develop our master landscape plan. Three bids have been obtained. We have interviewed one candidate and will attempt to meet the others shortly. Interestingly, the bids vary greatly which requires further research. Our goal is to have a plan developed by Spring and to start phase I before the heat of summer. Please know that these processes take some time. Our goal is to move quickly, but with care.

Highlights from the BOD Meeting

The DCCOA Board of Directors assembled at Deercreek Country Club on January 24th 2013 for a regularly scheduled meeting. A quorum was established and the board was called to order. The Chairman of the Board made two motions, one to approve the agenda and the other to approve the minutes from November 30th. Two new Board members Margie Blake and Bill Beitz were introduced as the new Board members for 2013.
The first order of business was the Property Managers Report. Motion was made to send several owners who remain in violation to Covenants Enforcement for a hearing. The motion was passed and those owners will be referred for further action. Mention was made of the upcoming AC replacement at the Gate House on January 29th by AA Service & Repair. The property manager is focusing on the need for pressure washing driveways and sidewalk repairs. It was also reported that the property manager had JEA maintenance crews trim the hedges around the lift stations. There were three proposals received for replacing the bar code reader at the front gate. Another option could be the use of radio frequency signal equipment starting at $1500. The Property Manager will make a presentation at the next Access Control meeting.
The treasurer's report shows that for 2012 the DCHOA had net Income of $26,014. After the auditor James Hutchens completes the year end audit the audited amount will be transferred to the replacement account and capital improvement account. Currently the amount for past due receivables is at $102,000. When reviewing the year end receivables with the auditor an amount will be calculated for projected bad debt expense. The Finance committee recommended that James Hutchens Jr. CPA be engaged to complete the year end audit. The motion passed unanimously. The Board also approved the addition of Wayne Givens to the Finance committee.
During the Legal report a recommendation was before the Board concerning a proposed settlement offer from a home owner who is thousands of dollars in arrears. After a long discussion the Board declined the settlement offer and moved to accept what the homeowner owed. Two other properties were reported on with one being in bankruptcy.
The ARB report was presented by the President who explained that the ARB set guidelines for the submission of plans for major renovations (7 copies) and one plan for minor changes .It was further reported that Trampoline polices need to be revised as they may need to be reviewed on a case by case basis. The Board will need to make final approval on the finalized policy.
It was reported by the access control liaison that there are two new guards who be working the night shift. The traffic reports indicated an increase in visitors during the month of December.
Common Property reported that Pittman Landscape attended the committee's January meeting and provided information on their landscape proposal for Deercreek. The committee is seeking more bids for the upgrade to the main entrance. It was suggested by the Board that the committee have a town meeting regarding the five year enhancement plan to obtain feedback from the community.
The Communications Committee will have a new liaison and chairman as Len Fritz has stepped down as the liaison. The new liaison is Margie Blake who was elected to the Board this year. Carol D'Onofrio has volunteered to be the committee chairman. A motion was made and passed to approve her for the chairmanship.
Under Old Business a motion was made for the DCHOA to maintain Ashford crossing area adjacent to the road as part of the responsibilities of common properties. After a discussion on the motion it was determined that Article 12 Section 3 of the covenants should be added as a reference, (which gives the association the right to maintain the property). The amended motion passed unanimously.
There were two items before the Board under New Business. The application of payments received from residents per the Florida Statues should be applied in the following order: Accrued interest, fines, attorney fees/collections and then any pass due assessments. Currently assessments have been applied first. A motion was made for the Board to apply the quarterly payments in the order established by the Florida Statues. The motion after a detailed discussion passed unanimously. The New payment policy will be effective April 1st.
May Management introduced a new electronic accounting system for bill paying. It is similar to an individual paying their bills online. Invoices are scanned into the system for approval by the property manager who will also code the invoices and then they will need to be approved by the board President and Treasurer. May Management agreed that the Association would not have any additional cost in their check processing. The Finance committee recommended the Association transition to the Strong-Room system for 2013 subject to a written agreement with May Management that vendor invoice processing cost would not exceed current cost. The motion was seconded and it passed unanimously.
In closing it was announced that there would be a training session for new board members and committee members before the March 28th Board meeting. The training would begin at 6 PM and would be presented by May Management at the Deercreek Country Club.

