Southside Boulevard Corridor Visioning Study Creates Surprise

 

In my June 2012 report, I communicated to you that the Jacksonville Transportation Authority (JTA) was initiating a review focusing on opportunities for multi-modal transportation improvements, integrated land use development, and urban design improvements to the Southside Boulevard corridor. This study is being performed because a majority of the road is of a failing grade of "D" and "F". In 2035, the forecast is that all segments will be failing from Philips Highway to Atlantic Boulevard.

The annual meeting is scheduled for
7pm, January 10, 2013

at the Clubhouse.


Residents will receive a ballot from May Management and a statement from each candidate. It is very important that quorum is established for the meeting. Please plan on making the meeting or return your ballot and proxy.

It is necessary that we obtain a quorum for this meeting as well as your ballot for the three board positions. Whether you plan on attending the annual meeting or not, please turn in both your proxy and ballot asap. For your convenience we have placed a box at the gate in the outbound lane for you to drop your envelope. Save a stamp !

Highlights of the November Meeting of the Deercreek Board of Directors

  

 

A quorum of the DCCOA Board of Directors (BOD) convened November 29th for its regularly scheduled meeting. The BOD was called to order and two motions were immediately heard and passed unanimously; one for this meeting's agenda, the other for the minutes from the October 25th meeting.  

 

The MAY Management Property Managers (PM) Report covered the following: The property manager provided his inspection report and suggested 10 properties be sent to the January covenant enforcement meeting for not repairing sidewalks. A motion was made to accept these properties for adjudication by the Covenants Enforcement Committee. The motion was seconded and passed. Lawn violations have been closed and the inspections have shifted to roof mildew and driveways. During the weekly property inspection walk through, it was noticed that there are 10 sidewalks or driveways that need to be pressure washed. A suggestion was made to have an article addressing this requirement put in the newsletter. The Communications Committee awaits that article. The PM reviewed a policy regarding the priority of applying payments made for fines. There was a discussion as to whether the priorities discussed would be a change to the covenants or a policy change. The issue will be forward to the attorney for clarification. The annual meeting package will be mailed on November 30, 2012 which will include a copy of the approved budget. Also to be included will be a payment coupon statement for each quarter. There was discussion about changing the annual meeting date to January 10, 2013. A vote was taken in favor of the change. If the club can accommodate the date, the meeting will change. Four bids were presented to replace the A/C unit at the guardhouse. A discussion took place as to which committee is responsible for the guardhouse. It was determined that the Common Property Committee is in charge of any maintenance issues and Access Control Committee is in charge of the hardware and any supplies needed. Renewing the associations' declarations was discussed. The Florida statute is to renew every 30 years. We are currently within limits of the renewal requirement. The speed bumps were placed on Craig's list to sell but there have been no buyers. The price will be reduced to 75 percent off.

 

Committee reports started with Finance and Legal. The October financials show a year to date surplus of $24, 570. The reserve fund will have a year to date balance of $244,000. Citations, ARB, and late fees are over budget along with legal/accounting, computer maintenance and guardhouse supplies. Electric is still under budget. The road project is complete. The light fixtures for the street light will be shipped on December 17th. Regarding legal, a motion was made, seconded, and passed to deactivate the barcodes for two homes who are over 90 days delinquent in payments.  

 

CPAC news discussion was on the JTA's Southside Blvd Vision Corridor Study and the need to have the study extended due to lack of input from all Southside Communities. Expect further information on the study to be published by newsletter.

The Architectural Review Board (ARB) report covered the committee's approval of the following: pavers, stone veneer, solar collectors, exterior paint color, fence and an irrigation well. A tree removal was tabled for a site inspection for replacement. A bulkhead was approved with a revised drawing for drainage. Eight refunds of deposit were approved.  

 

Common Property and Covenant Enforcement had a light month.   Common Property received two proposals for landscape improvement. PM will call UNF for a proposal as well. A motion was made to accept a proposal of $200 to remove and dispose of two Wax Myrtles. The motion was seconded, and approved. Covenant Enforcement had no owners attended this meeting. The MAY Management PM attended the meeting to discuss the criteria used for writing violations. The committee dismissed one citation.

Communications Committee reported that there is a new editor for the newsletter. The committee is still seeking articles from the board members and committees to address the areas of concern they are currently dealing with. The community garage sale will be held on April 13, 2013. A request for the status of the title search for the berm area at Heather Lake Ct was made. There was no known status. The Legal BOD member will contact the attorney for an update. A request was made of the BOD to resubmit a draft letter with a brief description of the committees for inclusion in the Newcomer's letter. Finally, there was a request of the Communications Committee to publish a reminder for the trash pick-up for the holidays. BOD members noted there is no change to the trash pick-up over the holidays.