Here's how it works-- Your $25 to the Deercreek Women's Alliance will assure a space to sell your merchandise. Your cancelled check will reserve a vendor booth. You keep the money from the merchandise you sell. A booth is the size of two parking spaces in the Watson Parking lot.
Your space will be marked on the day of the event. All you need to do is bring your "stuff", cash/change, a table[s] and chair for set up. We ask that you do not leave any "stuff " behind, including any papers etc. The parking lot must be left in the condition we received it.
If you want to donate an item to the Women's Alliance, we will gladly take the donated items. Donated items will be received on the day of the yard sale. We plan on setting up a vendor space and will sell any donated items, however these proceeds will go to the DWA.
The Deercreek Women's Alliance will provide all advertising in the residents' and club newsletters, The Florida Times Union, flyers and signboard messages. We will have yard sale signs posted along Southside Blvd., as well as directional /parking signs into the area.
This is a great win - win situation for the residents and the DWA. Start cleaning out those garages and closets in preparation for this event. Mark your calendar April 13 reserve a spot now. Deadline April 6.

New Deercreek Policies

As you are all well aware, living in a homeowners association has its advantages and disadvantages. The key advantage is living in a community with a set of standards that maintain and improve property values. One of the main disadvantages is that maintaining those standards is that rules must be enforced and people must occasionally be fined if they refuse to comply with those rules. Those fines are added to a homeowners account, but, until now, they have been a bit difficult for the Association to collect if the homeowner refused to pay. A homeowner might pay his quarterly assessment and go on with the fine sitting on his account for quite some time.
The Deercreek Country Club Homeowners Association Board of Directors, in an effort to be consistent with the Florida Statutes (720.3085) adopted the following policy at their January 24 meeting:
When payments for accounts are received, the order of priority for the payment will be:
1) Accrued interest
2) Fines
3) Attorney fees/collection expenses
4) Assessments
Right now I am sure that many of you are asking, "What's the big deal?" For the vast majority of you, this policy will have no direct effect. Since you pay your assessments on time and pay the occasional traffic fine when and if necessary, this policy will not pertain to you.
On the other hand, for those few homeowners who have been late with their assessments and built up interest, attorney's fees, and or fines, this policy creates the precedence of payment. Suppose, for example, that an owner has missed a couple of assessment payments and have accumulated interest of $25, attorney fees of $250, and fines of $25 for a total of $300 over and above the $600 owed for the 2 missed assessments. Next let's say that that homeowner sends in a check for $600. Under this policy, the first $300 would be applied to paying off the interest, fines, and fees and the balance would go to the assessment. That would leave the owner owing $300 in assessments all of which the Association can lien and pursue with appropriate collection actions.
This new policy should prove beneficial for all owners since it will reduce DCHOA bad debt. The policy will become effective April 1st 2013.

Deercreek Home and Garden Club will offer its members inspiration for body and soul in March, through a special field trip and the monthly program.
On Friday, March 15, we will visit the Friday Musicale to hear the Dover String Quartet play Hayden and Shostakovich. This 100 year old institution, an often overlooked Jacksonville treasure, presents high quality concerts free to the public at its own auditorium on Oak Street in Riverside. Home and Garden Club members will gather at the Deercreek Club pool parking lot at 9:45 A.M. to car-pool.
The regular monthly program on March 26, will feature Beverly Velasquez of Native Sun with a program called Healthy Living through Vitamins and Supplements. This is meant to provide useful information on how to read labels. The meeting begins at 10:00 A.M. with coffee and conversation. During the first few minutes, members who plan to stay for lunch can place their orders so that the food will be ready when the meeting is over. You do not need to be a member of Deercreek Club to order lunch on meeting days.
During the month of March, members will receive a form which they can use to nominate an outstanding Deercreek resident to receive the 2013 Golden Acorn Award. If you are a member, please submit a nomination. If you are not a member, but know someone who deserves the honor, you may make a suggestion to a member you know for their consideration. The final choice is made by a committee of previous Golden Acorn Award winners and the Deercreek Home and Garden Club president
Mark your calendar for April 23, the date of Spring Fiesta, our annual Fashion Show and Luncheon. Members will receive tickets to use and sell, so make plans to come, whether you are a member or not. Look for more details next month.