 

Old Business discussion was on the finance committee made some changes from the initial draft of the budget. There have been some accounts that have been re-named. The bad debt account was discussed in detail and how the amount budgeted was figured. The reserve account was also discussed, which is being underfunded. The various components that make up the reserve account were discussed. A motion was made to approve the 2013 budget. It was seconded, and approved.  

 

Under New Business there was a discussion regarding the proposal for replacing the A/C unit at the guardhouse. It was mentioned that these should have been reviewed by the Common Property Committee and then presented to the board for approval. A discussion ensued and the two companies with comparable work to be done are between AA North Florida AC and Air Wiz.   A motion was made to accept the proposal from AA North Florida AC. The motion was not passed pending investigation by MAY Management PM into low cost bid and one-to-one compare of services. Finally, BOD affirmed there being no December board meeting and that the annual meeting has been scheduled for January 10, 2013 at 7:00 p.m., at Deercreek Country Club. The BOD affirmed that the next meeting of the Board of Directors is scheduled for January 24, 2013 at 7:00 p.m., at Deercreek Country Club.

 

Meeting was adjourned at 9:35 p.m.

Property Manager's Report

Potpourri. I'm sure that all of you have heard this word. To my wife, it is a collection of dried herbs that you put in hot water to make the house smell better. To me, it is usually a category on Jeopardy that is a collection of various topics. The column this month is a potpourri in the Jeopardy sense as all of the topics are related only in the sense that they all relate to living in a homeowners association. So without further ado, here is POA Jeopardy (with apologies to Alex Trebeck). In the category of Deercreek Country Club Owner's Association rules:

 

Out of view from the street is the first answer. The question is, "where should trash cans be stored when they are not out for collection?" This means that if the garbage cans are stored on the side of the house they must be screened from street view by a fence, wall or shrubs.  

 

They must be maintained at a height of at least 8-feet above the sidewalk. The question is, "how high do tree branches have to be kept above the sidewalk?"

 

The next answer is during the holiday season the pick-up days will not change. The question is, "will trash and yard waste pick up dates change the weeks of Christmas and New Year's Day?

And the final Jeopardy answer is: pressure washing will remove the mildew or stains. The question is, "how should I remove mildew from my roof home or driveway?" With the wet summer we have many homes now showing signs of mildew in a number of areas. A good pressure washing can make property look like new.

Question: How does a homeowner go about getting Architectural Review Board (ARB) review and approval of a project?

 

Answer: The steps for obtaining and ARB review and approval are listed below:

 

1.   Prepare the application form which may be found at http://www.deercreekcc.com/DCCOA/ARB%20Application%20Form%20Jan%202012.doc. Fill out the form completely, listing attachments, phone number, e-mail address, signature and date.

 

2.   Prepare supporting documentation including photographs of existing home, existing property survey, and dimensioned site plan with proposed improvements, material and color product literature, and other information that completely describes the proposed project. A complete list of submittal requirements may be found at LINK.   Experience has proven that complete documentation results in speedy reviews. Incomplete documentation invariably causes delay in application acceptance and slower reviews.

 

3.   Prepare two checks, one for the deposit and one for the fee. Make checks payable to: Deercreek Country Club Owners Association, Inc.

 

4.   Mail the complete submittal package to:

5.   When the package is received by May Management, it will be reviewed for completeness. If incomplete, May Management will contact you to request additional information. When the package is deemed complete, the application will be added to the agenda of the next ARB meeting.

 

6.   The ARB meeting agenda and all submittals are sent to the ARB members one week prior to the scheduled meeting date. ARB members review the packages and may visit some of the property to see the existing conditions, if considered necessary, to better understand the proposed project.

 

7.   ARB meetings are held on the first Thursday of every month at 7:00 p.m. in the Deercreek Country Club Clubhouse in the Ladies Card Room and are open to the public. (Check the sign board at the gate to confirm meeting date and time). Owners with applications on the agenda are welcome, but NOT required to attend. A quorum of ARB members (currently four members) must be present or the meeting will be cancelled.

 

8.   Each project application is generally reviewed in the order received, but the agenda may be modified in the meeting at the Chairman's discretion to accommodate visitors and guests.

 

9.   If your project is approved, May Management will issue an approval letter stipulating any "Conditions" that you must comply with for the approval to be final. Approvals are not in effect until Conditions have been met.

 

10.If you project is denied, May Management will stipulate this in a letter to you and the reason(s) why. If you modify your project submittal to address the concerns/reasons, and resubmit within 60 days, no additional fees or deposits will be required, and the ARB will reconsider the proposed project.

The view this month belongs to everyone; our beautiful front entrance. Freshly planted blue and yellow pansies do well this time of year. The bright knock out roses are in bloom year round. Our landscaping includes a beautiful brick wall along with majestic viburnum shrubs, ornamental grass, Sylvester palms and sago palms. Live oaks enhance the background.

Learn To Use Your New Toys

Many of us may have received gifts of sophisticated electronics recently, and are not able to use them to best advantage. Just in time to help, our Program Committee has arranged to have an expert give us instruction and answer our questions.

 

Elizabeth Pampalone, who has taught at UNF's Osher Lifelong Learning (OLLI) program, will speak about Unraveling the Mysteries of the IPad and IPhone at the January 22 meeting of Deercreek Home and Garden Club. You are welcome to bring your new equipment with you if you like.

 

The meeting begins at 10:00 a.m. with coffee and conversation. During the first few minutes, members who plan to stay for lunch can place their orders so that the food will be ready when the meeting is over. You do not need to be a member of Deercreek Club to order lunch on meeting days.

 

Many thanks to Elizabeth Curtin, who hosted December's Holiday Brunch. Members who provided the scrumptious food outdid themselves as they do every year. Anyone who is looking for a reason to join Garden Club can justify the cost of their support for the benefit of being a part of this annual celebration.

Now that 2013 is here at last, Those events were a blast in the past. Get ready, Ladies, 'cause the DWA, Has more good things coming your way!

 

The DWA is not just committed to having fun, it is also very committed to supporting local charities. On January 24, the DWA board will meet to establish charities to support in 2013. If you have a local charity that you feel could benefit from DWA donations, please e-mail Donna Bernard at dmbernard@yahoo.com or Debbie Grosnick at dngrosnick@gmail.com prior to the meeting.

DWA Spotlight on Charity: Bag Ladies At Work

It started with a frantic call from her daughter. Pat Bloebaum couldn't believe her beautiful, intelligent daughter was in trouble. The mother of two young boys needed to find a safe place, somewhere her husband couldn't find them. Pat didn't know what to do so she suggested Hubbard House, the abuse shelter for Duval County, at least for a night. That experience sparked the idea for the Bag Ladies.

 

Pat's daughter recalled being readily welcomed by the overcrowded facility, but supplies were short. The children were frightened and bewildered to be in a strange place, surrounded by people they didn't know. So in 2007, Pat asked the pastor and volunteers at her church, Lakewood Presbyterian, to help her start a project. The ladies would sew colorful drawstring bags and fill them with comfort items to be given to children who came to the Hubbard House. Twelve women showed up at the first meeting to make 23 "Welcome Bags" that were delivered to Hubbard House. To date, the group has delivered 2,623 bags.

 

The Bag Ladies meet once a month to sew the bags and fill them with donated items including books, flashlights, towels, Beanie Babies, toiletries and a small handmade pillow. Our past DWA president, Debbie Wallace, was one of the founding members and introduced us to this worthy cause. The Bag Ladies have not only grown within their own church, but have encouraged others to start their own Bag Ladies project. Seven new Bag Lady groups have been formed in Duval, Clay, Nassau, and St. Johns Counties. Pat's two grandsons started "The Grocery Bag Kids," collecting non-perishable food items to make brown-bag breakfasts and lunches of which hundreds have been delivered to the Hubbard House pantry.

Sports Beat: Lexie Witt

The Celeste Hampton Award at Episcopal High School is awarded to the "athlete who best exemplifies the qualities of leadership, work ethic, and who is an outstanding teammate". The recipient of this award, Lexie Witt, is a long-time resident of Deercreek.  

 

She began swimming on the Deercreek Tiger Sharks at the age of four. That year, she won the River City Championships for her age group and decided that swimming was her thing. She started swimming year-round for Bolles and now, at age 14, swims for Episcopal High School. Lexie practices five days a week for two hours a day. She loves swimming, but also has a passion for ballet dancing. Her best stroke is free-style and her favorite event is the 50-free. She thinks butterfly is the hardest.  

 

At age 12, Lexie won one of the high point awards at the River City Championships. Recently, she participated in the Ryan Lochte Classic where she met Olympic Gold Medalist Ryan Lochte. Lexie says meeting Ryan is the coolest thing that has happened to her in her swimming career. She has also qualified for the Junior Olympics for the past four years. Lexie really likes the competition but isn't sure whether she wants to be a professional swimmer or not. Whatever she decides to do, this Deercreek resident is sure to be a superstar!