Gate Works Celebrates 1st Anniversary

The Gateworks System is a wonderful step forward for fast, efficient access control at the gate, but for ALL to get the wonderful benefits of the program we need more participation by the residents.
Using an authorization entered by the resident via the computer takes TEN SECONDS to allow entry.
When there is NO authorization, the time it takes to search the list, verify that we have the correct resident, call the resident, listen to the answering machine, leave our standard message and turn the guest around takes FIVE TIMES as long and holds up the other guests that are waiting for access.
The system is easy to use. After you have signed in for the first time and gone through the set-up, you just sign in, go to the Visitors Tab and use the "Add Visitor" link on the right side. This opens a pop-up window. If you have had that visitor before, it is listed in the previous visitor list. Otherwise, just type the information in following the guidelines.
Even if you do not use the computer system, a phone authorization will help keep the traffic moving at a smooth pace. (An unexpected visitor can hold up the line for up to a minute-even with our "only one phone call" ruling).

DWA Spotlight on Charity: The Mandarin Food Bank

The Mandarin Food Bank opened in April, 1991, with a stated mission to provide emergency food and clothing to those in need in our community. The families that we serve come to us from area churches, clubs, schools, and by word of mouth. They are not usually homeless, but may be one paycheck away from being so. Single parents are our largest group of clients, followed by single elderly adults on a fixed income. While our main purpose is to provide food and clothing, we also focus on helping our clients with appropriate referrals to rent and utility assistance and other needed services. We feel that education is an important aspect of our assistance.
In 2012, the Mandarin Food bank served 5,640 families, representing 20,613 individuals (more than double the individuals we served in 2004!). In addition, last Thanksgiving and Christmas, 876 holiday baskets were distributed, representing 3,191 individuals. Each basket included a turkey and trimmings, fresh produce, as well as non-perishable food to prepare a traditional holiday family meal.
The Food Bank is open to serve clients Monday, Wednesday and Friday from 9:00 to 11:30 a.m. After hours and on Saturdays, our volunteers receive, pick up, re-stock our shelves and clean. We are an organization made up entirely of volunteers, headed by our co-directors, Bonnie McNulty and Mary Kaminski, who founded the food bank over 20 years ago. We currently count with close to 150 wonderful, hard-working people to help us carry out our mission. But even with all the wonderful help of our small army of volunteers, we could not serve our clients were it not for the strong commitment of the community. Civic groups, schools, churches, business, and caring individuals like the ladies of the Deercreek Women's Alliance, provide the much needed support in the way of food and clothing drives, as well as cash, which is used to buy milk, meat, eggs, fruits, vegetables and other perishable items.
The Mandarin Food Bank is extremely grateful for the generosity of the Deercreek Women's Alliance this year and hope we can continue to count on your support in the future.

Sports Beat: Lizzie Tillo

Deercreek resident Lizzie Tillo began diving when she was 8 years old. She likes diving because you don't get injured as much as you do in gymnastics. Lizzie practices 4 days a week for 2 hours at UNF. She often competes in 4 competitions during the fall and 6 to 8 during the summer. Lizzie participates in the 1 and 3 meter spring board, and her favorite dive is a pike on the 3 meter board. Her most recent accomplishment is placing 1st in the State finals. She completed her postseason sweep on Thursday, November 8th at the Class 2A State Swimming and Diving finals in Orlando by winning the 1 meter diving competition. She accomplished the same feat in the Regional and District meets. This was Lizzie's third trip to the State competition, placing 7th as a freshman and 8th as a sophomore. Her goals include defending her title next year and diving in college. Lizzie is a junior in the IB program at Stanton College Preparatory School. Congratulations Lizzie!
